Reports to the General Manager, SAFA. Member of SAFA’s Executive Team.
Regular contact with the Under Treasurer, SAFA Advisory Board, SAFA Audit
Committee, other senior Treasury & Finance executives, Auditor-General’s
Department, and senior staff of other Government agencies.

PRIMARY PURPOSE OF THE POSITION:
The Director Finance is accountable to the General Manager, SAFA for overall leadership and direction of the financial and management reporting, settlement and information
technology functions within SAFA. The Director provides essential support services to SAFA’s core functions of fundraising, asset and liability management, insurance and risk
management and fleet management.

Under Treasurer, Deputy Under Treasurers, Finance Branch, Government
Accounting, Reporting and Procurement Branch, SAFA executives and staff,
the SAFA Advisory Board and SAFA Audit Committee.
External:
 Auditor-General’s Department, SA Water and other Government agencies.
KEY CHALLENGES

Providing key support services (financial and management reporting, settlement
and information technology) to a diverse business covering treasury, insurance
and fleet management.
 Incorporating the fleet management activities taken on from 1 July 2009 into
SAFA’s annual financial statements.
 Developing a strategy for SAFA’s system requirements to meet its expanded
business model.
 Identifying a new treasury system to replace the aging Quantum Treasury
Management System.
 Attributing SAFA’s profit result across its key business functions.
QUALIFICATIONS
Essential:
 Tertiary qualifications (degree level) in commerce/accounting or related discipline
enabling membership of a professional accounting body.





Ensure the provision of essential support services to SAFA through providing
leadership and management of SAFA’s accounting, settlement, system and reporting
functions.
Ensure the delivery of relevant, timely and accurate business information to SAFA’s
management, Advisory Board, Audit Committee, Under Treasurer and Public Sector
clients.
Ensure the preparation of annual financial statements for SAFA, its subsidiaries and
clients in accordance with relevant legislation.
Ensure information systems are developed, acquired, deployed and maintained to
satisfy the business and reporting requirements of SAFA.
Effective leadership and management of SAFA’s Finance directorate by setting and
maintaining high performance standards, professionalism and continuous
improvement.
As an executive member of SAFA, contribute to the formation and implementation of
strategic plans to ensure outcomes are achieved.

DESIRABLE TECHNICAL KNOWLEDGE / EXPERTISE
Work Status: Eligibility to work in Australia

Location: Adelaide

Flexible Arrangements: Treasury & Finance offers flexible work arrangements.
Hours of work: Some intrastate and interstate travel and out of hours work will be
required.
Performance management: The incumbent will be expected to negotiate a
performance agreement about outcomes in the executive contract.





Senior management experience in financial and management accounting, formulating
and monitoring of budgets and budget strategies.
Detailed knowledge of current accounting standards, government accounting
principles, Treasurer’s Instructions and current developments in accounting.
Knowledge of and experience in the use, risks and accounting for financial
instruments including derivatives.
Knowledge of and experience in mark to market accounting of financial instruments.
Experience in the use of systems to support Treasury, insurance and fleet
management operations.
Experience working in a customer service environment with a commitment to quality
management and in providing quality customer services, which achieve customer
satisfaction.
Understanding of the operation of Government.
