BASC Club Wide Player Pass
& Secondary Roster Policies
All rules herein apply to BASC teams and supersede OSA policies for recreational soccer.
Items not specifically addressed herein shall conform to OSA policies.
BASC has adopted the following policies for Club Wide Player Passes, Secondary Roster
Players and Guest Players. These programs have been developed to allow for player
development by permitting a player to participate with another team exposing them to a
higher level ofplay. These programs are not intended to improve team performance or to
simply have substitute players,· applications for such reasons alone will be denied. Below
are the policy details for each program.
The below listed CPP and Secondary_ p layer Policies are a!Z licable to BAS
Closed League Play only. Teams laying in OSA 0 en Recreational and Recreational
Select leagues shall com ly with ORL Policy . All approvals for CPP and Secondary Roster
players are made according the requirements herein at the discretion of the BASC Club
Head Coach and notification to the team's primary coach. The BASC office shall have 3
business days from receipt of correctly filled out application to notify applicant of the status
of approval or denial of application. Secondary and CPP player requests have multiple
approval levels in addition to the administrative side of this process. Denials may be
appealed to the BASC Executive Board. Guest Player Policy is that ofOSA and is only
applicable for tournament and friendly games.
Club Wide Player Pass (CPP)
• Purpose: Allow for player development by permitting participation of a recreational
player on a higher level team within the same club for a single regular season league
event. Not intended to improve a team's performance or to fill a team roster for a
game.
• For regular season league events of the team only- not tournament play.
• Intra-club movement only (BASC players to BASC/TSCH teams).
• Available for U9/10 players playing up to Ulland all Ulland older players.
• Available for Ull and older teams only.
• Must be age appropriate or playing up.
• Must be a vertical move (ie. up an age group, rec to rec+, rec or rec+ to
competitive).
• For individual games only.
• Requires application to the club via a CPP Player Application. The BASC office shall
have 3 business days from receipt of correctly filled out application to notify
applicant of the status of approval or denial of application. Secondary and CPP player
requests have multiple approval levels in addition to the administrative side of this
process.
• Requires review/approval by the BASC Club Head Coach and notification to the
team's primary coach for each player and each game.
• A player may not be rostered on the same team more than 2 consecutive seasons as a
CPP player.
• Limit of(2) CPP players for Ull-12, (3) for U13-14 and (4) for U15-19 per game
primary roster players attending the game must play; 50% playing time applies to all
players (primary and CPP) for the game (excluding competitive level games).
• Primary players not attending/participating in a game must be noted on the game
form and verified by the referee.
• The number of players present for a game (Primary+CPP+Secondary) cannot exceed
the club or league maximum for that age group.
• CPP players must be printed on the game form.
• All Ull and older players must have a player pass present for check in with the
referee (U911 0 players playing up to Ull or higher must have a player pass printed
by the club for the match).
• CPP players cannot miss their primary team game(s) to play for another team.
• Roster changes are made in GotSoccer by the club.
• All CPP players must utilize a uniform in compliance with league rules.
• All CPP players must provide a copy of a signed medical release form to the coach.
Secondary Roster Players
• Purpose: Allow for player development by permitting participation of a recreational
player on a higher level team within the same club throughout a single season of
league play. Not intended to improve a team's performance. Can be used to
complement primary roster in the event of primary players regularly missing games
(ie. older teams) so long as movement is from a lower ranked team to a higher ranked
team based on current or previous season performance.
• For regular season league events of the team only- not tournament play.
• Intra-club movement only (BASC players to BASC/TSC teams).
• Available for U911 0 players playing up to Ull and all Ull and older players
• Available for Ull and older teams only
• Must be age appropriate or playing up

• Must be a vertical move (ie. up an age group, recto rec+, rec or rec+ to comp) for
teams playing in BASC Closed league or can be a lateral move for teams playing in
OSA Open Rec and Select (rec+) leagues.
• Requires application to the club via a Secondary Roster Player Application and
completion of the OSA Secondary Player Permission form by the parent/guardian.

application. Secondary and CPP player requests have multiple approval levels in
addition to the administrative side of this process.
• A player may not be rostered on the same team more than 2 consecutive seasons as a
secondary player.
• Requires review/approval by the BASC Club Head Coach and notification to the
team primary coach for each player and each season.
• Primary roster players attending the game must play; 50% playing time
applies to all players (primary and secondary) for the game.
• The number of players present for a game (Primary+CPP+Secondary) cannot exceed
the club or league maximum for that age group.
• Primary players not attending/participating in a game must be noted on the game
form and verified by the referee.
• Secondary players must be printed on the game form.
• All U 11 and older players must have a player pass present for check in with the
referee (U911 0 players playing up to U11 or higher must have a player pass printed
by the club for the season).
• Secondary players cannot miss their primary team game(s).
• Roster changes made in GotSoccer by the club.
• Rostering of secondary players is for the season and cannot be removed unless the
player leaves their primary team.
• Limit of(2) for U11-12, (3) for U13-14 and (4) for U15-19
• All Secondary players must utilize a uniform in compliance with league rules.
• All CPP players must provide a copy of a signed medical release form to the coach.
Guest Player (OSA Program)
• Purpose: Allow for player development by permitting participation of a player on
another team during tournament or friendly games.
• Can be any age appropriate USYS player.
• Non-USYS players must register with USYS (either through their home club or
direct with OSA) to become eligible.
• Can only be used for tournament or friendly games where the guest player's primary
team is not participating.
• Cannot be used for state tournaments.
• Cannot play down age group or player type (competitive players are not permitted to
guest play on recreational rosters).
• Limited number of guest players per team: (1) for U6-U8 , (2) for U9/l 0, (3) for Ull
and older; or as otherwise specified in the tournament rules as approved by OSA
• The number of players present for a game (Primary+Guest) cannot exceed the club or
league maximum for that age group.
• All Ull and older players must have a player pass present for check in (U911 0
players playing up to Ull or higher must have a player pass printed by the club for
the event).
• Guest players must provide a copy of a signed medical release form to
the coach.
• Requires completion ofOSA Guest Player Form (on-line only). The completed form
must be printed, signed by the parent/guardian and presented to the Tournament staff
