Background
Her Majesty’s Court and Tribunals Service is an agency of the MoJ and provides the supporting administration
for the judiciary across England and Wales. It delivers services to the public directly in court and tribunal
buildings, remotely via business centres and some limited services via the internet.
There are high expectations of all staff regardless of the job they do and good performance is expected from
everybody. The organisation is continuously adopting new or better ways of working to ensure that it focuses

HMCTS has a once in a generation opportunity to transform the entire Courts and Tribunals Service through
the HMCTS Reform Programme, enhancing the provision of a world-class justice system, in a manner that
provides an improved user experience at reduced cost to the taxpayer. This will contribute to consolidating the
UK’s position at the forefront of an increasingly competitive international legal market as well as ensuring
access to justice for all.
The programme includes modernising the court estate, updating and replacing its technology, speeding up
and streamlining working practices, refurbishing buildings to reduce maintenance costs and provide much
improved services for service users, especially vulnerable witnesses and victims. Effective staff engagement at
this time of such significant change will be critical to success; maintaining a positive and lasting connection
between HMCTS management and its staff.

The key purpose of the role:
The Property Directorate is a new directorate within HMCTS with a mission to ensure the provision of all
property services necessary to enable the delivery of HMCTS objectives. Property is core to HMCTS, providing
the facilities through which we can fulfil our obligations – and aspirations. Working closely with the HMCTS
Reform Programme we are embarking on a transformation of our property to make our facilities not only fit for
purpose but enablers of our vision for the future.
The job holder will be responsible for setting up a new purpose built and designed Performance &
Programming function within the new HMCTS Property Directorate. This covers the collation of data relating to
the performance of HMCTS, actual date and performance targets and the programming of all activity within the
Directorate and external programme inputs. You will be responsible for raising the profile of the new Property
Programming and data function by collaborative working with partners and stakeholders. Partnership working
across a complex delivery and stakeholder environment, will be required and you will need to establish,
maintain and own key internal, external and cross justice sector relationships. You will work closely with
HMCTS & MoJ analytical services, HMCTS Finance and Operations to understand and develop the data
requirements of the business. You will provide high quality data to senior civil servants and ministers, advising
on proposals to meet HMCTS’ objectives. You will work flexibly across the directorate to provide input into key
areas of work. The job holder will have experience of creating and managing a similar function will be highly
numerate and with programme management experience.

Lead development of the performance programme & data function in the
newly developed Property Directorate.
Represent HMCTS both internally and externally in areas of Property
Performance programming and data
Provide court and tribunal Property data advice and guidance to HMCTS
HQ, HMCTS Reform
Stand by, promote or defend the Property Directorate’s actions and
decisions where needed providing data based evidence for decisions.
To work with other directorates within HMCTS and other government
departments to understand best practice within government and to use
this for the establishment of the Performance & Programming Data
function.
Consolidating numerous programmes into one directorate-wide master
programme.
Lead and own collaborative relationships across HMCTS and Ministry of
Justice to make sure that HMCTS property data is accurate, retrievable
and an enabler of our vision for the future
Lead the working relationships with HMCTS Analytical services ensuring
that Service Level Agreements governing the performance of staff and
services deliver to the agreed standards for the Property Directorate.




To capture all management information in the Property Directorate and

To work with other directorates within HMCTS and other government
departments to understand best practice for governance and reporting
and to implement this.
To work with Finance business partners within HMCTS to create
appropriate financial reporting mechanisms that meet the requirements
of the Property, Finance and Ops directorates within HMCTS and the
corporate finance function within the MoJ.
Lead, coach and mentor members of own team and wider Property
colleagues and develop capabilities in line with business needs
Responsible for the line management of a small team that may be
geographically dispersed.
Lead by example, role modelling ethics, integrity, impartiality and the
elimination of bias by building diverse teams and promoting a working
environment that supports the Civil Service values and code
Reporting to the Property Director for HMCTS
Other duties
The post holder is required to work in a flexible way and undertake any other duties reasonably requested by
line management which are commensurate with the grade and level of responsibility of this post.
