All rules and regulations in the Dixie Youth Baseball Rule Book shall apply to tournament play except for these regulations: (a) The Division II “O”Zone, Division II AAA, Division II Coach Pitch and Machine Pitch and Division I and Division II T-Ball teams will not advance further than the state tournaments unless a DYB Invitational Tournament becomes available. There may be teams from Division I T-Ball, 9-Under and 11-Under State and Regional Tournaments to advance to the DYB Invitational World Series Tournaments. The number of teams advancing to these tournaments will be determined by the host of the tournaments. (b) A franchised league may have a 9-U and or an 11-U tournament team. A franchised league must field a 10-U, or 12-U tournament team before forming a 9-U or 11-U team. A multi-league (two or more leagues under the same organization) of not more than 10 teams combined may form a 9-U and an 11-U team with players in both of their franchised leagues. One of the franchised leagues must have a 10-U or 12-U team in the age division. Also, a multi-league with an American League and a National League may have a 9-U tournament team from the American League and a 10-U team from the National League. Combined single franchised leagues of not more than 10 combined teams may form a 9-U and or 11-U team if each single franchised league has selected a 10-U or 12-U tournament team first. (c) If there is only one team from a district in any of the Texas Divisions, that team may advance straight to the Texas Regional or State Tournament. (d) The 9-U, 11-U and all ages of Division II tournament games shall be played with the continuous batting order and have a 2 hour time limit. A game is considered regulation after time has expired and four (4) complete innings (3 innings for 9-U and T-Ball) have been completed. A new inning starts when the third out has been made with the home team batting. All players must play six (6) defensive outs unless the game is shortened by the run rule, time limit or weather. (e) All Division II, 9-U and 11-U tournament teams shall have a minimum of 10 or a maximum 12 players on a tournament team. A team will be required to start a tournament with the number of players listed on the tournament affidavit at the credentials meeting for each level of tournament play. A player may be replaced, but a player cannot be added after the district credentials meeting. It is mandatory that all players listed on the tournament team affidavit participate per the player participation rule. (f) In Division II play only a courtesy runner may be used for the pitcher and catcher when there are two outs. The last player in the line-up to have made an 3 out must be used as the courtesy runner. This rule shall not be used In Division I games. (g) Protest appeals will be taken no higher than the State Director. Dixie Youth Division II Criteria: 1) The UIL District school enrollment chart will be used to determine school enrollment. The DYB league boundary total school enrollment must not exceed the U. I. L. AAA classification, or 2) A league shall not exceed 44 registered players in any division; 3) The T-ball (5-6) and “AA” (7-8) age divisions may be classified the same (Division I or Division II) as the league’s “AAA” (9-10) division. 4) A league that has 26 or less players; but, does not qualify for Division II because of exceeding the U. I. L. AAA classification rule, may apply for Division II status. The league must submit their request annually to the District Director. The District Director will investigate the request and make a recommendation to the State Director for approval of the league’s request for Division II Status. 5) Leagues must declare by May 1 if they will participate in Division II. League who qualify for Division II do not have to play in Division II if they want to play in Division I. Texas Dixie Youth Baseball, Inc. T-Ball Rules – (6 & Under) Rules and Regulations IMPORTANT! The Official Dixie Youth rules as currently in use will be the basic set of rules except for the rules listed in this book. Playing Field (a) Bases will be fifty (50’) feet apart. The pitching rubber will be forty (40’) feet from home plate. An adult pitching rubber will be used. (b) There will be a 12’ diameter circled marked around the center of the pitching rubber. (c) The outfield fence will be no less than 100 ft. and no more than 125 ft. from home plate. (d) There will be a coaching box marked 6 ft. from first and third base foul lines. (e) It is recommended that a safety base be used at first base in tournament play. (f) Hash marks must be painted half the distance between each base. An arch must be painted 20 ft from the baseline from first base around to third base. Coaches (a) Each team will be allowed a Manager and three (3) coaches. 