Guidance notes for completing the Site Allocation Request (SAR)
1. The Project Applicant is required to respond to all questions and appendices contained in the SAR
document as thoroughly and accurately as possible. The SAR questions are designed to provide the Royal
Commission with sufficient information to perform a comprehensive evaluation and assessment of a
proposed project as part of the site allocation process.
If responses to questions are not provided, the processing of the SAR application may be delayed until
satisfactory answers are provided.
2. In the event that information requested in the SAR does not apply, please insert NA (i.e., Not Applicable).
Nevertheless, all NA responses must be substantiated (i.e., sufficient detail must be provided to the Royal
Commission to validate the NA response). In cases where there is insufficient space to provide more
complete details, the Project Applicant is encouraged to include any and all such supporting documentation
as attachments to the SAR document.
3. Although certain SAR questions will be answered on the basis of preliminary project information, these
“preliminary” responses should be noted as preliminary and updated when more applicable or refined
information becomes available.
4. As part of the SAR submittal, a conceptual plan layout of the project facilities, a process flow diagram (nonproprietary) of the process, and the technical feasibility study (as submitted to Ministry of Commerce and
Industry or SAGIA) must be provided.
5. The conceptual plan layout (Item 9) while not developed for a specific industrial site, should clearly illustrate
the location and dimensions of all major facilities within the property lines to enable the Royal Commission
to identify the most appropriate industrial site for the project.
6. The process flow diagram (non-proprietary) of the process should take the form of an illustration plan
showing the sequence of operations from raw material storage to the finished product stores. A narrative
description should accompany the diagram to explain the process in greater detail.
7. In written format, a clear project scope definition document should be included as an attachment to the SAR
submittal. This document should provide a complete description of the project objectives including
technical and process details.
8. Please note that completion of Attachment 1, Environmental Screening Questionnaire, will not preclude the
Royal Commission from requesting additional environmental information and/or a comprehensive Permit
Application Package (PAP) and Environmental Impact Assessment.

9. Land Requirement
As an attachment to this application, provide a scaled drawing (reproducible "E" size -- approximately 84 x 103
cm and 11” x 17”) showing the proposed layout of plant facilities. This drawing should show the total land
required by phase (i.e., initial development, then future expansion, if any).
The layout should reflect a standard lot configuration; however, it should not relate to a specific industrial lot in
Madinat Al-Jubail Al-Sinaiyah. To the extent possible, the layout should clearly illustrate the location and
dimensions of all major facilities within the property lines, including:

Production or manufacturing areas.

Administration buildings, employee service facilities such as change rooms, Mosque, training facilities, etc.

Utility service facilities such as electrical control rooms/substations, emergency electrical generators, water
treatment, steam generation, etc.

Location and dimensions of potable, fire and waste water storage tanks, if applicable.

Conceptual layout of perimeter fence showing entry points allocated for emergencies, vehicular access and
the gate house.

Location of above ground pipe ways, flare stacks, if any, and fuel feedstock storage tanks.

Warehouses and maintenance facilities.

Storage areas, car parking, roads, loading areas, etc.

Areas reserved for landscaping.
The plot plan should also illustrate the required Royal Commission setbacks. Setbacks include areas between
the various buildings and facilities within the plant site and collectively between them and the plant site
boundaries (i.e., property line).
In addition to the overall plot plan, detailed layouts of the following -- if available -- will assist the Royal
Commission in the review of the proposed project:





Type and location of production equipment and machinery.
Clear areas provided between machinery and equipment.
Areas provided for temporary storage within the production flow.
Raw materials and products storage.
Maintenance workshop and replacement parts storage.
NOTE: Your proposed layout will be reviewed in detail for efficient utilization of land. The total land area
requested should be the minimum requirement for the safe and efficient operation of your plant.
