Introduction
Theinformationinthisvolumeprovidesrecommendationsandadvicethatshouldbeadheredto
byAuthorisedOfficers(AOs)wheninspectingbulkvesselsforloadingwithprescribedgoods.
Thisvolumeshouldbeconsideredalongsidetherelevantworkinstructionsandregulations.
Where‘thedepartment’isreferenced,thisreferstotheDepartmentofAgricultureandWater
Resources.
Bulkvesselinspectionsareperhapsthemostcomplexanddetailedproceduresrequiredunder
theExportControl(PlantsandPlantProducts)Order2011(‘theOrder’),relyinglargelyonthe
diligenceofAOsindetectinginfestationsandresidueswhichcouldinfestorinfectprescribed
goods.
AOsmusthaveathoroughunderstandingofthisvolume,sotheymayadapttoawiderangeof
circumstancesencounteredinbulkvesselinspections,andperformtheirdutiesefficientlyand
confidently.

Beforeboardingthebulkvessel,AOsmustensuretheyhaveallthenecessarydocumentation,
andthatallPersonalProtectiveEquipment(PPE)andinspectionequipmentisfitforpurpose.
Thefollowingequipmentisneededforinspection:
• Torchcapableofbeingfocusedtoabrightspot
• Scrapersuitableforrecoveringresiduesfromlessaccessibleplacesanddislodgingrustflakes
• Forcepssuitableforremovinggrainresiduesfromcracksandcrevicesandalsoforcollecting
largerinsectsfoundduringaninspection
• Handlensx10magnificationforpestidentification
• Pestsofquarantineconcernandpestidentificationinformation
• Specimenjarstostorepestsfoundduringinspection
• Notebookandpen
• Safetyequipment/fallarrestequipmentasneeded
Thefollowingdocumentationisneededforinspection:
• PE103BulkVesselApprovalRecord
TheOrderrequireslodgementofaBulkVesselApprovalRecordPartA–ApplicationforVessel
Approval.Thisconstitutestherequestforinspectionofthebulkvessel.BulkVesselApproval
Recordsareavailableonthedepartment’swebsiteandmustbecarriedbytheAOwhenmaking
inspections,sothatthereisnounnecessarydelayinissuingthem.
Afterinspection,anAOistoissueaBulkVesselApprovalRecordPartB–VesselApproval,
detailingallinspectedareasandresults.Inorderforloadingtocommence,thesection‘Vessel
Approvalissued’mustbemarked‘yes’andsignedanddatedbytheAO.Thisisonlytobedone
onceallrelevantholdsandotherstructureshavebeeninspectedandatleastoneholdhasbeen
foundtobeinasatisfactoryconditionandpassedforloading.TheAOshouldindicateonthe
BulkVesselApprovalRecordwhichholdshavebeenpassedforloading.
Ifabulkvesselisintendedtocarryprescribedgoodsforconsumption,aqualifiedmarine
surveyormustissueacertificatestatingtheholdsofabulkvesselaresuitableforthecarriageof
prescribedgoodsforconsumptionandthismustbesightedbyanAObeforetheofficerissues
vesselapproval.ItisnottheAO’sresponsibilitytoensurethatmarinesurveyorsarequalified.It
istheresponsibilityoftheship-owner/ship-owner’sagenttoprovideanAOwithadeclaration,
approvedbytheexporterofthegoods,thatanamedmarinesurveyorhasbeenappointedto
surveythevesselaspertheOrders.ItistheresponsibilityoftheAOtoconfirmthatthisname
matchesthenameonthemarinesurveyor’scertificate.Ifthenamesdonotmatch,theAOshould
notacceptthemarinesurveyor’scertificateandshouldcontacttheRegionalPlantExports
Programmanager.
AOsmustcarryidentitycardsatalltimessuchasExportIdentityCardorDeed.AOsshouldshow
theiridentitycardsifrequestedbythevessel’smasterorthecrew.AOsshouldalsobein

