PLAYER GOALS PER DIVISION
A. One of the key components of the Town’s expectations in our sports programs is that each player learns an athletic skill for that
particular sport. As a guide, please keep these points in mind during the season to help ensure that each child learns basic skills at
each grade level.
1. 3rd-4th Grade:
a. Players call for the ball.
b. Players have a positive attitude and shows sportsmanship.
c. Players work to get the ball over the net from at least the 5’ Assistance Line.
d. Players can demonstrate the proper technique for bumping, setting, and serving.
2. 5th-6th Grade:
a. Players call for the ball.
b. Players have a positive attitude and shows sportsmanship.
c. Players work to serve overhand, or at least underhand from the normal service line.
d. Players know the base positions on the court.
e. Players work on setting the ball properly when appropriate.
f.
Players work to attack the ball.
3. 7th-8th Grade:
a. Players call for the ball.
b. Players have a positive attitude and shows sportsmanship.
c. Players work to serve overhand.
d. Players are in the ready position.
e. Players can demonstrate proper passing, setting, and hitting techniques.
f.
Players know the base positions on the court.
2.
ELIGIBILITY
A. Participants must be residents of the Town of Collierville unless approved by the department and participant pays appropriate nonresident fee.
B. Playing grade shall be determined by the grade during that particular season.
3.
PARKS & RECREATION STAFF
The Collierville Parks & Recreation Volleyball League will be supervised and administered by the Town of Collierville Parks, Recreation and

PARTICIPATION and SUBSTITUTION
A.
In an effort to ensure equal playing time, each participant must rotate in and out equally.
B.
Home Team shall take the bench to the left of the score’s table (as looking from score’s table at the court) and shall warm up
at their side of the court. The Visiting Team shall take the bench to the right of the score’s table (as looking from score’s
table at the court) and shall warm up at their side of the court.
C.
Any team may play in other tournaments put on by other organizations, as long as it does not interfere with CPRCA
D.
Recreational Volleyball season schedule. Once schedules are distributed to the coaches, there will be no
changes, unless approved by the Athletic Staff.
PLAYER WAITING LIST – The number of teams and roster sizes will be determined upon closing of registration. Once
registration has ended and/or teams and roster sizes are set, a waiting list will be used to place players registering late.
Players from this list may be used to complete roster limits. Once rosters are set, players will be called off this list only if
teams fall below the minimum roster size. In this case, the Athletic Staff will place the next player on the list on that team.
Coaches will be notified as promptly as possible of the addition.
4.
MINIMUM PLAYERS/GAME FORFEITURE
A.
A team must have at least three players by game time to start a game. If a team does not have at least three players by
game time, then the game clock will start. As soon as both teams have at least three players, then the game clock will be
stopped and the start of the game will resume. The team not at fault will serve the ball (or team who has four players first if
both teams do not have at least four players).
B.
If a team does not have three players when 10 minutes has expired, then the game will go down as a forfeit win to the
team not at fault. If both teams do not have at least three players at this time, it will go down as a double forfeit.
5.
BENCH PERSONNEL
A.
Only TWO non-players will be allowed on the bench at all times, unless approved by the Athletic Staff.
B.
Nobody other than the two non-players and players are allowed at/on the bench area.
C.
Coaches must remain in the bench area the entire game. Bench area is marked by a 28’ mark near center court.
D.
Coaches must not walk onto the court area, unless given permission by an official.
6.
GAME LENGTH
A.
Each match will last no more than 1 hour, unless in tournament play. In tournament play, the game will continue until there is
a winner.
7.
TIMEOUTS
A.
Each team will be given two (2) timeouts per game, and can be used any time during regulation play. Time outs are all one
(1) minute in length. Timeouts do not carry over from game to game.