4 (b) No more than three (3) coaches are allowed on the playing field at one time. One coach at 1st and 3rd base coaching boxes and one at Home Plate. The home plate coach may not instruct runners. There will be no defensive coaches allowed on the field. The fourth adult coach must remain in the dugout at all times to watch the players. (c) Base coaches may not touch a runner at any time during play - PENALTY: Runner will be called out. (d) Home Plate coach may set (physically touch or place in the batter box) the batter once per time at bat. Penalty: The coach will receive a warning for the first offence. Upon the second offence, the batter shall be called out. Players (a) There will be ten (10) defensive players with no more than five (5) players on the infield including the pitcher. The position of catcher must be occupied. The player at the catcher’s position will not be down behind the plate, but will be positioned by the umpire and must wear protective helmet with mask or batting helmet with face shield. There will be four (4) players in the outfield. Outfielders can play anywhere in the outfield but must stay behind 20 foot marked line until the ball is hit. Infielders shall play no closer that the halfway mark to home plate. (b) All players will play a minimum of two (2) defensive innings per game. Refer to the DYB Official Rules & Regulations, Regulation IX, (C), DEFENSIVE PARTICIPATION REQUIREMENTS, for scorer and coach’s responsibilities and the penalty for violation of this rule. (c) Absent players must be reported to the Tournament Director and Official Scorekeeper prior to beginning of game. A player may be excused for one day for religious reasons if he is declared at the credentials meeting prior to the first game of the tournament. If a player is not excused and misses a game, the head coach will be required to sit out that game. (d) All players on a team will bat in a continuous batting order. Players arriving late will be entered at the end of the batting order. A player that gets sick and goes back into the game will bat in the same place in the batting order as when they left the game. An out shall not be recorded for the missing player. (e) Uniforms can be an All-Star uniform or their regular season uniform with an All-Star cap. The DYB patch is required on the left sleeve. SHORTS WILL NOT BE ALLOWED. General Rules (a) A complete game will be five (5) innings unless a team is ahead 15 runs after 3 complete innings or 8 runs after 4 innings. A maximum of only seven (7) runs can be scored in any inning. (b) An inning will be completed when both teams have acquired three (3) offensive outs or scored a maximum of seven runs. (c) All offensive players will be in the batting order whether they are in the 5 game on defense. (d) All players on offense must remain in the dugout at all times unless batting, on deck or base running. All players not in the dugout must wear a batting helmet. (e) The batter will be allowed three (3) swings off the tee to hit a fair ball. A foul on the third swing will be an OUT. For a ball to be fair it must travel at least ten (10’) feet from home plate. This area will be marked with a chalk line arcing from foul line to foul line. (f) Any regulation (see DYB rulebook) bat of 28 inches or less may be used. (g) Batters will not be allowed to bunt the ball. If the batter bunts or does not take a full swing (in the judgment of the umpire), the batter will be called OUT. The batter must have both feet in the batter’s box. The batter will be called out if he slings the bat after one warning per player is given. (h) Pitchers must wear a batting helmet with a face shield (softball like face shield is approved and does not require wearing a helmet). The defensive team will place a player in the designated pitching circle and have one foot inside the pitching circle until the ball is hit. PENALTY: the offensive team has the option of accepting a hit or taking no swing. (i) Base runner must stay in contact with the base until the ball is hit. Leaving the base too soon will result in the defensive team having the option of keeping or rejecting any part of the play. (The runner is not out) (j) Any base runner missing a base will be called out ONLY when the umpire sees and calls it. The out will be called at the end of the play. NO APPEAL ON THIS CALL. At home plate the runner will be called out if, in the umpire’s judgment, the runner makes no attempt to return to the plate and is leaving the field of play. (k) The base runner must slide or attempt to go around and avoid the play at any base other than first base if the defense is attempting (a thrown ball must be in the air and the defensive player waiting to make the catch on a catchable ball) to make a play at the base. The defensive player cannot block the base or baseline without possession of the ball. Obstruction will be called and the runner will be awarded the base. (l) Play will end when the pitcher has the ball in his possession in the pitcher’s circle. Any runner that has reached a halfway mark prior to the pitcher having possession of the ball in the pitcher’s circle will be allowed to advance to the next base. If the pitcher has possession and is in the pitchers circle, the runner will stop at the next base. Time out by the umpire cannot be called until the ball is in control of a player in the infield and in the judgment of the umpire, the play has come to a halt or stand-off. (m) The infield fly shall not apply. (n) Base stealing is not allowed. (o) Defensive players will