possessionofaMarineSecurityIdentificationCard(MSIC)whichshouldbeshowntoport
securityofficersandcrewmembersifrequested.
Training
Priortoundertakingemptybulkvesselinspections,AOsmustbeappropriatelytrainedand
deemedcompetentbythedepartment.
WorkHealthandSafety
AllAOsshouldbefamiliarwiththeirrolesandresponsibilitiesasoutlinedintheWorkHealth
andSafetyAct2011andtheWorkHealthandSafetyRegulations2011.AOsmustalsocomply
withtheiremployer’sWorkHealthandSafetypolicies(WH&S)policiesandrelevantstateor
territoryWH&S.
EmptydrycargoholdsarenotclassifiedasconfinedspacesaspertheAustralianStandards
AS/NZS1891.4-2009.Thesespacesaredesignedforworkandaccessbyvesselpersonneland
havelittletonolikelihoodofengulfmentwhenempty.Thepresenceofanycargo,including
grain,inaholdspacedeemsthespacetobeaconfinedspaceandfurthercontrolmeasuresmay
beimplemented.
AOsthatareemployedbythedepartmentmustfollowthehealthandsafetyproceduresoutlined
inthereferencedocumentHealthandSafetyRequirementsforDepartmentofAgricultureand
WaterResourcesAOsInspectingEmptyVesselHolds.Itisrecommendedthatexternally-employed
AOsalsoadheretothisdocumentoremployequivalentsafetyprocedureswhileconductingbulk
vesselinspections.
Considerationsfortheinspection
Equipment
Beforeboardingthebulkvessel,AOsshouldensureallPersonalProtectiveEquipment(PPE)and
inspectionequipmentisfitforpurpose.AOsshouldalsoensuretheirPPEismaintained,stored
andusedinaccordancewiththeiremployer’srequirementsandWorkplaceHealthandSafety
regulations.
ThedepartmentrecommendsthatAOsconsiderthefollowingpoints:
• AllPPEshouldbeofamakethatmeetsorexceedstheAustralianStandardAS/NZS1891.1.
• Equipmentshouldbeinspectedregularly.
• Equipmentshouldberetiredafterpassingitsused-bydate,orearlierifnecessitatedbywear
andtear.
• Equipmentthatdoesnotpassinspectionshouldbewithdrawnfromserviceimmediately.
• AOsshouldalsoensurethattheyhaveaccesstofirstaidequipmentandfacilities.
Inspectionsawayfromawharf
AOsinspectingatanchoragemustmeettherelevanttrainingandsafetyrequirementsfor
boardingvesselsatanchorage.

Twoormoreportsloadingprescribedgoods
Ifabulkvesselhastocompleteloadingat:
• AsecondorsubsequentportinthesameStateorTerritory,or
• AsecondorsubsequentportinanotherStateorTerritory,
Thenacompleteinspectionmustbemadeat:
• Thefirstportofloading;or
• Anotherportnominatedbythebulkvesselownerorbulkvesselowner’sagentbutonlyif:
− Acertificateissuedbyanapprovedmarinesurveyorismadeavailableforabulkvessel
intendingtocarryprescribedgoodsforconsumption;and
− Avesselapprovalisissuedatthefirstportofinspectionforallholdsspecifiedinthe
certificateissuedbythemarinesurveyor.
Onarrivalatasecondorsubsequentport,furtherinspectionsarenotrequiredofthespacesto
beloadedinthoseportsunlessinspectionofhold-ballastspacesisnecessaryorunlessanAO
suspectstheconditionsofthecargospacestobeloadedhavechanged.Thefirstportisto
forwardtheBulkVesselApprovalRecordtothesecondorsubsequentport.AnAOoperatingat
thesecondorsubsequentportcanrevokeapprovalissuedatthefirstportifrequired.
Inspectionataportotherthantheloadingport
Bulkvesselsmaybeinspectedandre-inspected,wherenecessary,atanyAustralianport
nominatedbythebulkvesselownerorbulkvesselowner’sagent,providedthatthereisanAO
availableattheport,orthatitisaportwheregrainloadingnormallytakesplace.
Inspectionofnon-prescribedgoodsjoint-stowedwithprescribedgoods
Othercargothatcanbeinfested,tobestowedinthesameholdasprescribedgoods,mustbe
inspectedforinsectinfestationeitherbeforeloadingoronboardpriortoplacinginthehold.
Infestedcargomustbetreatedandfoundfreeofinsectsonre-inspection,beforeprescribed
goodsarestowedwithit.
Inspectionprocedures–holdsloadingprescribedgoods
Afterboardingthebulkvessel
Onboardingthevessel,AOsshouldidentifythemselvestothemaster,theagent,andtheother
surveyors.TheAOshouldobtainfromthemastertheinformationrequiredtocompletethe
relevantsectionsoftheBulkVesselApprovalRecordandidentifywhichholdsaretobeloaded
withprescribedgoods.
TheAOshouldtheninformthemaster:
• Theextenttowhichhatchesshouldbeopened
• Thataccesswillberequiredtothebulkvessel'sstoresandgeneralgalleyareas,and
DepartmentofAgricultureandWaterResources

