Farm Bill Status
•
Congress has not yet passed a new Farm Bill, but both the House of
Representatives and the Senate have developed draft bills.
•
The Senate passed its version in June.
•
After an initial version failed in the House of Representatives in
June, the House passed a second version that did not include
the Nutrition Title.
•
The House and Senate are now scheduled to meet in a Conference
Committee to work out a final Farm Bill.
•
Provisions
2013 Appropriation & Caseload
 On December 21, 2012, FNS assigned tentative 2013 caseload and
administrative grants to States, while CSFP was funded under a
short-term Continuing Resolution, at a level prorated to $186.935
million.
 FY 2013 Full-year Continuing Resolution provided CSFP with
$181.873 million, after two across-the-board rescissions.
 Given this funding reduction, the national caseload level was
reduced to 588,000 on April 5, 2013. Reductions applied prorata to
all States.
 Resources insufficient to support 6 new States with approved State
plans (CT, HI, ID, MA, MD, RI).
FY 2014 Funding Update
• CSFP is currently funded under a Continuing Resolution
through January 15, 2014.
• The President’s FY2014 Budget requests $202.682
million for CSFP.
• The House and Senate Appropriations Committees
passed agriculture appropriations marks in June.
– Both marks recommended funding CSFP at $202.682 million
as well, the same as the President’s Budget request.
FY 2014 Funding Update
• Remains to be seen what Congress will provide for the full
FY.
• The FY 2014 administrative grant per caseload slot is
$72.86.
Resource Management
• CSFP has limited resources.
• Careful caseload and inventory management is key to ensuring that
CSFP food resources are used efficiently and can meet national
demand throughout the year.
• Proactively monitor participation each month and ensure that
participation does not exceed assigned caseload on an average
monthly basis.

Resource Management
• An updated “CSFP Inventory Calculator 3.1” was issued in
July. Adds new Web-Based Supply Chain Management
(WBSCM) codes to the calculator.
• The Inventory Calculator is a tool for tracking inventory
levels – recommended levels 2 to 2 ½ months by food
package category.
• Combines data submitted on the FNS-153 with WBSCM
food order reports to provide an estimated State inventory
level.

Policy & Regulations Update
• Distribution and Control Proposed Rule (7 CFR
Part 250)
• FNS Instruction 709-5, Shipment and Receipt of
Foods, revision
FNS-153 Reminders
• Submit FNS-153 data in a timely manner – 30 days after report
month. This is required by regulations.
• Please check both participation and inventory data for accuracy before
submitting because:
– Next year’s State caseload is dependent on your submitted
participation data; and
– Food costs rely on accurate inventory counts and participation
numbers. Congress regularly requests this information – could
impact future funding.