not be allowed between the half way mark between home plate and first base or home third base and home plate before the ball is hit. The second base and short stop position cannot play any closer than the pitcher’s 6 mound on defense. (p) If a defensive player touches a hit ball that is rolling inside the home plate 10 ft, arc before it comes to a complete stop, the batter will be awarded first base and all forced runners will advance one base. (q) Protest for local league play shall not be appealed any further than the District Director. T-Ball Tournament Play: (a) Official baseballs will be the Mac Gregor Level 5 ball. This ball does not require the Commissioner’s signature. The Mac Gregor standard tee (BBATTEE) or a tee like it shall be the official type of tee for all DYB tournament play. (b) PROTEST RULINGS: a protest for any tournament play must be filed with the District Director and then appealed by the district director no further than the State Director. (c) No game can start after 9:30 P.M. unless approved by the District Director or Tournament Director. (d) Tournament games must be played until completed or determined by the run rule or the 2-hour time limit. (e) Coaches cannot go outside the playing field without the permission of the umpire. Coaches will be removed from the game for violation. (f) Face mask and chin straps on batting helmets are a league option. (g) Tournament teams must have 12 player rosters for Division I and Division II shall have a minimum of 10 and maximum of 12 players. A team will be required to start a tournament with the required number of 12 players or for Division II the number of players listed on the tournament team affidavit at the credentials meeting for each level of tournament play. (h) Each franchised league may elect to have more than one tournament team. DIXIE YOUTH TOURNAMENTS Policies and Regulations I. District Tournament Regulations: (a) District and Sub-district tournaments must be offered to all eligible leagues on a rotating basis provided the league facilities meet the Dixie Youth Tournament specifications. The District Director has the authority to approve playing facilities. (b) The District Director shall meet with representatives of each league within each district to determine requirements for Sub-district and District Tournaments. (c) It is the responsibility of each District Director to notify the State Director of the dates and sites of each level of tournament play within the district. (d) Teams will be responsible for their own transportation to and from the District and State Tournaments. 7 (e) The tournament host of each sub-district or district tournament shall have a designated person to take a team picture of every team in the tournament prior to the team’s first tournament game. These team pictures MUST be emailed to the district director no later than the second day of the tournament. Each player, manager and coach in the photograph must be properly dressed in uniform. Except for T-ball, Coach Pitch and Machine Pitch teams, there shall be no more than three coaches in the photo. T-Ball, Coach Pitch and Machine Pitch may have four coaches in the team photo. There shall not be any bat boys / girls in the photo. (f) A franchised league may select more than one tournament team in all age divisions. The primary team must declare in writing what they will play, Majors, “O”Zone, “O”Zone Division II, AAA or AAA Division II, Coach Pitch or Coach Pitch Division II or Machine Pitch or Machine Pitch Division II, T-ball or T-ball Division II. In districts where there are only “O”Zone tournaments, each team agreeing to advance to the Majors State tournament must agree in writing to do so at the district credentials meeting. Only the third place or below team in the “O”Zone district tournament may advance to the Majors State Tournament. Exception: If there are only two “O”Zone teams in a district tournament, the second-place team may advance to the Majors State Tournament. If the district has only one team advancing to the “O”Zone Regional Tournament, the secondplace team may advance to the Majors State Tournament. In tournaments where both the Division I Leagues and Division II Leagues play together in the same district tournament, the Division II Leagues who wish to have the option to advance to either the Division I or Division II Regional and State Tournaments must declare at the district credentials meeting one or both that they will agree to advance. (g) 9-U and 11-U teams can play in the 10-U and 12-U district tournaments. If they place in a position to advance to a Regional Tournament, they must advance. If they do not place they may advance to the 9-U or 11-U State Tournament. Division I Multi-leagues who make one team from two leagues can advance only to the 9-U or 11-U state tournaments. In the case that there are two teams of the 9-U or 11-U age that do not advance, • the team with the most wins in the district tournament may advance or; • there may be a one game play-off to determine who advances or; • if both teams have the same number of wins, there shall be a one game play-off. (h) A 9-U or 11-U team may choose to advance to