• ThatanofficerisrequiredtoaccompanytheAOduringtheinspection,andtoprovideall
necessaryassistanceandequipmenttocarryouttheinspection(includingladders).
Ifthevesselisageneralcargovessel,andcontainstimbering,theAOshouldinformthe
accompanyingofficerthatsomeofthewoodworkwillhavetobeliftedfortheinspection.
Beforeenteringthefirsthold,AOsshouldnormallycheckfo'c'slelockers,deckstores,crane
house,shelter,thefirstsetofhatchcoversandallhighareasintheholdfromoverthecoaming.
Pleasenotethatrodentinfestationsoftenoccurinandaroundthefo’c’slelockers.
Openingofhatches
Somehatchstructuressuchasventilationhatchesmayonlybeaccessiblewiththehatches
closed.Thehatchesshouldbeassessedpriortoopeningtoestablishstructureandwhichareas
requireinspectionpriortoopening.
Hatchcoversshouldbeopenedtosuchanextentthatthefollowingtwocriteriaaremet:
1) Thereissufficientnaturallightintheholdtoallowinspection.
2) Thereissufficientviewofthestructuresbelowthehatchcoverstopermitinspectionofthese
structures.
Experiencehasshownthatinitialinspections,withonlyafewhatchcoversopened,havenot
detectedgrainresiduesorinsects,whichwerereadilyseenwhenthehatcheswerefullyopen.
Evenwithmaximumdaylight,AOswillberequiredtoinspectplacesonbulkvesselsthatarein
semi-darkness,suchassectionsof'tweendeckincommon'tweendeckvessels.
Therequirementontheextenttowhichhatchesshouldbeopenedalsoappliesto'tweendeck
hatchcoversin'tweendeckorgeneralcargovessels.
Theopeningofhatchcoversmaydislodgegrainorresiduesontransversebeamsetc.Once
openedandlockedtheareaaroundtheconcertinaedhatchesshouldbeinspected.
AOsshouldnotethatartificiallightclustersarenotapermittedalternativetodaylight.
Hatchcovers/Coamings
PriortoenteringaholdtheAOshouldquicklybecomefamiliarwiththeconstructionofthehold.
Atthispoint,AOsshouldpayparticularattentionto:
• Temperaturesensorsandotherstructuressuchasfiresuppressionsystemsintheendand
sidecoamings.Thesecanbeinspectedfromthecoamingsoncehatchcoversareopened.
• Thehatchcovers,asthesecangiveanindicationofwhatresiduesmaybepresent,
particularlyondeckbeams.Itmaybenecessarytohavecoversliftedandsupported,or
wherepossibleturnedover,topermitadequateexamination.
AOsshouldnotethatpatenthatchcovers(McGregorandsimilartypes)havestrengthening
girders,whichformledgesbeneaththecover.Itisveryimportantthattheseledgesare
inspected.Whenthistypeofhatchcoverisopened,largequantitiesofmaterialmaycollectin
theupturnedledges,duringdischargeorloading.Theledgesarenormallyeasilyvisiblefromthe
DepartmentofAgricultureandWaterResources

deckwhenthehatchcovershavebeenrolledback.Ifnecessary,however,thecoversmustbe
pulledbacksectionbysectionfordetailedinspection.
Therehavebeenproblemswithpontoonhatchcoverswithexternalopenings.Cargoresidues
mayaccumulateinsidethemintransit,or,morecommonly,duringdischargeandloading,when
coversarestowedondeck.
Allstructuresofhatchcoversandviewableareasoftheholdandcoamingmustbeinspected
priortoholdentry.
Particularattentionshouldbegiventotheconstructionandtypeofhatchcoamingdrainsand
scuppers.Coamingdrainspresentahighriskforinfestibleandnon-infestibleresidues.Coaming
drainsthatleadfromthehatchcovertothecoamingsealareawillhaveaone-wayvalvelocated
ontheweatherdeckarea.Thismaybeafloatingballvalve,gatevalve/cockorarubberscupper
system.Thisvalvemustbecheckedforgrainorresidues,andmayrequiredismantling.
OtherDeckStructures
Shipshaveawidevarietyofdeckstructuresthatmaytrapinfestibleandnon-infestibleresidues
whichrequireinspection.
Somevesselsmayhavecollapsibleorfolddownlumberpostswhichmayharbourresiduesand
willoftenhavelargeamountsoflashingsstoredadjacent.
Mostvesselsalsohaveasafety/lifelinerunningthelengthoftheweatherdeck,consistingof
stanchionsandcablewithturnbuckles.Thestanchionsfortheseareusuallyfittedtothedeckin
cupsorsocketswithpinsandpresentanideallocationforgrainresidues.
Ventilatorshafts(mushrooms)andcowlsrequirethoroughinspectionforresiduesandinsects.
Accessingahold
AOsshouldalwaysaccesstheholdusingamethodthatcomplieswiththeiremployer’s
requirementsandWorkplaceHealthandSafetycodeofpractice.
PriortoenteringaholdAOsshouldensurethatallaccessandingresspointsareopenandlocked
inplace.
Whenenteringorexitingahold,AOsshouldconsiderthefollowingpoints:
• Toenterthehold,itisrecommendedthatAOsusetheship’sinclinedladder(“Australian
ladder”)ifoneisfitted.
• Toexitthehold,itisrecommendedthatAOsusetheship’sverticalladder(“straightladder”).
• Fallprotectionisrecommendedwhenenteringorexitingthevesselhold,oratanytimewhen
afallriskexists.
• FromthetopofthefixedhatchladderAOsshouldexaminesitesthatmayharbourinfestible
residuesandinsects,including:
− Deckbeams
− sparceilings
− Voidspacesrunningfromtopofladder

