The Joint Task Force on Teacher Compensation is making rapid progress in designing
components to build into recommendations for a professional pay system for teachers.
The members now are serving on committees focused on the following compensation
topics: knowledge and skills, student achievement, market incentives, professional
evaluations, and job-based expectations.
Members of the Joint Task Force anticipate that there will be questions about their
recommendations, and they have created a service to provide rapid responses. You now

Human Resources Services Realignment

Social Security Records Maintenance
Denver Public Schools is required by the Internal Revenue Service to maintain accurate
social security numbers on all employees and contractors. The Internal Revenue Service
will be assessing penalties against employers whose Forms W-2 have mismatched
employee names and social security numbers, starting with those filed for tax year 2002.
Background: Since July 2002, we have been working with the Social Security
Administration to match DPS employee records and correct any mismatches. This
matching project has many benefits beyond avoiding fines, such as ensuring proper
reporting of social security wage information so eligible employees can receive correct
Social Security benefits and pensions. The matching program has been run on more than

27,000 current and prior DPS employees to date. Matches include spelling of the first and
last name, birth date, and gender. Several hundred errors have already been corrected.
The largest number of errors have resulted from employee name changes on payroll due
to change in marital status, but the employee’s new name is not filed with the Social
Security Administration. Social Security records may be updated by submitting an SS-5
change form which may be downloaded from the Social Security Web site at
http://www.ssa.gov. Names in DPS personnel/payroll records will no longer be changed
unless the change to new employee name is supported by a new Social Security card with
the exact same name.
What can employees do: DPS employee’s personal information can be updated by
submitting an Employee Information Change Form, which is available on the DPS Web
site at http://[email protected].
What do supervisors need to know: During the course of this project, supervisors may
notice the name change of one or more of their employees on budget or personnel reports
or payroll transmittals. Human Resources will do its best to alert supervisors to these
changes ahead of time. Questions about the project or changes that have been processed
in the personnel/payroll system maybe directed to the HR Service Center at 303-7643900.
Finance
We have been asked numerous times about what is the difference between an
independent contractor and an employee. Whether an individual you are hiring should be
classified as one or the other is determined based on the facts of each case. The IRS
publication (Pub. 1779) explains this determination. To see this document, go to
http://www.irs.gov/pub/irs-pdf/p1779.pdf. The IRS has stated that “it is the employer’s
responsibility to properly classify its workers. Generally, when an employer erroneously
classifies an employee as an independent contractor and does not withhold federal payroll
taxes, the employer could be liable for the employer and employee shares of all
applicable federal payroll taxes, as well as penalties. Thus, it is very important that the
employer properly classifies its workers.”

Human Resources Services Realignment
In an effort to continue our “Win One Customer at a Time” strategy by developing strong relationships between
schools and departments and the Department of Human Resources, we are making some organizational changes we
think will help. These changes will result in some new functions and support services within HR. The changes are
designed to help you know who you can turn to in HR for any related questions or services. Effective February 3, 2003,
the following improvements will take effect.

This function will be responsible for Lawson data entry and data quality and will be the center for employee data
transactions, personnel records, substitute system, and general employee and applicant information. We will continue to
communicate the role of this function as we move closer to SEA.

Recruitment Systems and Processes
To ensure that DPS continues to hire highly qualified and experienced teachers, administrators, and staff, a separate
Recruiting function will be formed that will focus on enhancing, supporting, and communicating our online recruiting
tools, systems, reporting capabilities, and managing overall recruiting processes.
Employee Benefits and Compensation and Classification
To bring together two centralized functions in HR, we will combine Compensation and Classification with Employee
Benefits to provide an organization that will support the overall needs of the district in these areas. This department will
be responsible for all of the current functions of the Benefits department, including insured benefits, workers’
compensation, health services, and TSAs, in addition to job classification and salary schedules.
