Primary Purpose
The primary purpose of the Project and Policy Officer is to support the regulatory and responsible
gambling operations of the Independent Gambling Authority, including its relationship with the Liquor
and Gambling Commissioner (Consumer and Business Services), its research program and its direct
regulatory activities.

The Project and Policy Officer reports to the Assistant Director, Independent Gambling
Authority (IGA).

Involvement with regulated gambling providers—as a customer, as an employee or as an
owner—presents an unacceptable conflict of interest and is not allowed.
Satisfactory probity clearance (suitability to be approved as a casino employee), including a
police security check, is required.
AGD Conditions




Participation in bi-annual performance review and development;
Actively participate in all mandatory training requirements;
Abide by the standards in the Code of Ethics for the South Australian Public Sector (the Code),
relevant legislation and AGD policies and procedures; and
Employment is dependent upon a National Police Certificate clearance that the AGD finds
satisfactory.

 Provide advice in relation to,
and manage, research relating
to the IGA’s program of
research and regulatory
functions (in particular:
mandatory codes of practice,
recognised training,
recognised systems, and the
social effect inquiry process
and principles.
 Research procurement and
contract management.
 Coordinate and undertake
stakeholder consultation and
implementation process for
changes to regulatory
instruments.
 Liaise with the relevant
Committee(s).
 The on-going development
and implementation of
systems of regulatory
supervision for gambling,
including the scrutiny of the
responsibilities of the Liquor
and Gambling Commissioner
and CBS.
 Prepare papers for the board
and committees of the
Authority, identifying the
relevant matter for decision,
providing background
information, analysing issues
and providing a draft
recommendation.
 Advice makes an acceptable
contribution to the process.
 Proposals for research are fit for
submission to the
board/committee, commissioned
research is delivered to
expectations.

 Proven experience in policy advisory and development, including implementation.
 Proven analytical and research skills, including an ability to think creatively and in

 Demonstrated ability to exercise initiative and possess sound judgement.

demonstrated ability to present/facilitate/interview.
 Proven ability to remain flexible in an environment of competing priorities and
work pressures.
 Sound understanding of the models for regulation of gambling products in South
Australia and other Australasian jurisdictions.
 Ability to work independently or with minimal supervision.
 Experience in dealing with licensees and their peak body representatives in a
regulatory environment.
 Experience in the preparation of reports and submissions.
 A knowledge of and/or experience working with boards and committees.
 Some understanding of gaming and wagering.
 Advanced word processing and document production skills.
 Experience in a regulatory environment.
 Experience in the racing, gaming, lotteries or casino industries.
