SUPPORTING DOCUMENTATION INSTRUCTIONS/GUIDELINES
Program Managers/Directors requiring an export license from the U.S. Department of
Commerce for EAR-controlled articles and technical data shall provide the below
information to the USRA Export Control Office (ECO) in order to expedite the filing of a
license application using “SNAP-R,” the Commerce Department’s online licensing
system. Worksheets with missing or incomplete information will be returned to the
proponent without action. The second page contains guidelines for each “Block”.

Note: A letter of explanation (supplementary explanation of transaction) should only be submitted when all
the pertinent information cannot be included on the application or attachment(s) and the information in the
document adds to the content of the application or a special requirement has been imposed by the Bureau of
Industry and Security.
