Michael D. Toth, CEO
Michael D. Toth is founder, Chief Executive Officer, and Chief Learning Officer
of Learning Sciences International, iObservation, and Learning Sciences Marzano
Center for Teacher and Leader Evaluation. Formerly the president of the National
Center for the Profession of Teaching, a university faculty member, and director of
research and development grants, Mr. Toth transformed his university research and
development team into a company focused on leadership and teacher professional
growth and instructional effectiveness correlated to student achievement gains.
Mr. Toth is actively involved in research and development, gives public
presentations, and advises education leaders on issues of leadership and teacher
effectiveness, school improvement, and professional development systems. He is the
author of Who Moved My Standards? Joyful Teaching in an Age of Change: A SOAR-ing
Tale, and co-author, with Robert J. Marzano, of Teacher Evaluation That Makes a
Difference: A New Model for Teacher Growth and Student Achievement.
Robert J. Marzano, PhD, Executive Director Learning Sciences Marzano Center
Dr. Robert J. Marzano is a nationally recognized education researcher, speaker,
trainer, and author of more than thirty books and 150 articles on topics such as
instruction, assessment, writing and implementing standards, cognition, effective
leadership, and school intervention. His practical translations of the most current
research and theory into classroom strategies are widely practiced internationally
by both teachers and administrators.
Dr. Marzano codeveloped the Learning Sciences Marzano Center Essential Strategies
for Achieving Rigor, a model of instruction that fosters essential teaching skills and
strategies to support college and career readiness standards. Dr. Marzano has also
partnered with Learning Sciences International to offer the Marzano Teacher
Evaluation model, the Marzano School Leadership Evaluation model, and the
Marzano District Leader Evaluation model.
Dr. Marzano received his doctorate from the University of Washington. Learn more

Beverly G. Carbaugh, EdD, Vice President and Senior Fellow, Learning Sciences
Marzano Center
Dr. Beverly Carbaugh has oversight of the center’s cadre of staff developers. She is a
visionary leader and educator with nearly 30 years of experience as a successful
problem solver, curriculum leader, school administrator, and strategic planner for
school improvement at both the school and district levels. She is a nationally
recognized speaker and presenter, and provides support to schools and districts
that are implementing the Marzano evaluation models.
Dr. Carbaugh received her Doctorate of Education in Education Leadership from the
University of South Florida and has a long history of improving teacher and student
achievement at all levels, working as a teacher, a principal throughout Florida, and
deputy superintendent of Florida's Osceola County. She also has extensive
experience in professional development and supervision of diverse learning groups.
Her expertise includes executive leadership in human resources and
business/finance departments with oversight of professional development. Her
endeavor to develop effective educators has been a lifetime commitment.
Dylan Wiliam, PhD, Executive Director Learning Sciences Dylan Wiliam Center
Dr. Dylan Wiliam is one of the world’s foremost education authorities. He has helped
to successfully implement classroom formative assessment in thousands of schools
all over the world, including the United States, Singapore, Sweden, Australia, and the
United Kingdom. A two-part BBC series, “The Classroom Experiment,” tracked Dr.
Wiliam’s work at one British middle school, showing how formative assessment
strategies empower students, significantly increase engagement, and shift
classroom responsibility from teachers to their students so that students become
agents of and collaborators in their own learning.
Dr. Wiliam is Emeritus Professor of Educational Assessment at the Institute of
Education, University of London. After a first degree in mathematics and physics, he
taught in urban schools for seven years, during which time he earned further
degrees in mathematics and mathematics education.
He has served as Dean and Head of the School of Education (and later Assistant
Principal) at King’s College London, Senior Research Director at the Educational
Testing Service in Princeton, New Jersey, and Deputy Director (Provost) of the
Institute of Education, University of London. Since 2010, he has devoted most of his
time to research and teaching.
Wiliam’s recent work focuses on the profound impact strategic formative
assessment has on student learning. He is co-author of Inside the Black Box, a major
review of the research evidence on formative assessment, as well as Embedded
Formative Assessment, the Embedding Formative Assessment Professional
Development Pack, and Leadership for Teacher Learning from Learning Sciences
Publishing.
Carla V. Moore, MSED, Director of Professional Development Services and
Product Development
Carla V. Moore is an educational practitioner with experience as a teacher,
instructional coach, and administrator. She served public education systems for
many years and gained expertise as a leader in professional development,
curriculum, and coaching. At Learning Sciences International, she is a National
Practice Leader for Coaching and consults with schools and districts on instructional
coaching and curriculum systems. Ms. Moore is also a member of the Research and
Development team where she lends her expertise on teacher and administrator
effectiveness.
Ms. Moore is nationally recognized for her commitment and passion to K–12
education. In her current role as a thought leader at Learning Sciences International,
she is coauthor with CEO Michael D. Toth and Dr. Robert J. Marzano of The Essentials
for Standards-Driven Classrooms and of Creating & Using Learning Targets &
Performance Scales (both from LSI), as well as a number of research papers.
Lindsey Devers Basilio, PhD, Senior Research Analyst
Dr. Basilio received her Doctorate in Criminology and Criminal Justice from Florida
State University. Her current research helps identify best practices in the education
field and to assess teacher evaluation models nationwide. Her work includes
analyzing district data systems, measuring student growth, and using mixed
methods to create multiple measures of teacher effectiveness and value-added,
integrating observational, teacher self-assessment and student survey data.
Dr. Devers also works with districts to identify, analyze, and interpret trends or
patterns in complex datasets to assess trends in school improvement. She is also
heavily involved in writing grants and research proposals to ensure LSI’s projects
are scientific and evidence-based. Her projects focus specifically on the
improvement of teacher pedagogy in K–12 classrooms, accurate observation and
measurement of effective instructional practice, the improvement of school
leadership, and the improved operations of schools and school districts.