If the third game does not count (meaning one team won the first two games), then teams do not get timeouts the third
game.
If the third game does not count (meaning one team won the first two games), then the third game will stop 10 minutes prior
to the next game’s start time. If it is the last game of the night, then the game will continue to the hour time limit or when
the score limit is reached.
GENERAL LEAGUE RULES
A.
No player, parent, or spectator is allowed, at any time, to converse (no matter in what manner) with any game official. Any
parent or spectator must call the Athletic Staff and make an appointment to set up a meeting to discuss any issues.
B.
Head coaches may request to converse with the officials during a timeout only. if a team is out of timeouts, the coach must
wait between games or the other team’s timeout to request permission from the official. If a rule interpretation is under
question, the coach must call a timeout and discuss with the official. If the call is overturned, the timeout will be returned to
the team.

The Collierville Parks, Recreation & Cultural Arts Department and the Collierville Sports Officials Association will not tolerate
any outburst (verbal or physical) from any coach, player, parent, or spectator at any time during or after the game. Any
physical or verbal abuse by a coach, player, parent or spectator will call for the following:
1. Warning to the Head Coach/ Coach in charge.
2. 1 point rewarded to the team not at fault AND the team not at fault will receive the serve (if they don’t
already).
3. If it continues, then the Head Coach/Coach in charge will be ejected from the game and premises.
Anyone (coach, player, parent, or spectator) who is ejected from a game must leave the premises immediately. Failure to
leave will result in Collierville Police Department being called. Premises is defined by the building and parking lot areas.
Anyone (coach, player, parent, or spectator) who is ejected from a game must serve a one game suspension. The participant
who is ejected cannot be on the premises during this suspension. Suspension may be more than one game if deemed
necessary by the Athletic Staff.
Depending on the severity of the offense (as deemed by the official and/or Athletic Staff), warnings may or may not be given.
Anyone (coach, player, parent, or spectator) may be ejected from the game/premises without warning.
Depending on the severity of the offense (as deemed by the official and/or Athletic Staff), any coach, player, parent or
spectator could face further suspension from any town event, if deemed appropriate by the Athletic Staff.
Coaches are responsible for their assistant coaches, players, parents and spectators at all times. Any coach that is warned
about verbal or physical abuse from coaches, players, parents or spectators towards anyone has the opportunity to restore
order. If a coach is unable to control the situation, the head coach must request the Athletic Coordinator or Athletic Assistant
to assist in controlling the situation. Any further matters will be handled between the spectator, parent, coach or player and
the Athletic Staff.
*Any player, parent, coach, or spectator may be disqualified from game/league, as deemed appropriate
by officials/Athletic Department, for any single flagrant act*
9.
TIE-BREAKERS AND STANDINGS
A.
Tie breakers for the end of the season league standings will be as follows:
a. Two-Team Tie:
1. Win-Loss record of the two teams in head to head competition.
2. If a tie still exists, the win-loss record of the two teams with the number one seeded team and
proceeding downward until a winner is decided will be used.
3. If a tie still exists, Athletic Staff will draw for tournament seeding.
b.
Three or More-team Tie:
1. Total win-loss record in all games among the tied teams will be used.
2. If a multi-tie still exists, then the win-loss record of the tied teams versus the number one seeded
team and proceeding downward until a winner is decided will be used.
3. If a multi-tie still exists, the Athletic Staff will draw for tournament seeding.
10. AWARD & TROPHY PACKAGE
A.
Trophies/awards will be given to the following in each league:
1. League Champion

3. Tournament Runner Up
11. GENERAL LEAGUE RULES
A.
Before the start of each match, the coaches will meet the referee no later than five minutes before the start of the game. The
Home Team will decide whether to serve or receive. After the first game, the losing team will begin serving.
B.
Time between games is two (2) minutes.
C.
Each team will court a maximum of six (6) players and a minimum of three (3) players.
D.
If a ball hits the ceiling but stays on the same side of the court, it is considered playable; however, if a ball hits the ceiling and
then crosses over the net onto the opponents’ side of the court, it is considered a dead ball and a point is awarded to the team
not at fault.
E.
A legal hit is any contact with the ball by any part of the player’s body, which does not visibly allow the ball to come to a rest.
F.
Lifting/Carrying/Palming – a ball is considered a fault if the ball “does not rebound from contact”. A ball will be called a
carry if it is hit with the palm or if the player makes too much contact with the ball.

