HOTLINE
Occasionally severe weather or a school function may result in the cancellation
of games. As a service to all teams, the Westlake Recreation Department has a
Hotline to inform teams of game cancellations. We urge all teams to call this
number the night of your game so that you are aware of any developments.
The message is available on weeknights after 4:30 p.m. and 8:30am on the
weekends. If games are not cancelled, teams are responsible to show up at
their scheduled game time. Information/ status of games will NOT be available
before that time. PLEASE DO NOT CALL THE OFFICE FOR INFORMATION.

LEAGUE FEES
1. Entry fees are non-refundable and non-transferable. Make checks payable
to the City of Westlake.
2. Forfeit Fee (covers two forfeits) - make check payable to Westlake Umpires
Association. If the forfeit fee is not used during the season, managers will
be able to pick them up at the conclusion of the season.
3. Each sport has a specific game fee which covers the fee for the official(s) and
scorekeeper. Please refer to Game Fees for more information.
FORFEITS
1. When a team forfeits a game they have two options:
 They may pay the game fees for BOTH teams at the time of the game
being forfeited, or
 They may have the fees taken out of the forfeit fee that they deposited
with the Recreation Department. The team will be assessed a higher
fee as a result. Each team’s forfeit fee covers two games. If a team
does not pay at the game site they must pay at the Recreation Office
by 4:30 p.m. the next business day to keep their deposit current. If a
team is not current after the second forfeit, they will have until 4:30
p.m. the next working day to become current with two forfeit fees or
they will be dropped from the league. NO EXCEPTIONS!
Rosters
1. Maximum number of players on roster: 12
2. Each team must have an official roster on file.
3. Rosters must be turned in no later than at the first game..
4. Teams using ineligible players will forfeit all games in which the ineligible
player(s) participated in.
5. Last date to add players to the roster is the Friday of Week #6 of the season
(exact dates will be provided). EXCEPTION: a player may be signed after the
last date if the arbitration board rules that the team has an emergency or

undue hardship. NO PLAYER MAY BE ADDED ONE-WEEK PRIOR TO OR
DURING PLAYOFFS.
6. Players are permitted to play on one team in any particular league.
7. Any player who drops or is dropped off a team may not rejoin that team for
the remainder of that season (including playoffs).
8. Any individual found to provide false information will be suspended from all
Westlake Recreation activities.
10. The player/ manager must release a player before they may sign with
another team in that division as long as it is done prior to the last contract
date. No roster changes may be made after the final date to add or
delete players.
11. False information by any player and/or manager will result in the
suspension of the player and/or manager. In addition, all games in which the
suspended person participated will be forfeited. All managers are held
responsible by the Westlake Recreation Department to allow only authorized
players, under legal contract filed in the Westlake Recreation Department
office, to participate.
12. Players must have picture identification with them at the fields in case of
an ID check.
CONDUCT
1. Any physical assault upon a Recreation employee, player or official will
automatically result in a LIFETIME suspension from ALL amateur sports.
2. The manager is held responsible for the conduct of all players on his/her
team. Any misconduct will not be tolerated.
3. The official(s) have complete charge of the game from their arrival until their
departure and their decisions are final.
4. SMOKING AND ALCOHOLIC BEVERAGES ARE PROHIBITED IN ALL CITY
FACILITIES AS WELL AS FOR ALL FIELD PLAYING AREAS.
5. All participants, fans and supporters are guests of the Westlake Recreation
Department and must conduct themselves in an orderly manner and
assume all responsibility of any and all injuries.
6. Any league utilizing the Westlake Recreation Center will NOT have access to
locker room facilities. Participants should come dressed and will not be able
to shower after game.
7. This is an adult recreation program and players are asked not to bring
children with them unless a non-playing adult is present to supervise.

EJECTIONS
1. The following penalties exist for an ejection from a game:
 First ejection - player must sit out that game from which ejected and
the next game that his/her team participates in. Games canceled due
to weather or other reasons do not count towards fulfillment of the
suspension.
 Second ejection - suspension from all sports for one year, from the
date of the ejection.
2. Anyone ejected or suspended is not permitted on the bench or in uniform
for the remainder of the suspension period. If he causes a disruption at any
game during his suspension he may be ejected from the facility and that
WILL count as his second ejection.
3. Any individual may accumulate three technical fouls. A fourth technical is
cause for a one-year suspension from all programs.
4. An Ejection = 2 Technical Fouls!
GAME PROTESTS
1. Managers must notify the official that the competition is being played under
protest before the end of the game.
2. A manager’s protest must be into the Westlake Recreation Department, in
writing, by Noon the next working day along with a $50 filing fee. If the
team wins the protest, this fee will be returned.
3. The League Director will rule on all disciplinary problems and properly filed
protests. If his/ her discretion is unsatisfactory, an appeal could be made
to the Arbitration Board and the Board’s decision is final. The Arbitration
Board will consist of 10 members of which 5 must be present to make the
ruling.
4. The Westlake Recreation Department will consider no protest if the above
rules are not adhered to.
PROTESTS ON ELIGIBILITY
1. In seeking the identity of any player, the manager must approach the game
official(s) and request an identification check. Requests for the
identification of a questionable player may be made to the official(s) at the
following times:
 Prior to the start of a match/game
 No later then 5 minutes into the game or if they enter after the 5
minutes, immediately upon entering the game.
 Between Games (in the event of multiple games)

