Adult Basketball League Rules
This is a RECREATIONAL league. We have developed a few distinctive rules and guidelines for our Adult
Basketball League. Please consider the following rules and regulations in addition to our team & player
eligibility guidelines to determine if this league meets your needs.
GOVERNING BODY: The Pinellas Park Recreation Division is in charge of the league and has the final
authority to make decision pertaining to all league rules and regulations.
RULES GOVERNING PLAY: The play will be governed by the 2013 - 2014 National Federation of State High
School’s Association Rules with the following additions, exceptions and clarifications:
SCHEDULE AND PLAYOFF PROCEDURES:






Games will be played at the Forbes Recreation Center Gym. The gym will be reserved for
warm-ups starting 30 minutes before the first game. League players may practice during
open basketball times during the season.
League will consist of an 8 game regular season, followed by single elimination playoffs.
League finals will be determined by season ending playoff games.
All teams will play in the postseason for the championship.
Champions will receive free entry for an Adult Basketball League within 1 year, T-shirts,
and a plaque.
Games will take place on either Monday or Wednesday
ROSTERS:
Teams will be formed within the following guidelines:








5-player minimum; 12 player maximum
All players must complete a Registration Form and sign the waiver prior to their first
game.
Team captain is responsible for submitting the team payment. Staff will not accept
individual payments from players.
Players must be ages 18 and older and out of high school.
Women can play in the league.
Player may only be on one team roster.
Players are not allowed to change teams once the season begins.
Each team player must sign in and show identification at their first game.
Adding Players:

Captains are allowed to add players until the fourth (4th) game for a maximum of a 12
player team roster. A one (1) time hardship allowance may be requested to replace or
add a player prior to the sixth (6th) game. Player must sign roster before playing in league.
GAME TIMES:




Time Limit: League games consist of two 20- minute halves with a five (2) minute halftime period. There will be a running clock, except during the last 2 minutes of the second
half.
Mercy Rule: None.
Time Outs: The number of time outs will be a total of three (3) 60 second time-outs during
a regulation game.
Overtime: Overtime periods will be three (3) minutes, stopped clock. There will be a oneminute intermission before each overtime period. Each team is entitled to one additional
30 second time-out during each overtime period.
FORFEITS AND TECHNICAL FOULS:










Games will begin when officials call for start of the play even if a team only has four (4)
players. If a team has three players at the start of the game, they have an additional (5)
minutes for their player to arrive. If the player does not show within the (5) minutes the
team will forfeit the game.
If a team has 4 players and would like to pick up a player before their game, the opposing
team would receive 10 points, a tech, and ball in hand. The opposing team can choose to
say yes or no to this rule.
Officials may call technical fouls at any time before, during and after the game.
Any player fighting will be suspended for all league play for the remainder of the season.
A roster member charged with two (2) unsporting technical fouls during a scheduled
game will automatically be ejected from the game.
A team that incurs three (3) unsporting technical fouls in one game must forfeit the game
at the time of the third foul. Officials or Recreation Staff members have the authority to
end a game prior to a third unsporting technical, if they deem necessary.
A team forfeiting a game due to un-sportsmanlike conduct will be given a warning. A team
forfeiting a second game due to un-sportsmanlike conduct will be suspended from all
league play for the remainder of the season.
If a team is playing with an ineligible player the team will forfeit the game.
If a player is ejected from a game for any reason will be automatically suspended for at
least his next game or longer. Repeated offenses will result in expulsion from the
remainder of the league.
There will be no make-up games scheduled for forfeits.
RULE INTERPRETATIONS AND PROTEST

All games will be final and there will be no appeal from decisions of the officials.
STANDINGS AND SCORES

In the event of teams having identical records the following will be used to break ties:
1. Win-Loss between head to head competition (A forfeit automatically
eliminates forfeiting team).
2. Point differential between head to head competitions (team with the
greatest margin of victory).
3. Each team’s average point differential for all games played during the current
season (Games won by forfeit are excluded; differentials are based on
average of games played).
FACILITY GUIDELINES




All Forbes Recreation Center facility rules must be obeyed.
Players and spectators are allowed only in the gymnasium and restrooms.
Smoking is not allowed within the facility.
Alcoholic beverages are not allowed on Recreation Division property.
EQUIPMENT & UNIFORMS







All players on the same team must wear jerseys of the same color. Taped- on numbers
will not be allowed. Numbered pennies will be available for teams that do not have
jerseys.
Teams must have their own legible jerseys by the end of the 4th game, no exceptions.
All players must have their own shirt- no duplicate numbers/ no exchanging shirts during
a game.
Shirts must have clearly legible numbers on the back of the jerseys.
Game balls are provided as a part of the league fee. Teams may use another basketball
other than the one provided if both team captains agree and the official approves the
ball.
No jewelry will be allowed to be worn by any player during the game.
If a player/ team does not abide, a technical foul for each improper uniform will be given.
COMMUNICATION BETWEEN PLAYERS AND RECREATION DIVISION

Any questions regarding rules, standing, scores, schedule, etc. shall be brought to the
Recreation Division by the team captain only.

This is your league. However, it must be recognized that playing in this league is a privilege and
not a right. The Pinellas Park Recreation Division reserves the right to discontinue the league if
the teams do not adhere to rules. The Recreation Division reserves the right to suspend any
player or team for disregarding these rules and guidelines. The length of the suspension is at the
City’s discretion. No refunds will be granted. No exceptions.
