Agricultural Land Commission
The Agricultural Land Commission (ALC) is an administrative tribunal established under the
Agricultural Land Commission Act. The ALC is the provincial agency responsible for
administering the Agricultural Land Reserve (ALR), a provincial land use zone in favour of
agriculture.
The purposes of the Agricultural Land Commission as set out in the Agricultural Land
Commission Act are:
a) to preserve agricultural land;
b) to encourage farming on agricultural land in collaboration with other communities of
interest; and
c) to encourage local governments, First Nations, the government and its agents to
enable and accommodate farm use of agricultural land and uses compatible with
agriculture in their plans, bylaws and policies.
The ALC manages land use change within the ALR, boundary changes to the ALR,
compliance and enforcement activities and reviews plans and policies of others that impact
the ALR. To maximize its effectiveness, the ALC must establish and maintain good working
relationships with partners and stakeholders including provincial ministries, local
governments, public agencies, landowners and First Nations.
The ALC is an agent of government, reporting to the Minister of Agriculture. The work of the
ALC is carried out by appointed Commissioners - a Chair, Vice Chairs and Members. The
Lieutenant Governor in Council appoints the chief executive officer of the commission,
establishes the terms of the appointment and sets the remuneration of the chief executive
officer. The 2013/14 operating budget is $2.905 million.
In carrying out its work, the ALC governs and administers its affairs in accordance with the
Act and the budget set by the government. The roles, responsibilities and authorities of the
Commission are set out in the Act and further guided by the ALR Use, Subdivision and
Procedure Regulation.
The ALC receives 600 to 700 applications and planning related referrals each year, with
considerable variation in content and complexity. The ALC exercises its jurisdiction in
compliance with the rules of natural justice and in accordance with the principles of
administrative law and due process.

The Role and Responsibilities of the Chief Executive Officer (CEO)
The Chief Executive Officer is a full time position and is accountable for the effective
oversight of the management and operation of the Agricultural Land Commission with
specific responsibilities for:

Provides executive oversight to the operations of the Commission and works with the
Commission in the formulation of the Service Plan goals, strategies and objectives;

Facilitates relationships within a complex environment that includes a diverse set of
stakeholders including provincial ministries, local governments, First Nations and
landowners;

Applies a strategic perspective to plans, issues, challenges and decisions, and
ensures the integration of goals and activities required to achieve overall results;

Provides leadership in human resources management to ensure the effective use of
resources in meeting business objectives; increases the Commission’s capacity
including enhancing retention, recruitment and succession planning and employee
engagement, and ensures effective management of the full range of HR issues;

Seeks to continuously improve processes and decision quality within the applications
process and within operations generally;

according to section 27(1) of the Act, the CEO may be called upon to approve some
applications, if these specific instances are laid out by the commission and passed
by resolution; and

Provides support to the Executive Committee and fulfills all requisite obligations to
the Commission.
Qualifications
The ideal candidate will have demonstrated strong leadership as part of a senior
management team, executive committee or board structure; have substantial knowledge
and/or experience in matters related to agriculture, land use planning, local government,
resource management and/or environmental management; and possess an awareness of
stakeholders issues and a knowledge of provincial and local government organizations and
processes with regard to land use planning.
Competencies
To achieve the ALC’s Vision, the CEO must position and structure their organization to
maximize its effectiveness. CEO’s practice Strategic Thinking in translating the vision to
goals and strategies, and support their accomplishment through facilitation and leading
change.
In Stakeholder Relationships, CEO’s ensure that they are enhancing the organization’s
relationships with external partners and stakeholders. This includes building strategic
alliances, managing conflicts, negotiating effectively, and effectively communicating ideas,
analyses and proposals to stakeholders.

CEO’s model Integrity and Authenticity, building a culture of trust, integrity, risk taking and
creative thinking in the organization through demonstrating personal integrity, using
feedback to self-improve, following through on commitments and acting consistently with the
espoused values and culture of the organization.
In Leading People, CEO’s must motivate, empower and lead employees to accomplish
goals and objectives, rewarding high performance, promoting empowerment and developing
their employees, providing opportunities for growth, and managing issues with their
organization.
In Change Leadership, CEO’s create a new strategic vision for the organization and are
creative and innovative in taking the required actions to ensure that the members of the
organization accept and support the vision.
CEO’s Manage Organizational Resources by having the ability to understand and
effectively manage organizational resources (e.g. people, materials, assets, budgets). This
is demonstrated through measurement, planning and control of resources to maximize
results. It requires an evaluation of qualitative (e.g. client satisfaction) and quantitative
(service costs) needs.
In Listening, Understanding, and Responding, the CEO has the desire and ability to
understand and respond effectively to other people from diverse backgrounds. It includes
the ability to understand accurately and respond effectively to spoken and unspoken or
partly expressed thoughts, feelings and concerns of others. High levels of this competency
show a deep and complex understanding of others, including cross-cultural sensitivity.
Team Work and Cooperation is the ability to work co-operatively within diverse teams,
work groups and across the organization to achieve group and organizational goals.
