The process was launched in September and has continued into the second
quarter. Partners reviewed HZA Substance Consumption and
Consequences County Profile for Hancock County.

Narrative - Barriers: What barriers (i.e. lack workforce skill, low participation, loss of staff, etc) have there been to moving forward in any
steps? How do you plan to or what did you do to overcome them? Are all towns in your County represented in the needs assessing? If not,
which towns are not, and how do you plan to include them (refer to your town chart from rider A the middle and right columns)? Have you
been able to gain participation from any of the towns in those columns? Other information you would like to share.
Several contractual issues emerged in the first month, including how various partners will participate, reimbursement and coordination of
public involvement across the four sub-regions. These issues were settled, though we were not able to resolve a contracting problem with one
organization, Peninsula Area Team for Health that is not a contracted partner, but is working in collaboration with Healthy Peninsula on
issues of substance abuse. Coordination of public outreach caused some initial confusion with some partners anticipating more outreach than
others. We resolved this issue by giving partners more flexibility in determining when they would be meeting with local groups and what
materials they will need to describe this project and solicit feedback. The key will be to prepare presentation materials that are scaleable to
different audience sizes and technologies (Power Point or no Power Point).
During the month of September an emerging alliance was formed to improve services to the outer islands in cooperation with the MDI
Community Care Program, Healthy Peninsula and the Maine Sea Coast Mission.
We did not seek direct participation of towns in the first month, but reviewed strategies for reaching some of our more remote communities.

Narrative – Successes: What successes did you experience this quarter (i.e., more towns participating, receipt of other needs
assessments to incorporate, etc)
During the first quarter / month our coalition started the process of holding regular meetings. It is early to start claiming any substantive of
procedural successes beyond finalizing internal documents like the partner memoranda of understanding for their work. We’re off to a good
start.
Our efforts to plan for substance abuse prevention on the outlying communities are just starting, but an emerging coalition for
healthy communities on our outer islands, Cranberry Isle, Frenchboro, Swans Island and Isle Au Haut was active in September
with support from the Maine Sea Coast Mission.

Sep 8 – Jim Fisher met with Schoodic Area Futures (multi-town voluntary organization) and described this project
Sep 14 – HCPC and WCCOG held joint meeting in Washington County. Jim described SPEP program to combined boards.
Sep 19 – SPEP Eastern Maine Regional Meeting held in Ellsworth
Sep 20 – Jim Fisher hosted Common Health (WERU/FM) discussion of school health programs and introduced SPEP project. Program

Sep 20 – Bimonthly meeting of Healthy Hancock, featured presentation by Lenard Kaye et al. about Substance Abuse Study
Sep 27 – Several team members attended the Statewide UGS conference held in Farmington