− Bracketsforpipes,cablesandhydrauliclines
Deckbeamsandhatchcoamings
Itisknownthatresiduesofpreviouscargoescancollectinandarounddeckheadbeamsand
hatchcoamings,sotheseareasmustbeinspectedasthoroughlyaspracticable.
TheAOshouldinspectdeckbeamsandcoamingsfromforwardandaftfixedhatchladders.
PleasenotethatladdersmustbeusedinaccordancewiththerelevantstateorterritoryWork
HealthandSafetylegislation.
AOsmustnotpasstheholdif:
• Residuesonthebeamscanbeseen
• Residuesorinsectsonthetank-topor'tweendeck,whichmayhavefallenfromthebeams,
canbeseen
• TheAOsuspectsthatthereareresiduesonthebeams.
TheAOshouldnotpasstheholdforloadinguntilallresiduesandinsectshavebeenremoved
fromtheseareas.Infestation,particularlyatlowlevels,canbeeasytodetectwhenresiduesare
firstknockeddownbeforetheyaresweptintopilesonthetank-top.
Pleasenotethatinsomenewervessels,theremaybetheabilitytoviewdeckheadbeamsfrom
theweatherdeck,viahatches.
Bilges
Inmodernbulkcarriers,oftenonlybilgewellsarepresent.TheAOshallrequiretheship’screw
toremoveallbilgewellcovers.AOsshouldinspecteverybilgecompartmentforresiduesand
insects.AOsshouldalsoensurethatbilgewellsaredryandfreefromwater,moistureandodour.
Iftheholdhasbeenwashed,theuppersurfacesofthebilgewellsmayhavegrainresidues.
StrumboxesoftenrequireremovalfromthebilgewelltofacilitateinspectionbytheAO.
Timberbulkheadsheathing
Thiskindofsheathingisintendedtopreventengine-roomheatfromreachingthecargo.It
usuallyconsistsofeitherhorizontalplanksnailedinpositionorverticalplanksboltedtothe
bulkhead.
Grainandothercargoresiduesmaycollectbehinddamagedsheathing,whichmayprovidean
idealharbourageforinsects.AOsshouldrequirecrewtoremovesufficientplankstoascertain
whetherthereareanyresiduesorinfestationspresent.
TankTops
Inspectthewholetanktopsurface,andpayparticularattentiontomanholehatchcoversand
anyunsealedvoids.Considerwhetheranyresiduesorinsectsmayhavefallenfromdeckbeams
orotherhigherstructures.

Cablecasingsandsoundingpipes
Cablecasingsinmodernbulkcarriersareondeck,butinoldervesselstheyareofteninthe
cargospacesoftheupperdeck.Theyareeithercompletelysealedorhaveaperforatedoropen
top.Bothtypeshavebeenfoundtobeaserioussourceofinfestedresidues,andinspectionis
sometimesquitedifficultduetolimitedaccessibility.
Thelowerpartofcablecasingscanoftenbeviewedfromthetank-top,lookingupwards.Ifin
doubt,theAOshouldinspectthecablecasingalongitslengththroughuseofaladder.When
decidingwhetherfurtherinspectionisneeded,AOsshouldconsiderthatgrainismostlikelyto
entercasingswhentrimmingmachinesareusedduringloading.
AOsshouldalsoinspectthebracketsandguardsassociatedwithcablecasings,sensorcablesand
tubes,andsoundingpipes.
Allcargoholdswillcontainsoundingpipesandmaycontainothersensorssuchastemperature,
wateringressormoisturesensorswhichrunfromtheweatherdecktothebilgeornearthetank
top.Soundingpipesthatterminateinthebilgewellmayalsohavegrainresiduesontheouter
andinnersurfacesofthepipeleftafterholdwashingactivities,residuesmaybedislodgedby
sharplytappingthepipe.Temperatureormoisturesensorsareoftenmountedinrecessesin
bulkheadsandcoamings.Thesesensorsmayhaveprotectiveperforatedscreensaroundthem,
whichmayneedtobedismantledtofacilitateinspection.
Ventilatorshafts
Ventilatorshaftsoftenprovideharbourageforresiduesandinsects.Shaftsshouldbeexamined
carefullywherepossible.
Ventilatorshafts'openingsintoholdsareusuallycoveredwithmesh,whichfrequentlytraps
grainresidues.Ventilatorshaftsoftenterminateseveralmetersabovethetanktopandmay
requirealaddertogainaccess.Ifinfestibleresiduesaredetectedbehindthemesh,theresidues
mustberemoved.Whereinsectinfestationisfound,itisnotacceptabletotreattheholdwiththe
residuesstillinsidetheshafts,becauseathoroughre-inspectionmaynotbepossible.
Ventilatorshaftsmayrunhorizontallyundertheupperdeck.Grainorothercargoresiduesmay
becomelodgedontopofthetrunking,aswellasinside.Pocketsofinfestationmaydevelop,and

