Bhutanese soccer in Manchester NH Soccer Game Info and Code of Ethics Inter-State Bhutanese Soccer Tournament: 1. Tournament Information: PLACE: Manchester NH DATE: Fri/Sat/Sun, August 09, 10, & 11, 2013 AGES: No specific restriction on ages, however parent/guardian written consent required in case of minor player. 2. Organizer Information: Tournament is organized by Bhutanese Community of NH (BCNH), Division of NH Youth Empowerment club. Bhutanese Teams around USA are encouraged to participate. Please contact organizers for entry information. 4. Team size: Maximum Team members 17 including officials. Individual identification will be checked correspondingly to discourage non-Bhutanese involvement in tournament. 5. Application Deadline: Complete applications must be submitted to organizer before 28th 0f July 2013. The tournament committee will continue to accept applications until due date. Committee doesn’t accept admission from personal clubs and teams. The Committee reserves the right to close application date if the teams are more than enough. Team acceptance notification will be emailed upon selection. 6. Selection Process: All interested teams will be selected on first come first serve basis subject to any awful records if any. 7. Locations: All games will be held in Manchester NH. 8. Credentials Requirements: All players and coaches must check-in IN PERSON! Players will not be checked-in without all the proper paperwork. Wrist bands or a badge will be attached to confirmed coaches / managers must not be removed throughout the tournament. Each player and officials must show Green Card, Employment Authorization Card, or I-94 to prove Bhutanese. Organizers reserve the right to halt match to check identification in case of suspicion. Following Documents must be presented while checking in. Team lists and guest players’ forms incase not submitted. Permanent Resident card or any photo ID that proves your identity Signed Guardians/Parents Permit Form for under 18-year-age player. Required documents must be submitted before the tournament. 9. Game time: one hour play time with 10 minutes break. Refreshments will be provided at breaks. The tournament organizing committee reserves the right to adjust game time to accommodate inclement weather conditions. 10. Rest Periods depend on fixture. 11. Substitutions: FIFA rules will be applied as modified by organizing committee. Unlimited substitutions are allowed at breaks; throw-ins, kick-offs, goal kicks, injury times, and send-offs. 12. Cards, penalties and Send Offs: The tournament has a zero tolerance policy imposed. Send off rules are in accordance to FIFA, Any player or coach sent off for a red card will be suspended from next game. Team Managers wrist band or badge must be removed if they receive Red Card. The sendoff report will be forwarded to the Tournament organizing Committee to be used to assess the minimum mandatory penalties. Any player booked with a yellow card will result in reasonable fines as applicable and being decided by the committee. Additional penalties may be imposed if incase of further discussion and conflicts. In case of conflicts in the field, both the team will be given a time of 10 minutes to come up with concrete decision and solution. Failure to do so will result in immediate termination of both teams. 13. Game Format: Every team will play a maximum of three to four games. Games will be based on the fixture. A team playing four games will be arranged to play two games per day. 14. Awards: Winning team will take home trophies or individual prizes. All teams will get consolation prizes for their participation in the tournament. Prizes and trophies will be distributed on the third day. Best player will be chosen from each match throughout the tournament. 16. Start Times and Forfeitures: All games shall start within five (5) minutes of the scheduled time or when the field becomes available. If a team is not in the field with seven (7) players within the 5-minute grace period, and if tournament schedule error is not a factor, the game will be forfeited, and the team with sufficient team members shall win by a score of 1-0. If neither team has sufficient numbers of players, both teams will lose. Any game shall be terminated by referee for misconduct, both on and off the field. The terminated team will thereby lose the game. 17. Home Team: Home team will play the games on the regular basis as other teams but if the jersey color is similar or identical to the visiting team, the home team will be required to change the jersey. 18. Sportsmanship and Conduct: Good sportsmanship is expected from all participating players, officials and fans. Coaches are responsible for the conduct of their players, staff, parents and affiliated audiences. Any player found using abusive languages will be reported to the respective Team Manager and repeated use of abusive languages will result in termination of the player. No further discussion shall be considered, and a penalty fee will be deducted from the deposit amount based on the conduct. 19. Team Areas: The tournament committee recommends spectators and their teams to stay in separate areas. Team shall maintain a minimum distance of 10 yards from another team’s half-line. Referees are authorized to enforce the recommended side assignments if conflicts occur, or upon request of the coaches. Spectators’ area is generally the peripheral side (closest to the street and/or vendors). During the game, coaches and parents sharing a side may not cross-over the half-line of their respective teams. 20. Injuries and Medical Assistance: All the players, officials, and spectators are insured in the field. Any injuries must be reported to a tournament management committee and accident report form needs to be completed. 21. Weather Conditions: The tournament will proceed rain or shine. If necessary, by the Tournament Committee, games may be shortened or cancelled in case of extreme weather conditions. 22. Tournament Cancellation: If the tournament needs to be cancelled due to inclement weather, acts of civil disobedience, destruction of facilities or other circumstances beyond control, the tournament may retain up to 30% of the entry fee once the tournament’s expenses are verified and is approved by the Bhutanese Youths in Manchester, the organizing committee. 23. Lodging Information: Teams are encouraged to manage lodging facility. Only those with disabilities will be provided lodging and food facilities. Each team is required to find housing themselves. Soccer organizing committee will provide information on cheap lodging facilities. 24. Prohibitions: Use of tobacco products on the grounds of any public facility is a violation of NH State Law, and smoking is not permitted within 25 yards of the field. Alcohol on the field in any form is PROHIBITED in grounds or anywhere the tournament is held. No person may attend the tournament that is legally prohibited from contacting children. Person found drunk or intoxicated will not be permitted to enter the field. If found so, he/she will be face disciplinary actions. Any team (including players, coaches, parents and affiliated spectators) found violating these rules will automatically lost all games played, face possible termination from the tournament and will not be invited to any future tournaments hosted by Manchester Bhutanese Youth Club. Referees are authorized to cancel a game if any person affiliated with a team refuses to stop the use of tobacco or alcohol products or refuse to leave the soccer field if asked. 25. NH Driving Rules: NH Law requires all Vehicles to have license plate. Seat belts are mandatory for minors. Texting while driving is prohibited. 26. We, the Organizers do not take any responsibility for fights between players. Police officers will deal with such situation. 27. We, the organizers do not take any responsible for lost or stolen items. During game time, individual players are responsible for keeping their belongings safely. The team captains or managers are requested to fill out the format below with name of players, captain, Coach and manager. Note: Team Captains are asked to print the above guidelines with players names prior to coming to the match and the printed documents are to be submitted to the organizer. THE TOURNAMENT COMMITTEE RESERVES THE RIGHT TO ESTABLISH POLICY AS DEEMED NECESSARY IN REGARD TO PROBLEMS AND CIRCUMSTANCES THAT ARE NOT SPECIFICALLY COVERED.