the AAA or 12-U Majors State Tournament. (i) The district director may allow a Division I team that cannot find the required 12 players to play with less than 12 players in the sub-district or district tournament. A team who is given this exception shall not be allowed to add players during the tournament and shall not be allowed to advance to the next level of tournament play. (j) Each district will play the shorter 3 and 4-day tournament brackets unless 8 the district votes to play the conventional 5 and 6 day brackets. Each state and regional tournament will play the 3 and 4-day brackets. The shorter brackets will require double headers (approved in the DYB Rules and Regulations). The pitching rules will not and cannot be changed or modified for the shorter brackets. District tournament play should not be scheduled on Sundays any earlier than 1:00 PM. In order to reduce team expenses, it will be necessary to play on Sunday in Regional and State Tournaments. (k) Five Team Brackets - The traditional five team DYB bracket, a five team DYB approved modified bracket or round robin format may be used. If the traditional five team DYB bracket or the DYB approved modified bracket cannot be agreed upon by all tournament team coaches, the round robin format will be used. Coaches from all five teams will sign the bracket stating that they understand the format after the bracket is drawn. (l) There shall be a seven (7) run limit per inning for Coach Pitch and Machine Pitch in district tournaments only. The sixth inning is an open inning with no limit in the number of runs that can be scored. If the visiting team is leading by 8 runs or more in extra innings, the game is over and the home team does not bat. (m) Both Division I and Division II tournament games of all ages shall play with a 2-hour time limit. Exception: In Division I the championship game and the If Necessary game will not be played with a time limit. (n) Two teams from a multi-league shall not play each other in the first round of any tournament. (o) A maximum of $4.00 for adults and $1.00 for children under 12 yr. old will be the standard gate charges at all sub-district and district tournaments. Gate charges at Regional and State Tournaments shall be established by the State Director. Where there are double headers and the shorter brackets are played, the gate charge shall be adjusted to accommodate “Day Passes”. In some cases there will be a gate fee collected each time the ballpark is entered for a game. These fees must be approved by the state director. (p) No food, drinks or coolers can be taken into a ballpark at a Dixie Youth Tournament that is using their concession for fund raising. Anyone observed bringing these items into the ballpark, may be asked to leave. Upon refusal to leave, the local police may be called. II. District Tournament Host Requirements: (a) The host league will pay to the District Director a maximum of $300 tournament fee. Tournaments of 5 teams and less shall be at a reduced fee. (b) Each district shall determine the method to raise funds for the Dixie Youth Scholarship Fund at district tournaments. (c) The host shall furnish Official Dixie Youth baseballs from approved ball manufacturers bearing the signature of the Commissioner of Dixie Youth Baseball, Inc., scorekeeper, umpires and trophies. (d) It is recommended that the district specify the size and type of trophies for 9 district tournaments. The district director may collect the cost of the trophies from the tournament host and buy trophies for all the district tournaments. (e) The host shall provide two umpires for each tournament game. The umpires must be registered DYB umpires. Umpires who have attended an umpire clinic within the past 3-years. III. State Tournament Host Requirements: (a) State tournaments are awarded per the highest monetary bid at the Spring Dixie Youth State Conference that is conducted in Longview, Texas on the last Sunday in January. The host requirements can be found on the Texas web page or a copy may be obtained from the State Director. IV. General Tournament Requirements (a) Players absent at a tournament game must be reported to the Tournament Director and Official Scorekeeper prior to beginning of game. A player may be excused for one day for religious reasons if he/she is declared at the credentials meeting prior to the first game of the tournament. Weddings and church camp are not excused absences. Failure to notify the tournament director or scorekeeper of a player who is absent may require the manager to sit out that game. (b) If a player is not excused and misses a game, the manager will be required to sit out that game. It is the responsibility of the manager to show proof of player sickness or emergencies that prevents a player from being available to participate in a tournament game. A player shall not be excused from a team for vacation or to play select baseball. In case of a player leaving a team and not replaced prior to his or her team being eliminated for either of these reasons, the manager of the team shall not be allowed to participate (coach) with the team for the remainder of the tournament. This penalty is