NO SPIKING in 3rd-4th Grade Division.

SPIKING IS ALLOWED IN THE 5TH-8TH GRADE DIVISIONS ONLY. Spiking is defined as a player who leaves her feet
and forcibly strikes the ball in a downward angle at the opponent’s side of the court. If a player does not leave her feet, it is
never considered a spike.
NO LIBERO EXCEPT.
Maximum of three (3) hits per side.
Player may not hit the ball twice in succession (a block is NOT considered a hit).
Ball may be played off the net during a volley.
A ball touching a boundary line is “IN”.
If two or more players contact the ball simultaneously, it is considered one hit and the players involved may not participate in
the next hit.
Front row players may not block or spike a serve.
No back row player may block or attack inside the 10 foot Attack Line.
A foot fault will be called if the entire foot is completely across the center line.
No reaching over the net except for a follow through or blocking after the opponent has hit the ball.
12. LEAGUE RULES BY DIVISION
A.
3-4th Grade (Little Setters)
a. THE MATCH – All regular season matches will consist of three games.
b. SCORING – (Scoring will be kept for game length purposes only = NO STANDINGS WILL BE KEPT). Rally
scoring will be used, meaning a point will be scored on every serve.

Game 1 = first to 25 points, win by 2.

Game 2 = first to 25 points, win by 2.

Game 3 = first to 15 points, WIN BY 2.
c. TIME LIMIT – 1 hour.
d. THE SERVE – the serve will be from the normal service line (30’) or the 5’ Assistance Line, marked on the court.
Both feet must be behind the Service Line/Assistance Line until contact is made with the ball. Once contact is
made with the ball, the player may cross the Service Line/Assistance Line.

If the ball is served, makes contact with the net and lands on the serving team’s side, then the
receiving team gets a point and the next serve. If the ball is served, makes contact with the net and
goes to the receiving team’s side, then the ball is in play.

Ball will be served underhanded or over handed. There is a limit of one (1) overhand serve per
service.

Server has a limit of five (5) total, successful serves. After five successful winning serves, a team
retains the serve but the next player in the rotation becomes the server.
e. SIDE CHANGE – Teams do not have to change sides after each game; however, IF BOTH TEAMS AGREE,
teams may change after each game.
f.
BALL – this league will use a Volley Lite ball.
B.
5-6th Grade (Darlings)
a. THE MATCH – All regular season matches will consist of three games.
b. SCORING – Rally scoring will be used, meaning a point will be scored on every serve.

Game 1 = first to 25 points, win by 2.

Game 2 = first to 25 points, win by 2.

Game 3 = first to 15 points, WIN BY 2.
c. TIME LIMIT – 1 hour.
d. THE SERVE – the serve will be from the normal service line (30’) or the 5’ Assistance Line, marked on the court.
Both feet must be behind the Service Line/Assistance Line until contact is made with the ball. Once contact is

Game 3 = first to 15 points, WIN BY 2.
c. TIME LIMIT – 1 hour.
d. THE SERVE – the serve will be from the normal service line (30’). THERE IS NO ASSISTANCE LINE. Both feet
must be behind the Service Line until contact is made with the ball. Once contact is made with the ball, the
player may cross the Service Line/Assistance Line.

If the ball is served, makes contact with the net and lands on the serving team’s side, then the
receiving team gets a point and the next serve. If the ball is served, makes contact with the net and
goes to the receiving team’s side, then the ball is in play.

Ball will be served underhanded or over handed. There is a limit of five (5) overhand serves per
service. All overhand serves must be made from behind the Normal Service Line.


13. ROTATION/POSITIONS
A.
Rotation will be up to the team as long as girls rotate In and OUT equally. If a team is found abusing the rotation rules,
then the Athletic Staff will determine the mandatory rotation.
