Safer Arun Strategic Partnership Plan 2015 – 2017
Introduction
The statutory Community Safety Partnership for Arun, known locally as the Safer Arun Partnership (SAP), has considered its annual
Strategic Intelligence Assessment for 2015 / 16. This has formed the evidence basis for the revision of its strategic plan for the
remaining year of the five year strategy.
The strategic vision
“To work in partnership to proactively and reactively reduce the risk of harm and vulnerability associated with crime,
disorder and anti-social behaviour for identified individuals, communities and neighbourhoods”
The vision relies on committed partners who are willing to work together on shared issues of concern and ultimately, of shared benefit for
all stakeholders involved.
It is a holistic and partnership approach to tackling and reducing crime that has the greatest potential to sustainably decrease crime and
offer maximum reassurance to our communities.

Status

Closure Order for 31 Ash Grove, Bognor Regis - Successful application by Arun DC working with Sussex Police to extend the Closure Order until the
5/12, meaning the tenant has not been able to return to the property and that the community have not had to endure any further ASB. The Closure
order is now complete and the occupier has been moved to another address - case closed.

The Arun Housing Services ASB caseworker - now part of the Community Safety ASB team to increase and strengthen integrated working.

Successfully obtained an Anti-Social Behaviour Injunction (against an ADC Housing tenant) this prevents them from returning to their home address.

Attended a meeting on 11/02/2016 with representatives from local schools in Arun and Chichester, to improve our early intervention and relationships
within the school. This was a positive meeting and will hopefully bring closer joint working with us all.

The team attended a number of performances of Chelsea's Choice - a play being shown to Secondary schools to highlight CSE and the risks to students,
along with representatives from the Youth Wellbeing Team and School Liaison Officers (PCSO's)

- 81 individuals not reoffending (1 breach from 82 perpetrators).
Quarter 2 – April to September = 3.2% of perpetrators re-offending or 96.8%
success rate - 120 individuals not reoffending (4 breaches from 124 perpetrators).

Update. PCC feedback / Police feedback: The Police have stopped conducting the
survey for the moment. They suspended the Local Neighbourhood Survey in March
as they needed the researchers to do different tasks.
Proposed next steps: The OSPCC, the police and local authority partners are keenly
aware that we will need sources of community perceptions going forward and the
police/PCC are discussing what this might look like. They intend to start it up again
as soon as there is a reliable source of sample.

hours. It was identified that this would be best suited to their role.

The ASB Keyworkers have started running diversionary trips again to Lewes Prison
under 'KeepOut'. Two trips have been carried out since August 2015, with another
planned for Feb 2016.
The Arun ASB Team and Neighbourhood Policing Team regularly use the system.

There are still a number of agencies that are not using E-cins (including other depts
within ADC) which inhibits an effective multi-agency approach. However, the new
ASB Policy will be implemented by the end of the year (dates to be confirmed)
which will hopefully encourage other agencies that aren't already signed up, to get

Quarter 4 update
Cabinet requested at their meeting on Monday 8 th February that more
feedback should be sought from ADC members before we go out for
public consultation regarding the proposed Arun PSPO. This has
therefore delayed the process and the revised project plan now has the
public consultation starting 20th June 2016, with it due to finish on 11th
September 2016.

November 2015 Arun Rough sleeper count = 15 individuals identified on
designated count night.
9 are known as they have been monitored as part of the Street

months with an expected decline in the colder months. The recent
implementation of the ADC outreach working has assisted in tackling
some of the more problematic entrenched members of the community.
Recent intervention with some of these key individuals has helped
reduce ASB within the community thus leading to fewer calls. The
MARAC continues to provide a positive mechanism to provided help
and assistance to those high risk vulnerable individuals utilising the
appropriate partners who attend the meeting.
