The Executive Director has the honour to present herewith a report of the Secretary-General’s
High Level Panel on Threats, Challenges and Change entitled "A more secure world: Our shared
responsibilities". The report addresses the interface between environmental threats and global security,
and is highly relevant to the activities of the United Nations Environment Programme in this field.