carefullyinspected.
AOsshouldbealerttovariationsinthestructureofcargospaces,particularlywhenthey
produceareaswhereinsectinfestationsmightbefound.

hatchcoversorpontoonspresentawell-knownriskforresiduesandinfestation.AOsshould
inspectthecovers’structurestoexplorewhereresiduesmaybepresentandlookcarefullyfor
variationsbetweenindividualcovers.Pontoonsorcoverswillhavelashingpointsand
mounting/securinghardwarewhichmayharbourinfestibleresidues.Pontoonsmayneedtobe
individuallyliftedtofacilitateinspection.
‘Tweendeckvesselsmayalsohavebracketsorpinsthatprotrudeorarerecessedintothe
bulkheadsorholdframesonwhichthepontoonssit,thesefitmentssuchas‘Horsehead’brackets
areknowntoprovideexcellentharbourageforinsectsandresidues.Theship’screwmustsatisfy
theAOthatsuchstructuresandspacesarefreeofinsectsandinfestibleresidues.
Dunnage
Dunnagesuchastimberandbamboomaycontainmoderatelydeep-seatedinfestations,which
maynotbeobvious.Thereforedunnage,includingpartofthedecksurfacebeneaththestack,
mustalwaysbethoroughlyinspectedforgrainresidues,insectsandrodents.
Whereinfesteddunnageisstoredanywhereoutsideoftheholdsloadingprescribedgoods,AOs
mustsatisfythemselvesthatthereisnocross-infestationrisktothecargoholds.
Whensprayingofdunnageoccurs,AOsshouldcheckthateveryindividualpiecewassprayedon
everyside.Whenfumigationofthecargospacesoccurs,thedunnagemaybeincludedinthe
fumigation,andmaybetransferredintotheappropriateholdtofacilitatethis.
Inspectionprocedures–otherareas

continuesatalevelthattheAOconsidersmayposeacross-infestationrisktocargo.Ifthisis

• Pleasenotethatamarinesurveyorisrequiredtocertifyonlytheholdsthatarebeingloaded

Insectsflyingintoholds
Insectscansometimesbuilduptoplaguenumbers,particularlyinsummerandautumn.
Flyinginsectshaveoccasionallycausedproblems,byflyingintobulkvesselsholdsbefore
loading.
Wheninsectsareflyingintobulkvesselsholdsinlargenumbers,theRegionalPlantExports
Programmanageristobeinformed,sothatconsiderationcanbegiventowhethertheapproval
needstobewithhelduntiltheinsectsareremoved.Iftreatmentistooccur,AOsshould
recommendthemastergivesconsiderationofthefollowing:
• Thetreatmentshouldbeofatypethatcaneffectivelytreatthattypeofinfestation.
• Treatmentsshouldbeadministeredinaccordancewiththeirregisteredlabel,andmustbe
registeredforuseinAustraliawiththeAustralianPesticidesandVeterinaryMedicine
Authority(AVPMA).
• Treatmentsshouldbeadministeredinaccordancewiththerelevantstate/territory
legislation.
• Ifthetreatmentisachemicalitshouldbeappliedbyanoperatorconformingto
state/territorylegislation.
• Thetreatmentmustbeapprovedbytheexporter.