 The player challenged must provide identification to the game
official upon request. Proper identification is a driver’s license, or
some form of picture I.D. (e.g. college I.D.).
 The manager of that player must produce the corresponding
contract card. Failure to produce I.D. or contract card will be
cause for disqualification of the player and forfeiture of any games
he/she participated in that day.
All managers are held responsible that a request by the game official for the
identity of any player on their team be honored. Managers are required to
have all player contract cards at all times. Failure to cooperate with the
game official will be cause for forfeiture of the game and suspension of the
player, and possibly the manager.
A maximum of 2 ID checks per team per game may be requested.
Managers may check contract eligibility with the Westlake Recreation
Department office staff at any time during regular office hours.
There is no protest fee assessed for protests on ineligible players.
OFFICIALS
1. The official(s) will be in charge of the games at all times from the time they
arrive until they depart.
2. Officials will review ground rules prior to the start of the game with the team
manager/ captain.
3. In all disputes, ONLY the manager or the captain will be allowed to discuss
any rule with the official(s) and only when time is called.
4. Game officials are instructed that during the course of the game, comments
about judgment calls are not permitted. Unsportsmanlike penalties are to
be invoked immediately when this situation occurs.
5. Game officials are required to make a written report on any player/ manager
who is ejected during a game and a report filed with the Recreation
Department.
UNIFORMS
1. All players on a team shall properly wear uniforms that are alike in color,
trim and style (some allowance for fading or inability to match color exactly
& trim does not have to match).
2. All uniform shirts must have a 6” number of the back. Duplicate numbers
on the team are not permitted.
3. NO belts, jewelry, dress pants with pockets, belt loops or football jerseys.
4. Teams must be in uniform prior to the first game of the regular season or be
subject to forfeit. Officials will enforce the uniform rule.
5. If teams have more than one set of uniforms, all players must be wearing
matching uniforms.
6. All casts/ metal braces must be properly covered and/ or padded. No metal
may be showing.

AGE REQUIREMENTS
1. Players must be at least 18 years of age and have completed high school
prior to the start of the season.
2. Any team with high school players who participate, will forfeit any game in
which that player(s) participated in. The OHSSA will be informed of any
illegal HS participation.
SCHEDULES
Managers will be contacted concerning information regarding their first game.
Schedules will be made available the first day of the season.
MAKE-UP GAMES
In the event of inclement weather or school closing, games may be cancelled.
Every attempt will be made to re-schedule any cancelled games. Managers will
be provided information concerning re-scheduled games. It is their
responsibility to inform their team of any re-scheduled games.
STARTING TIME
1. All teams must be ready to play at their scheduled time.
2. If a team does not have at least 4 players ready to play, they will have a 5
minute grace period before calling a forfeit.
3. The official start time of the game will be given to the scorekeeper/ official at
the start of the game.
GAME FEES
1. Volleyball
$13 per match
2. Softball
$34 per game
3. Basketball
$34 per game
4. Line-ups and game fees must be turned in 10-15 minutes prior to game
time. CASH ONLY, NO CHECKS WILL BE ACCEPTED.
LOCATION
All games will be played at the site listed on the schedule. In the event of a
schedule change, managers will be notified as soon as possible.

TIEBREAKERS
If teams are tied at the end of the season, the following criteria will be used to
determine the division winner:
1. Head to head competition
2. Most points/ runs scored during head-to-head competition. (run/point
differential)
3. Coin flip
PLAYOFFS
1. There will be a single elimination tournament at the end of the regular
season. All teams will make the playoffs.
2. Playoff seed will be determined by final standings.

GENERAL PLAYING RULES
1. High school basketball rules apply.
2. Teams must have at least 4 players to start. They may play with only
4 players for the entire game if necessary.
3. All games will consist of two 18-minute halves.
4. In case of overtime, there will be three-minute periods until one team is the
winner.
5. There will be a three-minute rest period between halves.
6. Each team will be allowed a minimum for five minutes to warm up,
regardless of time.
7. ABSOLUTELY NO DUNKING AT ANY TIME. Dunking will result in a
technical, and possible ejection.
8. The clock will stop during the following situations:
 Time Outs
 Officials time out
 The final minute of each period when there is a whistle blown.
9. If, in the opinion of the officials, the result of the game is no longer in
doubt and the play is becoming “dangerous”, the officials may end
the game as long as the time is less than 1 minute remaining. In the
game.
10. Each team is allocated two time outs per half and one time out per
overtime period.
11. Anytime a forfeit occurs the teams may use the gym until 10 minutes
before the next game. (Exception: If the last game of the night is forfeited
teams must leave the gym immediately.) Officials will not work forfeited
games.
10. Teams must furnish their own practice ball. They will NOT be allowed to
use the game ball.
11. Jump Balls - At the beginning of each game there will be a jump ball. This
will be the only jump ball during regulation playing time. If there is an
overtime period, there will be a jump ball to start the overtime. After the initial
jump ball, possession alternates between the teams on any tie-ups or held
balls. To begin the second half the ball goes to the team who is due
possession.
FOULS
1. Personal fouls:
2. Players will be allowed 6 personal fouls. On the 6th foul called they will be
removed from the game.
 First six team fouls - ball out of bounds at nearest point of foul
 On the seventh team foul, teams will be shooting 1&1.
 On the tenth team foul, teams will shoot 2.
3. Technical fouls:
 Two technical fouls on any player results in an ejection.
 4 total technical fouls results in removal/suspension from all
adult sports for a period of 1 year.