authorized under regulation IV, (c) of the Dixie Youth Rule Book. A player must be used to coach one of the bases. (c) Any player absent at the beginning of a game may be entered at the end of the batting line up and the manager sitting out will be allowed into the game. The player must fulfill all participation requirements per the DYB Rulebook. (d) Coaches must attend the coaches meeting at the District, Regional and State Tournaments. If a team does not send at least one coach to the coaches meeting, the Manager of the team may be suspended and not allowed to coach in the first game. Teams failing to be present at the district credentials meetings (including Regional and State Host Tournament teams) with the player affidavit, birth records and medical release forms shall forfeit their right to compete in tournament play (Regulation V. (d) in Dixie Youth Rule Book. The District Director has the authority to apply this rule. (e) A coach who leaves a tournament team and not replaced prior to his or her team being eliminated shall be disqualified to coach any future DYB tournament teams. This penalty is authorized under regulation IV, (g) of the Dixie Youth Rule 10 Book. (f) At district level, in cases of emergency, job requirements, sickness or injury a substitute coach may be used for one day only. The substitute coach must be the dugout coach and must stay inside the dugout at all times. If the original coach misses more than one day, he or she must be replaced or a player with a batting helmet be used as a base coach. (h) Tournament Teams shall not be allowed wear “Select Team Uniforms” or uniforms with “Select Team” names. Exception: A tournament team may use the mascot name of the local schools. (i) District, Regional and State Tournament managers and coaches shall wear: 1) Coaches may wear baseball uniforms identical to the players on the team. 2) Coaches may wear shirts identical to the players with the DYB patch. 3) Coaches may wear polo shirts, golf shirts, sport shirt, etc. All coaches’ shirts must be identical style and the same color. DYB patches must be placed on the left sleeve two inches above the bottom of the sleeve. 4) Coaches may wear only black, gray or khaki color long pants (“Dockers” style plain or pleated). Cargo pants, coaching pants or Jeans / denims of any color shall not be worn. 5) Coaches may wear only black, gray or khaki color shorts (“Dockers” style plain or pleated}. Cargo shorts, coaching shorts, golf short or jean / denim shorts of a color shall not be worn. 6) All coaches must be dressed identically. Example: If one coach wears a uniform, all coaches must wear a uniform. If one coach wears long pants, all must wear them. If one coach wears shorts, all must wear them. 7) Caps matching the team caps shall be worn by all coaches. Visors are allowed only when all coaches on the team wear visors. No coach will be allowed on the field without a cap or visor. 8) Shoes shall be a coaches’ style shoe, tennis shoe, athletic shoe, leather closed toed shoe, etc. Coaches shall not wear boots, sandals, flip flop or shoes, which in the opinion of the DYB tournament director, is not appropriate. 9) Penalty: Coaches not dressed in the manner outlined in this dress code will not be allowed on the playing field or in the team dugout before, during or after the game. NOTE: Rule Interpretation – when a game is shortened by the run rule and a player or players have not batted, the game shall continue until all players have batted. The inning will not continue after remaining players have batted. V. Drawing Procedure for State Tournament Brackets: (a) If a district has separate tournaments, the tournaments must be declared 11 Sub-district “A” and Sub-district “B” no later than the credentials meeting. The winner of each sub-district will go into the state bracket as drawn. If the district has three positions, the runner-up team from both tournaments will have a play off for the “C” position in the state tournament. If there are two sub-district tournaments and only one state tournament position, the winners of the two subdistricts will have a play off for the state tournament. (b) If a district has one tournament for each age division, the winner of that tournament will take the “A” position and the runner-up will take the “B” position in the state tournament bracket as drawn. If the district has three positions in the state tournament bracket, the “C” position will be filled by the third place finisher in that tournament. All bracket positions are by random draw. (c) All Regional Tournaments brackets positions will be drawn so that two teams from the same district will not be put into the first game against each other. All positions will be put into a hat and randomly drawn. The “A” teams will be drawn first and the “B” teams will be drawn second. When a district has three positions, the third position will be placed as an “A” or “B” team as drawn. No bracket will have more than two positions from the same district unless it is required to fill a bracket. If a district has more than two positions in a tournament bracket, the “C” and or “D” teams may have to play someone from their district in