Inspectionofotherspacesadjoiningholds
AnAOmayfindaccessfromcargospacesintoadjoininglockersorstoragespaces,particularly
ongeneralcargovessels.Unlessthesespacesarepermanentlysealed,theyshouldbeopened
andinspected.AOshavefoundconsiderablequantitiesofgrain-collectedbybulkvessels'crews
fromtheresidueofpreviouscargoes-stowedinsuchareas.
Bulkvessels’storesandgeneralgalleyareasofcrews’quarters
Drystoresandstoresthatcontainfoodstuffssuchasrice,flourandothergrainsmustbe
inspectedforinsectinfestation.
Areaswherestoresarehandledandfoodispreparedonlyneedbeinspectedwhensubstantial
insectorrodentinfestationshavebeendetectedduringthecourseofinspectionofdrystores.
TheseareasshouldalsobeinspectedwhenanAOsuspectstheremaybeinfestationinthese
areas.
Wetstoresandrefrigeratedorchilledstoresneedonlybeinspectedifthereisreasontobelieve
theseareasmayhavebecomeinfestedwithpests.
Sleeping,dutyandrecreationrooms,sanitaryandlavatoryfacilities,hospitalandoffice
accommodation,continuetobeoutsidethescopeofinspection.
Othersectionsoutsideahold
Inadditiontositeswithinholds,otherareas—suchasfo’c’slelockersandmasthouses—where
experiencehasshownthatinfestationmayoccur,mustbeinspected,andtheAOmustbe
satisfiedthatthereisnorisktothecargo.
Re-inspectionofvessels
There-inspectionofavesselshouldbearepetitionoftheinitialinspection.
There-inspectionshouldensurethat:
• TreatmenthasbeencarriedoutifindicatedontheBulkVesselApprovalRecord
• Allinsectinfestationhasbeeneradicatedinthecargospacesintendedforloadingwith
prescribedgoods
• ThevesselcomplieswithrequirementsoftheOrder.
Timingofre-inspectionfollowingtreatment
Ifspacesareinspectedimmediatelyfollowingtreatmentwithcontactinsecticidesorfogsand
liveinsectsarefound,afurtherre-inspectionmustnottakeplacewithinfourhoursof
completionoftreatment(notincludinganynecessaryairingperiod).
Re-inspectionoftimberedsites
Wheretimberhasbeenliftedtopermittheremovalofresidues,furtherwoodworkshouldbe
dismantledonlyifthisisnecessaryfortheAOtobesatisfiedastothedegreeofcleaning
achieved.

fumigator,oramemberoftheAustralianMaritimeSafetyAuthority(AMSA).
Pleasenote:certificationthattheconcentrationofthefumiganthasbeenreducedtoasafelevel
generallyappliesonlytothefreespaceofthehold.AOsmustnotenterconfinedspaces.Ifan
officerconsidersitnecessarytoenteraconfinedspacecontacttheRegionalPlantExports

Ifalertedtothepresenceofhazardouslevelsoffumigant,theAOistowithdrawfromthehold

IfanAOfindsorsuspectsthatpestsonabulkvesselareofquarantineconcern,thebulkvessel

Ifnon-infestibleresiduesarefoundtobeassociatedwithinsectinfestationorinfestibleresidues,
theyshouldbetreatedasinfestibleorinfestedresiduesbelow.
Non-infestibleresiduesinholdsloadingprescribedgoodsareprimarilytheconcernofthe
marinesurveyor,whowillusuallyordercleaningifthereisariskofcontaminationofthe
prescribedgoods.
However,AOsshouldnotpassholdsloadingprescribedgoodsifnon-infestibleresidues
continuetoposeacontaminationrisk,eveniftheholdshavebeenpassedbythemarine
surveyor.
Ifthissituationoccurs,theAOmustnotifythemasteraswellasthelocalDepartmentRegional
PlantExportsProgrammanager.TheAOshouldthendocumentthedetailsinthecomments
sectionoftheBulkVesselApprovalRecord,includingthetypeandamountofnon-infestible
residueremainingintheholdsaftermarinesurveyorapproval.
Infestibleresidues
Ifresiduesareofaninfestiblematerialsuchasgraindust,butarenotcurrentlyinfestedwith
pests,theyareconsideredtobeinfestibleresidues.
Ifthereareinfestibleresiduesinholdsloadingprescribedgoods,theseholdsmustnotbepassed
untiltheresiduesaredisposedofinaquarantinecompliantmanner,asdetailedinthisvolume.

shouldnotbepasseduntiltheinfestationistreatedandpassesre-inspection.
AOsshouldnotethat,inspacesotherthancargo-loadingholds,approvalcanbegivenoncethe
infestationhasbeenreducedtotheextentthatitisadequatetoremovethecross-infestation
risk.
Treatmentofresidues
Residuesinfestedwithinsectsmustberetainedintheholdandtreatedasaninsectinfestation
(seeTreatmentofInsectandRodentInfestations).
Otherresiduesmaybetreatedthroughquarantinecompliantdisposal.
Disposalofresidues
Residuesmustbedisposedofinaquarantinecompliantmanner.Therearetwoacceptable
methodsforthedisposalofresidues.Thechoiceofwhichmethodtouseshouldbelefttothe
master.
Theresidueisplacedinsuitablecontainers.Thecontainersmustthenbefilledwithwaterso
thattheresidueiscompletelyimmersedandthecontainersstowedontheupperdeckofthe
vessel.Containersshouldbesprayedwithinsecticidepriortoplacingondeck.
Alternatively,ifthemasterwishestoremovetheresiduefromthevessel,theAOistocontactthe
localon-calldepartmentseaportsofficerfortheporttoestablishthecorrectprotocolfor
removalofaresidueofthattype.Thisprotocolmustthenbeadheredto.Ifadepartment
seaportsofficerisnotavailable,AOsaretocontacttheirRegionalPlantExportsProgram
manager.
Pleasenote:disposalofresiduesmustcomplywithboththeOrderandtherelevantquarantine

