1. Getting Started: Registering
1.1 The homepage for the toolkit is displayed below. To use the toolkit, you will first need to
register your proposal by clicking on ‘Register your initiative’ icon.
1.2 This will take you to the self-registration page where you will be asked to fill in your contact
details and a brief description of your proposal. Once you have completed the form click the
‘Register Now’ icon at the bottom of the page.

1.3 You will now be directed to the ‘Terms and Conditions of Use’ page. After reading the Terms
and Conditions, click on ‘I accept the Terms and Conditions of Use’ icon at the bottom of the
page.
1.4 Now you are registered, your Username and Password will appear on the screen. You will also
be sent an automated email (to the email address you supplied on the form) with the details.

It is a good idea to keep a note of your username and password as you will need them
each time you login to the toolkit.
1.5 Click the ‘Logon Now’ icon at the bottom of the page.
You are now ready to start using the Integrated Appraisal Toolkit (IAT).

2. Using the Toolkit: Introduction to Main Page Layout
2.1 The IAT is based around 11 main sections, located on the left hand side of the page. To get
started, click on ‘Built Environment’.
2.2 The ‘Built Environment’ main page should now appear on your screen. A brief description of
what is meant by the built environment is given at the top of the page. Certain words and
phrases which may be unfamiliar are underlined within the text. By hovering over the word
with the mouse you will get a pop up explanation of the word or phrase.
On the right hand side of the page there are 5 icons providing additional information about
the built environment in Perth and Kinross. Each section of the toolkit is based on a main
section question. When answering this question, you should first have considered any subtheme topics.

Additional information
Overview: provides more detailed information on the Built Environment, both in Perth and Kinross and
within Scotland. Where relevant, key strategies, policies and frameworks are summarised, with links to
related Council Objectives, SOA Local Outcomes and Scottish Government National Outcomes.
Key Legislation: provides direct links to key national (and EU) legislation on the Built Environment.
Key Indicators: provides direct links to the most up to date Perth and Kinross level performance
indicators (from sources including PK Performs, PKC performs, PKC Quality of Life scorecard and PKC
State of the Environment.
Best Practice: provides examples of successful local projects involving the Built Environment.
Quick Links: provides hyperlinks to further Built Environment information on the web.
The information within these sections can assist you in completing the questionnaire section of the
toolkit.
3. Using the Toolkit: Answering the questionnaire
3.1 The questionnaire section of the toolkit is made up of 11 main section questions (one for each
of the 11 main sections) and a number of sub-theme questions (one for every sub-theme
section). All sub-theme questions must be answered before answering the main section
question.
Click on 1.1 Historic Built Environment. To begin filling in the toolkit you need to consider the
sub-theme question on the Historic Built Environment.
To answer the question, click on the arrow in the box located below it. A list of 7 different
statements will appear. Choose the statement you feel most answers the question (in relation
to your proposal) and click on it. It will now appear highlighted in blue in the box.

3.2 Now you need to provide justification (and where negative or conflicting effects have been
identified, appropriate mitigation) for choosing your answer. Click in the ‘Justification of
Answer’ box until the cursor is displayed and begin typing your justification. This can include
reference to strategies, plans, frameworks, existing objectives, along with hyperlinks to more
detailed documents and information. If necessary, repeat for ‘Proposed Mitigation’ box.

You can only move on to the next sub-theme once you have entered your justification. If you forget,
a reminder will appear at the top of the screen.
3.3 When you have finished entering your justification (and mitigation), click the ‘Update
Response’ icon and then click the ‘Next on level’ icon on the left hand side.

It is important that you click the ‘UPDATE RESPONSE’ icon to save your work before
moving on to the next theme. If you do not, you will lose your response to that question

3.4 Repeat this process until you have answered all of the sub-theme questions (finishing on 1.4
Open Space).
3.5 Now click on the ‘Previous Level’ icon on the right hand side of the screen. This will take you
back to the Built Environment main section page.

Now you can answer the Built Environment main section question, following the same process
as before. Once you have selected your answer and pressed the ‘Update Response’ icon you
will notice that the ‘traffic light system’ in the toolkit comes into effect.

4. Using the Toolkit: Traffic light system
The traffic light system is based on your answers, and colour coded as follows:
A GREEN box indicates a positive response, AMBER a moderate response and RED a negative
response.
If you answer “Don’t know – it’s not relevant/not applicable”, the box will be coloured GREY.
In addition, either a plus, minus or equals sign will appear within the box, indicating the strength of
the response.

5. Using the Toolkit: Reporting
Repeat the process described above for the remaining toolkit sections.
When you have answered and completed all 11 sections of the toolkit, click on the ‘Final Report’ icon.
Your final report will now be available to print or view as a pdf file. A Main Sections Response
Summary will also appear on the screen, showing the traffic light response for each section.
Your integrated appraisal is now complete.
