1. WhatisBlendedLearning?
Blendedlearningisaformaleducationmodelinwhichatleastapercentageofthecoursetakesplace
online;thestudenthassomeelementofcontrolovertime,place,path,and/orpace;andlearning
occursatleastinpartatabrick-and-mortarlocationawayfromthehome.
• At least a percentage of the course (student learning, course content, and/or instruction)
takes place online at levels commensurate with “Adoption” through “Transformation”
(excluding Entry) as defined by the Florida Technology Integration Matrix
(http://fcit.usf.edu/matrix/matrix.php).
o Thisimpliesthatthereisuseofalearningmanagementsystem(i.e.;Canvas)with
thefollowingcriteria:courseofstudyalignedtostatestandards,archivedlessons,
evidenceofteacherintervention,feedback,andsecurityfeatures.
• IfanIntegratedLearningSystem(ILS)isbeingusedinastationrotationmodel,theschool
must consult the Office of Academics regarding the viability of the proposed software
program.
• Allteacherswhoarecodedasblendedhaveparticipatedinprofessionallearning(blended,
personalizedlearning,andtheCanvaslearningmanagementsystem)througheitherofthe
followingavenues:
o 2–day(12–hours)CanvasTrainingforEducators
o 4afternoon(12–hours)CanvasTrainingforEducators
o 10–moduleTeach360OnlineCanvasCourse
o SchoologyTrainingwithDigitalClassrooms(D3,D4,D5)
o PathwaysTraining
o RedbirdLevels2-4onlinetraining
• Teacherswhohaveparticipatinginalternativeblendedlearningtrainingopportunitiescan
submitartifactsfordistrictreviewtodetermineiftheyapply.
• Newteacherswhoareassumingablendedlearningclassaretobegivenagraceperiodto
attendoneoftheabovetrainingsNOTtoexceedasemester.
• Teacherscodedasblendedhaveaccesstocomputersregularly.
• Thestudenthassomeelementofcontrolovertime,place,pathand/orpace.
o This implies that there is time outside of the school day or class period for the
studenttointeractwiththecontent,completeassignments/activities,orengagein
enrichment.
• Learningoccursatleastinpartatabrick-and-mortarlocationawayfromhome.
• There is face-to-face interaction with a highly qualified teacher with certification in the
appropriate subject area, who provides instruction, assessment, and significant academic
formativefeedback.
o Notallofthelearningtakesplacevirtuallyawayfromschool.
• The highly qualified teacher provides instruction, assessment, and significant academic
formativefeedback.
o There is a structure to the online content that students work on while away from
school.
o There is a sound educational connection between what students are doing within
thelearning managementsystemandthecurriculumofstudy.
o Feedbackoccursbothonlineandface-to-face.
• Astandardcurriculumofstudy,ofequivalentrigorandstudentperformanceexpectations
toatraditionalcourse,isutilizedforboththein-schoolanddigitallearningexperiences.
• AfterreviewoftheBlendedLearningCriteriaSheet,determiningthatallcriteriaaremet,
thengotohttp://innovativelearning.browardschools.com/blended-learning-verificationto
submityourrequestelectronically.
2. WhataretheFloridaStatutoryRequirementsforBlendedLearning?
• FloridaStatute1003.01(14)removesdigitallearningcourses,includingblendedlearning,