beforetheofficerissuesvesselapproval.Amarinesurveyor’scertificateisnotrequiredtobe

AOsshoulddiscussnon-infestibleresidueproblemswithmarinesurveyors,wherepossible,and
seekmutualagreementonremovalofsuchresidues,orwithdrawalofthesurveyor’scertificate
bythesurveyor.
Issuingapproval
WhenanAOissatisfiedthatthevesselcomplieswiththerequirementsoftheOrder,theAO
mustissuevesselapprovalviatheBulkVesselApprovalRecord.
IfanAOisinanydoubtastothesuitabilityofthebulkvesseltoloadprescribedgoods,theAO
shouldcontacttheRegionalPlantExportsProgrammanagerbeforeissuingavesselapproval.
AnAOmustindicateontheBulkVesselApprovalRecordthetimeatwhichtheofficer
determinesthattheholdscomplywiththerequirementsoftheOrder.Thetimeshownmustbe
wheninspectionoftheholdshasbeencompletedandtheresponsiblebulkvessel’sofficerwas
informedofthis,andacompletedBulkVesselApprovalRecordwashandedtotheCaptainor
agent.AOsmustnotestimateatime,andmustnotprovideatimeuntiltheinspectionis
complete.Thistimemustnotbealtered.
Partapprovalofabulkvessel–ballastwater
Ifabulkvesseliscompelledtoberthwithballastwaterinacargoloadingholdandcannot
dischargethisballastuntilaweightofcargohasbeenloaded:
• Allcargospacesexcepttheballastholdmustbeinspectedduringtheinitialinspection.

• WhenthecargospacesinspectedcomplywiththerequirementsoftheOrderandamarine
surveyorissuesacertificateforthem,vesselapprovalmustbeissuedforthosespaces.
• Ifballastwaterislocatedwithinahold,thevesselapprovalmustbeendorsedsoastoexclude
thathold.
• IftheholdisintendedtobeloadedwithprescribedgoodsAOsshouldinspecttheholdonce
theballastwaterhasbeendischargedandthespacesdried.Iftheholdisnotintendedtobe
loadeditmustbeinspectedforcrosscontamination.
• Whenthemarinesurveyorissatisfiedandissuesacertificatetotheeffectthatthesespaces
complywiththerequirementsoftheOrder,anadditionalBulkVesselApprovalRecordmust
beissued.
• AnAOmustinsertthetimewhenthefinalinspectionwascompletedontheadditionalBulk
VesselApprovalRecord.
Whencleaningonlyisrequiredtoremoveresiduesofnon-infestedmaterial,someholdsmaybe
broughttoasatisfactorystandardwhileworkisstillproceedingontheremainder.Inthis
situation,thefollowingconditionsapply:
• Whenamarinesurveyor’scertificatehasbeensighted,approvalmaythenbeissuedforthose
holdsthatcomplywiththeOrder.
• Asadditionalholdsarepassed,additionalapprovalsmustbeissued.
• AnAOmustinsertthetimewhenthatadditionalinspectionwascompletedontheBulk
VesselApprovalRecord.
Whenacombinationoftheaboveconditionsoccurs,thefollowingconditionsapply:
• Issueofavesselapprovalinpartacceptanceofabulkvesselmayonlybedoneifrequestedby
themaster,amarinesurveyorandtheexporter.
• Vesselapprovalmustnotbeissuedinrespectofpartofabulkvesselwhileinfestedresidues
arebeingremovedorachemicaltreatmentisbeingappliedtotheremainderoftheholdsor
otherinfestedcargoispresent.
Partapprovalofabulkvessel-general
Incircumstanceswhereonlysomeoftheholdsareapprovedtobeloadedwithprescribed
goods,theAOshouldclearlymarkontheBulkVesselApprovalRecordwhichholdshavebeen
passedforloading.
• Thisapplieswhenthemasterwishestoloadonlysomeholdswithprescribedgoods,orwhen
someholdsarenotpassedforloadingandarenotbroughtuptoapassingstandardduring
thecourseoftheinspection.
• IfanAOisinspectingavesselthathaspreviouslybeenissuedapprovalinpart,theydonot
needtore-inspectholdsthathavealreadybeenissuedapprovalbyanAOunlesstheysuspect
conditionsmayhavechanged.
Vesselapprovalcanonlybegivenifatleastoneholdhasbeenpassedforloadingandnocrosscontaminationriskexistsfromotherholdsorstructures.Recordthedetailsofanyholdswhich
havenotbeenpassedforloading.

