NE Girls NPL 2016-2017 REFEREE PROCEDURES FOR REGULAR SEASON COMPETITIONS Game Ball: Size 5 (2-3 game quality balls provided by the home team). Game Length: U13, U14, U15, U16: 2 x 40 minutes U17, U18: 2 x 45 minutes Referees should provide appropriate stoppage time in every game. Substitutions: U13 – U18: FIFA, seven (7) per half. Players may not re-enter in the same half U13, U14 Injury Exception to Substitution Rule: 3.11.1 U-13 Pre-ECNL, U-13 NPL and U-14 NPL amendment to substitution rules. A player may re-enter a half if, due to injury during the competition, the team would be forced to play the remainder of the game with less than 11 players on the field. The following restrictions apply: This amendment applies to U-13, U-14 NE Girls NPL and U-13 Pre-ECNL teams only. Applicable for NE Girls NPL regular season and playoff competitions only. NPL Final competitions adhere strictly to NPL base Rules and Regulations governing substitutions. This is permitted for injuries sustained during the game only. The injured player may not re-enter the game at any time. If injured in first half, she may not enter the game in the second half. Permitted only when all other substitutions have been made. Only 1 player may be substituted per injured player and must play the remainder of that half. Page 1 of 3 Rosters, Reports and Passes: Both the Home and Away Team will provide an Official US Club team roster and a NPL Game Report. Only eighteen (18) players are eligible for the match. These 18 must be indicated on the Game Report. Players not participating in the match should be crossed off both Game Report and official US Club Roster. Age-appropriate players that are not pre-printed on the roster may be hand-written on the roster so long as they have a valid US Club or ECNL pass card. At the conclusion of the game, after the report has been signed by the referee and signed by both teams, the referee should give the Game Report back to the home team to report the score by phone. Each player should have an US Club or ECNL player pass. Players should give their pass to the referee when they enter the game. All passes should be returned to the team at the end of the game. Miscellaneous: All games have an international start. Referees should arrive no later than 30 minutes prior to scheduled kick off time. Referee Fees: Game fees are to be paid to referees prior to kick-off if possible. The home team is responsible for payment: o U13,U14, U15, & U16: $145 total $65 – Head Referee, $40 x 2 - Assistant Referee o U17 & U18 Fees: $175 total $75 – Head Referee, $50 x 2 – Assistant Referee Uniforms: In a one-game weekend (teams will confirm uniform colors with each other) o Home Team: light jersey, light socks, any shorts o Away Team: dark jersey, dark socks, any shorts In a two-game weekend (teams will confirm uniform colors with each other) o Game #1 Home Team: light jersey, light socks, any shorts Away Team: dark shirt, dark socks, any shorts o Game #2 Home Team: dark jersey, dark socks, any shorts Away Team: light shirt, light socks, any shorts Page 2 of 3 Red Cards: Red cards should be reported immediately following the game to [email protected] The report should include age group, teams, player(s) sent off, the offense, and referee’s name, email and phone number. Referees should not keep player passes for players that are sent off, they should be returned to the team manager. Weather and Field Conditions: Once the Referee is present, the Referee determines safety of play. NCAA Lightning Safety Guidelines: o When 30 seconds elapse between visible lightning and hearing thunder, the front edge of the storm is within 6 miles of the venue. All individuals should seek shelter. o Competition may begin 30 minutes after the last visible lightning from a storm moving away from the venue. The Referee has final say as to when competition may resume and can add wait time if necessary. If competition must be suspended for the day due to weather and the 1st half is finished, the game will be considered a full game. The score at the time of the Referee’s whistle will be the final result, either upon the end of the 1st half or at the stop time during the 2nd half. Jewelry, Casts, Knee Braces: No jewelry of any kind is permitted during competition Knee and other braces with any metal parts are permissible provided no metal is exposed. Casts are permissible if they are covered and the referee does not consider them dangerous.
