2014 NAIDOC NETBALL CARNIVAL COMPETITION INFORMATION – WEDNESDAY 9 JULY 2014 This is the 10th year the Department of Sport and Recreation, in conjunction with Netball WA, will host the NAIDOC Netball Carnival. The inaugural event, which began in 2004, attracted 20 teams and has now grown to include over 60 teams. Event details are provided below Venue: Noranda Netball Association Address: Garson Ct, Noranda WA 6082 Opening Ceremony: 8:30am Matches Commence: 9:00am Closing Ceremony: At the conclusion of the completion of the last Final NAIDOC ALL STARS All children aged between 13-17 years are eligible for selection in the 2014 NAIDOC All Stars Teams. This year there will be one team of 12 selected (17U) who will play in the following Netball WA endorsed competitions in 2014: Cadet Cup (August 17) Regional Academy Hub Day (August 24) Academy Cup (October 4 & 5) Selectors are non-indigenous. All funds raised from the Carnival support the Indigenous Netball Program and NAIDOC All Stars Team. ON ARRIVAL An adult representative from each team is required to report to the Match Office, register their team and collect scorecards and fixtures. PARKING Parking is permitted at the Noranda shopping centre car park and in the 40 bays located in Garson Court. Parking at the athletics track is reserved for buses ONLY. Additional parking can be found on Wylde Road. REGISTRATION & FEES All teams are required to submit payment when nominating their team. See Team Nomination Form for payment details. TEAM LISTS All teams are required to submit completed Team Lists Form prior to Friday 20 June. No players are allowed to change teams during the Carnival. A maximum of 12 players per team may be registered. There will be a minimum of 5 Aboriginal players per team on the court at any one time. There will be a maximum of 2 State League players per team allowed on the court at any one time. A player must commit to ONE team only for the duration of the Carnival. If a player is found playing with a team that is not their original team, that team (2nd) will automatically forfeit the game. Any team can start with a minimum of 5 players. EQUIPMENT Teams need to supply own bibs/balls/whistles. ‘Belt-Up’ match ball to be provided to each team. These will be given out at the Match Office on arrival at the courts. AGE ELIGIBILITY Age as at 31 December 2014. Players can play in the following divisions. DIVISION Open – A, B, C & D 17 & Under 15 & Under 13 & Under 12 & Under NetSetGO AGE Open 17, 16 15, 14 13 12, 11 5 – 7 years 8 – 10 years YEAR 1997, 1998 1999, 2000 2001 2002 & 2003 2007-2008 2004-2006 UMPIRES Teams have the option of supplying their own umpire or nominating Netball WA to arrange an umpire for their team. Teams supplying their own umpire need to provide the umpires contact details on the Team Nomination Form. umpires are not required to be ‘badged’ however it is strongly encouraged. Teams nominating Netball WA to arrange an umpire need to tick the respective box on the Team Nomination Form and pay the $120.00 fee at the time of registration. JEWELLERY All items of jewellery, including body piercing, must be removed before the match. Taping of any item of jewellery is NOT PERMITTED. Players wearing jewellery will be asked to leave the court. NAILS Fingernails shall be short and smooth. Taping of long nails is not permitted. Spots gloves may be worn but nails must still comply with the above. FINALS Senior A, B, C & D divisions: Top 2 teams to play in final Junior divisions: To be determined based on the number of registered teams in each division. If there are two pools within a division, the top team from each pool will play in the final. If there is one pool, the top two teams will play in the final. NOTE: If two teams finish on the same points, winner will be declared based on percentage. REMINDERS Gate Entry Applies. Ensure score checkers for each game. Remind your umpires to ensure both teams complete best and fairest voting for each game i.e. 3, 2, 1 All Junior Teams that have not marked girls for selection please report to Netball WA before 8:30am Ensure you notify DSR and Netball WA staff if you do not want photos taken Noranda Netball Association will operate the canteen for the duration of the day. COMPETITION DETAILS 1. Starting times will vary for each division, please check fixtures carefully and arrive 45 minutes prior to your first match. 2. TEAM LISTS – All teams are required to fill in the Team Lists Form and submit to Netball WA prior to Friday 20 June. No players are allowed to change teams during the carnival. 3. DURATION OF MATCHES - All games shall consist of two x 12 minute halves, with a two minute interval between the two halves. 4. TIMING - All games will be centrally timed. 5. BEST PLAYER VOTES – Both umpires are to decide on best player/s from the game. Names of the player and their team are to be clear. The voting system will be 3 and 1. Best player to receive 3 and Runner Up to receive 1. This is to be recorded on the back of the scorecard. 6. SCORECARDS - Scorecards will be given out on the day with the first mentioned team to score. Second mentioned team to check score. The scorecard is to be handed in at the conclusion of each game. 7. POINTS - Two points will be recorded for a win and one point for a draw. If two teams finish on the same points, the winner will be declared based on percentage. 8. FORFEITS – Any team that is not on court and ready to play after four minutes from the start time on the fixtures will automatically forfeit the game and the points will be awarded to the other team. Teams can still play, however umpires must record the game as a forfeit. 9. FINALS - In the event of a draw in a finals game, there will be a one-minute break, during which the umpires shall confirm with the scorer that the game is a draw. Teams shall remain in their positions while the scorecard is checked. 