offeredunderFloridaStatue1002.321(4)(e),fromthedefinitionoftheterm"core-curricula
courses"forthepurposesofclasssizerequirements.
The Florida Approved Courses and Tests (FACT) Initiative (s. 1003.499) specifies that
instructionthroughtheblendedlearningmodelmaybeprovidedusing:
o onlineinstructionalvideos
o onlineclassforums
o onlinehomeworkassignmentsandprojects
o one-on-onedirectinstructionalsupporttostudents
o alloftheaboveisgroundedinastandardcurriculumofstudywhichisaccessedviaa
learningmanagementsystem(i.e.;Canvas)
Theblendedlearningprogramshallincludecomponentssuchas:
o differentiatedinstruction
o flexiblescheduling
o differentiatedteaching
o self-pacedlearning
TheDistrictInnovationSchoolofTechnologyProgram(s.1002.451)expandstheblended
learning program components to include data-driven placement and describes the three
modelsschoolsmayuseforblendedlearning–rotationmodel,flippedclassroommodel,or
flexmodel.
3. DocumentationrequiredforBlendedLearningcourses
Documentationforcoursescodedasblendedlearningmust:
• Archiverecordsandartifactsforthreeyearsfromthedateofthecourse.
• Verify that at least part of the learning occurred in an online format in a learning
managementsystem.
• Include samples of student coursework (e.g. digital assignments, quizzes, tests, final
examinations),bothonlineandofflinestudentwork,teacher-studentinteraction(emailor
discussionforums),andone-to-onedirectioninstruction.
• Demonstrate student assignment to a highly qualified and certified teacher in the
appropriatesubjectarea(s).
• Ensurethatthestudenthasmettheminimumbonafideinstructionaltimeforearningahigh
schoolcredit,asdefinedbystatute:
o 135hoursfor1.0credit(67.5hoursfor0.5credit)
o 120hoursfor1.0creditinaschoolutilizingblockscheduling(60hoursfor0.5credit)
4. HighSchoolCreditRecoveryCourses
Credit Recovery courses may be coded as blended learning if they meet the blended learning
requirementsofothercourses,withtheexceptionofthebonafideinstructionaltimeasoutlinedin
FloridaStatue,Section1003.435(1)(a).
5. WhatisOnlineLearning?
Acourseinvolvingstudent-teacherinteractioninwhich100%ofthecoursecontentandinstruction
mustoccurthroughanonlinedeliverymodelviaalearningmanagementsystemwiththestudent
havingsomeelementofcontrolovertime,place,orpace.
6. WhataretherequirementsforOnlineLearning?
• Beginningwithstudentsentering9thgradeinthe2011-2012schoolyear,atleastonecourse
withinthe24creditsrequiredinthissubsectionmustbecompletedthroughonlinelearning.
• 100%ofthecoursecontentandinstructionmustoccurthroughanonlinedeliverymodel
via a learning management system (though students may access the course while at a
brick-and-mortarschoollocation).
• A high school credit-bearing online course taken during 6th-8th grades fulfills this
requirement.

Aschooldistrictmaynotrequireastudenttotaketheonlinecourseoutsidetheschoolday
orinadditiontoastudent’scourseforagivensemester.
ThisrequirementshallbemetthroughanonlinecourseofferedbyFloridaVirtualSchool,an
onlinecourseofferedbythehighschooloranonlinedualenrollmentcourse.
Astudentwhoisenrolledinafull-timeorpart-timevirtualinstructionprogramunder
s.1002.45,meetsthisrequirement.
ThisrequirementdoesnotapplytoastudentwhohasanIEPthatindicatesanonlinecourse
wouldbeinappropriate.
This requirement does not apply to an out-of-state transfer student who is enrolled in a
Floridahighschoolandhaslessthanoneacademicyearremaininginhighschool.
NCAA-boundstudent-athletesshouldonlychooseonlinelearningoptionsthatareapproved
bytheNCAAtomeeteligibilitycriteria.Atthistime,onlyFLVS/BVSareapprovedbythe
NCAA.

7. HowaretheBlendedandOnlineLearningcodesentered?
Onceacourseisidentifiedasa"BlendedLearning"coursethefollowingcodingmusttakeplacein
TERMS:
• Entera"Y"intothe"BLC"fieldontheC17panel.
TheLSfieldnexttotheBLCfieldontheC17PanelidentifiesVirtualInstructionCourse.This
informationissenttotheDOE.Thereiscurrentlyconsideration/discussiononenhancementto
thisLSfield.
TheOCFieldontheindividualstudent’sA13AcademicHistoryPanelidentifiesifthecoursefor
whichcreditisbeingawardwasanOnLineCourse.

8. Howdoesacourseidentifiedas“BlendedLearning”affectClassSizeReduction(CSR)?
Coursescodedwith‘Y’intheBLCfieldontheC17are removed from CSR compliancecalculations
