Abou Chanab (BR) According to the coordination needs, and in order to facilitate the work in CNG 4, CNG 4 is divided into three Sub-CNGs as follows: CNG 4 / 1 Administrations: ARS, OMA, BHR, UAE, IRN, IRQ, YEM, QAT, KWT Chairman: Mr. Y. Iskandar (SYR) The Steering Group of CNG 4 is composed of: The Chairman, The Vice Chairmen, The Chairmen of CNG 4 / 1, CNG 4 / 2 and CNG 4 / 3 If appropriate, Planning Experts may eventually join some meetings of the Steering Group. The Steering Group of CNG 4 organized two meetings on the 18 of May 2006 and this Document reports the issues that were clarified and discussed. N.B. It has been noted in the first meeting of CNG 4 that some Administrations in this CNG expressed their concern regarding the fact that coordination and negotiation may be required with some Administrations that are not present in the Conference and are members of this CNG. The Chairman of the CNG has raised this issue at the level of Committee 4 and the answer is that the BR will be representing these Administrations in a way that is still to be defined. Common working methods 2.1 Regular meetings: In relation with the schedule and timing of the Plan iterations process as presented in document DT/9 and discussed in Committee 4, the following global meetings will be tentatively scheduled: - Every Monday at 18:00, in view of reviewing the results and analyzing the outcome of the week-end iteration Every Wednesday at 18:00, in view of discussing the status of coordination and negotiation and the preparation of submissions and declarations. A confirmation about every next meeting will be decided as appropriate. 2.2 Role of the Sub-CNG’s and their interaction and relationships - It has been agreed that in every Sub-CNG, bilateral and multilateral negotiations will take place and that Sub-CNGs Chairmen will report regularly to the Chairman on the progress of this process as well as on the difficulties encountered, as appropriate. - A “Weekly Negotiation Timetable” has been established for every Sub-CNG with the view of organizing the negotiation and coordination process during the days of the week. The Chairman of every Sub-CNG will coordinate the -3- meeting schedule for every week following every iteration and then report the table to the Chairman (see annexes 1, 2 and 3). - A “Weekly CNG 4 Coordination Status Table” has been established and will serve to ensure follow-up of the coordination status inside every Sub-CNG. This table will be regularly updated after the input from the Chairmen of the Sub-CNGs to the Chairman (see annex 4). N.B – All tables presented in the above mentioned Annexes are intended to become significant starting from Monday 22 may 2006, after the analysis of the results of the first iteration. In addition, a set of new tables will be established on a weekly basis after every iteration of the Plan. - In case of some difficulties and/or problems encountered between two (or more) Administrations in a given Sub-CNG, the procedure is as follows: o The Chairman of the Sub-CNG together with the CNG’s planning experts will assist the concerned Administrations and help them in finding an agreement. o If the problem persists, then the Chairman of the CNG will take part in the process and try to help the concerned Administrations in finding an agreement. o It the problem persists, the CNG will (through the secretariat) request the assistance of external experts and counselors from the BR, the CCPU and/or Committee 4. 2.3 Negotiation and Coordination with Administrations from other CNGs When an Administration from this CNG needs to coordinate with Administrations from other CNGs, it may do so on a bilateral basis. However, if larger negotiation meetings are required, the Chairman of the CNG will arrange for this with the Chairmen of other CNG’s. In this regard, every Administration in the CNG will provide the Chairman of its SubCNG’s with the list of those Administrations with which coordination is required (and/or expected). The collected lists will then be merged into a global list for the information of the Chairman of the CNG. 3. Issues relating to the tools to be used After the presentation on the Planning Software, given by Mr. Manara from the BR on the Second Meeting of the CNG 4, it became clear that the ITU Planning Software may be used during bilateral and multilateral coordination and negotiation to implement “small” scale analysis and “what –if” study cases. The resources required by the software grow very rapidly as the “run exercise” involves more Administrations. Therefore, it is suggested not to run big analysis on a single computer. Instead, when such analysis is required, a “CNG run” must be organized (via the Chairman and secretariat, see Item 4 for more details). Some Administrations have their own planning software that may include some supplementary features (like digital terrain maps, allowing to take the terrain profile into account). -4- They may, of course, use such software during the process of bilateral negotiations in order to refine the process. However, it must be clear that, on one hand, any decision based on the results and outcome of such software must be compared with the results given by the ITU software and that, on the other hand, any modification or data produced via this software and intended as an input data to the next iteration must be reflected in the ITU software and a validation must be carried on to ensure correct data format. As for the submission of data to the BR, the presentation given by Mr. Rackov from BR on the Second Meeting of the CNG 4 has clarified the issue and it is now clear that Administrations are responsible for submitting their input data for the consecutive iterations through the Web Submission System. 4.