10. 11. 12. 13. Positional changes may not be made at this time. The game shall recommence with the centre pass being taken by the team due to take the centre pass and the game shall proceed until one team has scored a two-goal advantage. The scorer shall alert the umpires when this has occurred. Please collect official scorecard from the match office for finals. APPEALS / QUERIES – Only the Captain of a team is able to request clarification or lodge an appeal to the Carnival Coordinators who will be found at the Match Office. TEAM WITHDRAWAL – If any team wishes to withdraw prior to the commencement of the Carnival, it can do so before 27 June 2014. Teams will lose their registration fee after this date. FIRST AID – There will be a First Aid Post for the duration of the Carnival. Please enquire at the Match Office. PRESENTATIONS – These will take place immediately after the last final. All teams to gather at the Match Office. Please note the 2014 NAIDOC Netball Carnival is an Alcohol and Smoke Free Event. Alcohol consumption and smoking are NOT permitted on the grounds, in tents or in buildings. CODE OF CONDUCT Netball Australia, Member Organisations and Affiliates seek to provide a safe, fair and inclusive environment for everyone involved in netball. To achieve this, Netball Australia, Member Organisations and Affiliates require certain standards of behavior of players/athletes, coaches, officials, administrators, parents/guardians (of child participants) and spectators. PLAYERS CODE 1. 2. 3. 4. Participate because you enjoy it, not just to please parents and coaches. Play by the rules Participate fairly and safely. Abide by decisions, without argument or bad temper a. Captains have the right to approach an umpire during an interval or after the game for clarification of any rule b. Approach the umpire in a courteous and polite way. 5. Co-operate with your coach, and other players a. Verbal abuse of officials or other players, deliberately fouling or provoking an opponent and throwing/ damaging equipment is not acceptable or permitted b. Treat all players as you would like to be treated c. Ensure that at all times your behaviour is fair d. Be a patient and enthusiastic supporter of fellow players. 6. Applaud all good play, by your own team and opponents. 7. Be a responsible team member a. Always be on time b. Encourage and assist all players c. Attend all training sessions d. Ensure you always bring the appropriate uniform and equipment to training and/ or matches. 8. Do not engage in practices that affect sporting performance (alcohol, tobacco and drug use). 9. Respect and acknowledge the contribution of those who create the opportunity for you to play UMPIRES CODE 1. Umpire in accordance with the Official Rules of the Game. 2. Treat all players, coaches, match officials and other umpires with respect. 3. Place the safety and welfare of the players above all else. a. Ensure the court and its surrounds are compliant with the rules. b. Take appropriate action to manage dangerous play. 4. Maintain a high standard of personal behaviour at all times. 5. Be a positive role model through behaviour and personal appearance projecting a favourable image of netball and umpiring at all times. 6. Be courteous, respectful and open to discussion and interaction. 7. Maintain or improve your current performance level and seek continual improvement. SPECTATORS CODE 1. Most players (in particular children) participate in netball activities for fun. They are not participating for entertainment of spectators only. 2. Applaud good performance and efforts by all players. When watching a game congratulate both teams on their performance regardless of the game's outcome. 3. Respect the umpires' and coaches’ decisions. If there is a disagreement, follow the appropriate procedure in order to question the decision and teach children to do likewise. 4. Never ridicule or scold a player for making a mistake during a competition. Positive comments are motivational. 5. Condemn the use of violence in any form, be it by administrators, coaches, players, umpires or parents/ guardians. 6. Show respect for your team's coach, the umpire and opponents. Without them there would be no game. 7. Encourage players to play according to the rules and the official decisions, and develop your own knowledge of the rules. 8. Demonstrate appropriate social behaviour by refraining from using foul language, harassing administrators, coaches, players or umpires. 9. Support the use of age appropriate development activities and modified rules. COACHES CODE Operate within the rules and spirit of netball, promoting fair play over winning at any cost. 2. Encourage and support opportunities for people to learn appropriate behaviour and skills. 3. Wherever practical, avoid unaccompanied and unobserved one-on-one activity (when in a supervisory capacity or where a power imbalance will exist) with people under the age of 18 years. Adopt appropriate and responsible behaviour in all interactions. Adopt responsible behaviour in relation to alcohol and other drugs. Act with integrity and objectivity, and accept responsibility for your decisions and actions. Ensure your decisions and actions contribute to a safe environment. Ensureyourdecisionsandactionscontributetoaharassmentfreeenvironment. Do not tolerate harmful or abusive behaviour. Place the safety and welfare of the athletes above all else. Help each person (athlete, umpire etc) reach their potential-respect the talent, developmental stage and goals of each person and compliment and encourage with positive and supportive feedback. Any physical contact with a person should be appropriate to the situation and necessary for the person’s skill development. Be honest and do not allow your qualifications to be misrepresented.
