2016 MyBlue Agent Commission Schedule Notification of 2016 Individual Business planned Commission Schedule Under the 2016 Commission Schedule, BCBSM/BCN will pay commission to agents based on the size of their active medical Under 65 book of business. In our effort to administer a more simplistic compensation structure, the New to Blue and Retention bonus programs will be discontinued in 2016. Commissions apply to all individual health products enrolled on or after November 1, 2015 with an effective date of January 1, 2016 or later. Member Type Book of Business 1-74 members Book of Business 75+ members New to Blue (Year 1) 3% 8% Retention (Years 2+) 3% 4% Guidelines and Information • Commission tiers will be reviewed and assigned annually based upon active medical, Under 65 enrolled individual business members. • To be considered for the 75+ member commission tier, you must have 75 or more active Under 65 medical members on your personal book of business as of August 31, 2015 and July 31st for every year thereafter. If this threshold is met, you will be assigned the 8%/4% commission schedule for the upcoming calendar year beginning January 1 and ending December 31. • Commission tiers are not guaranteed and may be changed by BCBSM/BCN if the agent is found not in compliance with all state and federal laws and regulations applicable to the agent’s representation of BCBSM/BCN. The agent shall also comply with all rules and instructions issued by BCBSM/BCN including, but not limited to, underwriting rules regarding the marketing, sale and servicing of any products offered through the company. • Additional considerations for commission tiers may be reviewed by BCBSM/BCN on a per case basis. Commission tier schedule excludes Web Based Entities (WBE’s). New to Blue/retention guidelines and information • Agent must be certified by the Federally Facilitated Marketplace (FFM) PRIOR to the sale or engagement of any Qualified Health Plan (QHP) enrollment. If the agent is found not to be FFM certified by the receipt date of the QHP application, that agent will not be eligible for commission payments on affected enrollments for the calendar year. Page | 1 • • Agent must be appointed with Blue Cross Blue Shield of MI/Blue Care Network Agent must actively facilitate their member’s enrollment to maintain agent of record status. • Agents may not reassign business underneath another agent or agents in order to meet 75 member level thresholds. • Agents may reassign business to another agent in the following circumstances, however if the agent does not actively request their business reassignment, Agent Administration will facilitate the reassignment upon notification. o Agent retires o Agent passes away o Agent leaves an agency o Agent moves to a non-agent role in the agency/changes role within the agency • New to Blue enrollment is defined as a CONTRACT that has not been in effect within any Blues individual plan for at least 3-months prior to the effective date of the most current enrollment. • New to Blue enrollments are paid at Year 1 pay levels for 12-consecutive months regardless of when enrollment occurs. Example: Agent X enrolls new to Blue member in October 2016 and is eligible for 8% commission tier. That CONTRACT will continue to pay Agent X at 8% until September 2017 assuming the contract remains active. Effective October 1, 2017 the aforementioned contract would drop to a 4% retention payout from that date forward. • Retention contracts are considered a CONTRACT that has been active longer than 12 consecutive months, or a CONTRACT that did not have a lapse in coverage greater than 3 consecutive months. Page | 2 General: applies to all sections of 2016 MyBlue Agent Commission Schedule • Commission amounts are determined based on the total paid premium, which is the sum of the premium paid by the insured plus any advanced premium tax credits (APTC) paid by the federal government. The commissionable premium will adjust anytime a change is made to the policy that affects the total premium, i.e., the addition of dependents, rate adjustments, coverage changes, etc. • Commissions will be paid monthly in the commission cycle following the payment by the insured. In the event that APTC covers the insured’s full premium amount, commissions will be paid as if a premium payment was received from the insured in that month. • Producing Agent must remain in good standing with BCBSM/BCN and as the agent of record to receive initial and renewal commissions. Good standing is defined as maintaining an active sales license, being appointed by BCBSM/BCN, and completing product training for BCBSM/BCN Plans. Commissions will cease upon the death of producing agent or when the contract is cancelled due to non-payment or customer request. • In order to be compensated for enrollments on the Federally Facilitated Marketplace (FFM), producing agent must complete the training, and testing requirements necessary to be registered to sell on the FFM. • Producing agent is responsible for understanding and complying with all state and federal requirements, including those applicable to all sales materials, and to remain informed on all rules and regulations provided to them by BCBSM/BCN in regard to the MyBlue individual products. • Commission schedules and payment intervals are subject to change at the sole discretion of BCBSM and BCN.
