New providers may use this form to apply for the following funds only:

Information requirements and timeframes
To be considered for TEC funding, a private training establishment (PTE) must provide three pieces of
information:



financial viability data
this “New Provider” form and
an Investment Plan
We have one main funding round each year. The current funding round closes at 5pm on 31 July 2017 and you
must provide all required information by this deadline to be considered. Funding for successful applicants will
start in January 2018.
General requirements
Requirements applying to all applicants regardless of the funding type sought are that:

You must meet our financial viability standards to qualify for funding. Please see the link in Section 1 to
determine whether your organisation meets these standards. You must have at least 12 months of strong
financial performance to meet the standards, and we won’t fund you unless you achieve at least a ‘low’
risk rating.

We are unlikely to fund your organisation if the programmes or qualifications you hope to deliver are
already offered by other TEC-funded providers in the same geographic location.

Your organisation must be registered with the New Zealand Qualifications Authority (NZQA) as a PTE. For
SAC level 3 and above and YG funding, you may submit an application prior to receiving programme
approvals from NZQA. In this instance, if funding is approved, you must have received those approvals
before any funding can start. If you are seeking funding for aviation/pilot training provision, you must also
hold Part 141 certification from the Civil Aviation Authority for your training activities.

You should ideally have an NZQA External Evaluation and Review (EER) category rating of 1 or 2 at the
time of application to be considered for TEC funding.

We expect to be able to respond to your application for funding by the end of November 2017.

Please note you are unable to request Youth Guarantee Dual Pathways, Employer-Led Workplace Literacy and
Numeracy, Adult and Community Education (ACE) in Communities, SAC levels 1 and 2, or SAC delivery in
agriculture or horticulture at level 3 and 4 funding using this form.
Section one – Financial performance information
Any decision to fund a new PTE or Community Education Provider (CEP) is subject to you meeting our minimum
prudential financial standards.
The standards, along with a spreadsheet that can be used to test whether you meet the standards, are on the
financial viability page of our website.
We require any new PTE or CEP seeking TEC funding to show at least 12 months of strong financial performance
to meet the funding criteria.
Please attach a completed copy of the ‘calculating the prudential financial standards’ spreadsheet available on
our website. Please also submit a full set of your most recent audited accounts that support the calculated
standard. We are unable to consider applications that don’t provide a full set of your most recent audited
accounts.

All recipients of government tertiary education funds must have an EDUMIS (Ministry of Education) number. If your organisation does not have an
EDUMIS at the time of applying, you may defer obtaining this until the outcome of your application is known.

Section two – please only complete this section if you are applying for SAC level 3 and above and/or YG
We are unlikely to fund you if the programmes or qualifications you hope to deliver are already offered by other
TEC-funded providers in the same geographic location. However, we may consider allocating funding if we agree
that your proposal:


has a demonstrable point of difference/is innovative in some way, and
is likely to enable success and raise aspirations for priority learners (ie, Māori, Pasifika and under-25s).
Point of difference/innovation
We expect all PTEs and CEPs that we fund to have/offer the following. (We don’t consider these to be points of
difference.)





Pastoral care for learners
Industry support letters
Industry links to support work placements or employment opportunities
Qualified and experienced tutors, and
Demand from students.
Examples of points of difference/innovation could include (but are not limited to):
 qualifications that are not delivered by anyone else
 programmes developed and delivered through a formal industry/schools partnership, with
employment/internships offered after graduation, and continued workplace training and up-skilling for
graduates
 a history of high and sustained employment outcomes for graduates (ie, for educational delivery not
currently funded by us), and
 innovative and effective pedagogy.
Enabling success and raising aspirations
We have an ongoing focus and commitment to priority group learners (as referred to in the Tertiary Education
Strategy).
Programmes/qualifications must have a specific focus on enabling successful qualification achievement, and on
raising aspirations for priority learners. You will need to:


describe how the delivery of the programme/s that you are proposing will enable priority learners to
achieve the qualification and successfully progress to employment and/or higher learning, and
describe how you will integrate best practice and respond to research findings (found at the following
links) relating to Māori and Pasifika.
2.1. Please describe your point of difference/innovation approach. You may respond qualification by
qualification (if you are seeking funding for more than one), or holistically/organisationally.