Validityofvesselapproval
Bulkvesselsthatareinspectedandpassedasexportcompliantremaincompliantfor28days.In
exceptionalcircumstances,theperiodthebulkvesselapprovalisvalidcanbeextendedbeyond
the28days.
Toextendthebulkvesselapprovalvaliditytheexporterwillneedtoprovidedetailssupporting
therequesttotheDepartmentofAgriculture,GrainandSeedExportsProgrambeforetheendof
theinitial28dayperiod.Theexportermustsupplydetailsoftheexceptionalcircumstancesfor
whichanextensionisrequired,ajustifiableperiodofextension,andinformationthatgives
assurancethattheconditionofthevesselhasnotchangedsinceinspectionandthattherehas
beennocompromiseofthephytosanitarystatusofthevessel,includingthesecurity.Oncea
decisionismadetheGrainandSeedExportsProgramwillinformtheexporterofthedecision
andtheNationalorRegionalDocumentationHubManagerorSupervisorwillbeinformedto
makearecordoftheadditionalapprovedperiod.
Wherethevesselapprovallapses,anAOistomakeafullre-inspectionbeforere-issuingthe
vesselapproval.
TheOrderdoesnotrequirere-inspectionbyamarinesurveyor,after28days,although
individualsurveyorsmaythemselvesundertakere-inspectionsattheirdiscretion.
Anewvesselapprovalcanbeissuedonthebasisoftheoriginalmarinesurveyor’scertificateas
longasnoconditionshavechanged.
Suspensionofvesselapproval
ApprovalmaybesuspendedifanAObelievestheconditionsonthevesselhavechanged
followingtheissuingofthevesselapproval,forexample,ifcross-infestationfromanoutside
sourceissuspected.
TheAOmustnotifythepersontowhomtheapprovalwasissued.
Eachpersontowhomapaperversionoftheapprovalwasgivenmustsurrenderthepaper
versionandanycopyintheirpossession.
Followingsuspensionofvesselapproval,anAOmayinspectthevesseltoseeiftheconditions
havechanged.
IftheAOissatisfiedthatthesuspensioninnolongerjustifiedtheymustrevokethesuspension
andnotifythepersontowhomtheapprovalwasissued.TheAOmustreturnapaperversionof
theapprovaltothepersonwhosurrenderedit.
Cancellationofvesselapproval
Cancellationmayonlybemadeifconditionsforwhichthevesselapprovalwassuspendedhave
notbeenrectified.
TheAOmustnotifythepersontowhomtheapprovalwasissued.
Followingcancellation,themastercanchoosetotreatandre-applyforvesselapproval.

Beforeissuinganewapproval,theAOmustre-inspectthevesselandfindthatitnowcomplies
withtherequirementsoftheOrder.
Requestsforinformationconcerningbulkvesselinspections
Variouspersonsassociatedwithvesselsmayrequestdetailsoftheresultsofinspectionsofthe
cargospaces.AOsmustnotmakethesedetailsavailabletopersonnel,otherthanthemaster,
agent,theexporterorothersurveyors.
RequestsforinformationbyothersshouldbereferredtotheRegionalPlantExportsProgram
manager.
Adviceregardingassociationwithothersurveyors
Theremaybeothersurveyorspresentatthetimeofinspectionofthecargospacesofavessel.
AOsshouldtrytoco-operatewithothersurveyors,particularlyinviewofthefactthattheyhold
qualificationsasshipmasters,andtheirexperienceandknowledgeofbulkvessels'construction
willoftenprovehelpful.ItistheusualpracticeforAOstoexaminethevesselinthecompanyof
oneorbothofthesesurveyors.
Itmustberealisedthataninspection,requiredundertheOrder,willnormallytakeconsiderably
longerthanthatcarriedoutbyeitheroftheothersurveyors.Thebulkvesselinspectiontomeet
requirementsoftheOrderisindependentofothersurveysandanAOshouldnottrytokeepup
witheitherofthem,ifthisisgoingtoaffectthethoroughnessofinspection.Ownersofvesselsor
theiragentsarerequiredtohiremarinesurveyorstocomplywiththerequirementsofthe
Order.
Itshouldbenotedthoughthatit’spossibleforthemarinesurveyortoalsoactastheAO,
thereforeconductingbothinspectionsconcurrently.