the first game. (d) When possible two teams from the same district will not be placed in a bracket to play each other in their first tournament game of a bracket. (e) The State Director has the authority to change the state tournament brackets as necessary for teams that drop out or additions caused by oversight. Replacement teams will be placed in the bracket position of the team that dropped out. If a team drops out and the position cannot be filled, the State Director has the authority to leave the position unfilled or move all teams under the vacant position up one position. (f) All Regional and State brackets are filled by random draw. (g) District who have Regional or State Tournament Host teams will have one less allotted team to advance from their district tournament. (h) The “If Necessary” game in all state tournament brackets will be scheduled as a double header on the last day. VI. Advancing More than One Team from Double Elimination Brackets (a) The Double elimination bracket must be played to completion and the winner of the tournament shall automatically advance. 1. If two teams are advanced to the next level of tournament play, the last two teams in the tournament to play in the final championship game shall be declared the champion and second place teams and shall be the two teams to advance. 2. In the case of two teams tied for third, the two teams will play a one game play-off. If there are three teams tied for third, the Tie Breaker Rules will 12 be applied. Tie Breaker Rules Rule 1. Coin Flip - (If both coaches do not want to do coin flip, most runs scored in the tournament shall be used) VII. Conduct and Sportsmanship – Tournament Play: (a) Members of one team shall not ride, kid, heckle, poke fun at, or in any other manner do anything that in the opinion of the umpire distracts the opposing team. The penalty for violation of this rule shall be the removal of the guilty player, players, and/or coach or manager from the game and from the dugout. (b) The use of any alcoholic beverage or tobacco product within the confines of the playing field, dugout or bench by any manager, coach, player, umpire or league official is prohibited. The penalty for violation of this rule shall be the removal of the guilty manager, coach, player, umpire or official from the game and from the dugout. (c) Local leagues have the authority, as permitted by local and state law, to remove or ban from the league’s playing facilities any spectator who is flagrantly displaying unsportsmanlike conduct, profanity, or who threatens physical harm to umpires, players, managers, coaches or league officials. This authority extends to all scheduled regular games or tournament games played at its playing facilities. (d) In cases of crowd control and disorderly conduct of individuals at the tournaments, it is the responsibility of the local league host officials to support and work with the Dixie Tournament Officials. (e) Coaches who are ejected from a tournament game may return the next game or may receive a one game suspension or a tournament suspension and are subject to a one year probation or suspension from coaching Dixie Youth tournament teams. (f) Any DYB Director has the authority to eject a coach from a tournament game. Texas Umpire Requirements Texas Dixie Youth Baseball, Inc. 13 1. All umpires who are working local league or tournament games shall be registered as a Texas DYB Umpire. 2. Umpires for DYB Tournaments at all levels must be 21 years of age. Exception must be approved by the State Director. 3. All District Umpires must be registered with Texas DYB. Umpires who have attended a DYB Umpire Clinic within past 3 years (starting with 2012) shall be assigned first. 4. All State and Regional Umpires must be registered with DYB and have attended a DYB Umpire Clinic within the past 3 year period starting with 2012. An umpire who is current in attending a clinic shall be assigned first. 5. Umpires who attend a clinic shall be issued a DYB Umpire Card that will include an expiration date. 6. Definition of Local League Umpire – an umpire who has worked three or more times for a local league during local league play. 7. Regional and State Tournament Umpire game rates shall be a minimum of $30 per game for T-ball and AA and a minimum of $40 per game for AAA, Majors and Ozone. 8. The State or Regional tournament host shall provide a list of local umpires by June 15. 9. The State 2 of 3 game championship series for T-ball and AA shall be $30 per game, Ozone, Ozone Jr., AAA and AAA Jr. shall be $40 per game. Umpires for this series shall be assigned by the State Umpire Coordinator and approved by the State Director. 10. An umpire must have worked a State Regional and or State Tournament for two years and recommended by a Dixie Director or State Umpire Coordinator to be eligible to apply to work a World Series. 11. World Series Umpire applications must be submitted to the State Director and post marked no later than April 15. If sent by email, applications must be received no later than April 15. 12. World Series Umpires shall receive a hotel and mileage allowance that does not include full reimbursement of expenses. 13.
