VSA – Volleyball SA, Volleyball South Australia or the South Australian Volleyball Association
AVF – Australian Volleyball Federation
The Competition – The 2012 Volleyball South Australia Junior League Competition
Board - the board of management of VSA.
General Manager - General Manager of VSA or their nominee.
Referee - a referee engaged by VSA to officiate a State League Competition match.
Team Official - Coach, Assistant Coach, Manager or Trainer
Match Official – a First or Second Referee
4. Aims & Purposes of the Volleyball SA Junior League Competition
4.1. The Volleyball SA Junior League Competition is run to achieve the following goals;
4.1.1. To expose all South Australian U19 Players to Volleyball.
4.1.2. To expand the player and support staff base of Volleyball in South Australia
4.1.3. To provide a structured competition for all South Australian Junior Indoor Volleyballers.
4.1.4. To provide part of the pathway for athletes heading towards the state, national and international
levels of competition.
4.2. The Volleyball SA Junior League Competition will be run adhering to the following guidelines:
4.2.1. Volleyball SA will undertake to provide a clean and safe environment for all matches
4.2.2. Volleyball SA will provide suitably qualified and experienced referees and Competition officials
4.2.3. Volleyball SA will provide appropriate score sheets, score boards and balls for all matches as
outlined in this document
4.2.4. Volleyball SA will ensure that all courts are safe and have correct equipment in place
4.2.5. Volleyball SA will ensure that Premiership tables are available by 12pm on Tuesday following
the completed round

All teams will be given 1 weeks’ notice of any draw changes and for finals match times.
Volleyball SA will provide adequate seating for finals matches.
5. Staff
5.1. Program Coordinator – This person is responsible for the general operation of Junior League
5.2. Referee Coordinator– This person is a State Level Referee and is responsible for all technical rulings
and advises duty teams and referees on the application of the rules of the competition. This person can
also accredit and upgrade referees.
5.3. Arena Coordinator – There will be a person in this role at every venue who is responsible for the
management of the competition at their venue. This person is also, at minimum, a Regional Referee
and is responsible for all technical rulings of the rules of the competition.
5.4. Referees – A First Referee will be provided for every game.
6. Event Venues
6.1. There will be four (4) venues used for Junior League in 2012

7. Competition Regulations & By Laws
7.1.
7.1.1.
Age Groups & Divisions
The Competition will offer the following age groups
Under 19
Under 15
Born 1994 or later
Born 1998 or later
Cannot turn 19 or older in the year of the competition
Cannot turn 15 or older in the year of the competition

7.1.2.
7.1.3.
The Program Coordinator will advise the number of Divisions subject to nominations.
All divisions are gender specific however, if appropriate, females can play in the male divisions.
Males cannot play in a female division.
7.2. Team Official & Player Eligibility
7.2.1.
Coach Obligations
7.2.1.1.
All teams entered in Junior League must have a coach or an adult supervisor. If in the
case of a coach being under 18, an adult supervisor is required.
7.2.1.2.
The coach or adult supervisor of each team needs to be present when their team is
undertaking duty and when they are playing and is fully responsible for their team at all
times.
7.2.2. Player registration & obligations
7.2.2.1
Each player must be a current financial member of VSA before playing in The
Competition. If an athlete who is not a member of VSA participates in the Junior League
Competition, the athlete shall pay to VSA the fine prescribed in Schedule 1 to the
Regulations at the discretion of VSA.
7.2.2.2
If an athlete who is not a member of VSA competes in the Junior League Competition,
and has already been fined in accordance with clause 7.2.2.1 above, the Junior League
team for which the athlete competed shall have a forfeit recorded against said team for the
game in which the non-member athlete competed.
7.2.2.3
A player must play in over 50% of games for any one club, to be eligible to play finals
for that club.
A player must play in a minimum of 5 games for a team to be eligible to play finals for that
team. If a player fulfils the criteria to play for 2 Junior League teams from the one club, the
player will play for the team in the higher division.
7.2.3. Team Official Obligations

7.2.3.1
If a Team Official who is not a member or volunteer member of VSA prior to their first
match in the competition, the Team Official shall pay to VSA the fine prescribed in Schedule
1 to the Regulation subject to the General Manager’s discretion.
7.2.4. Player Movement
7.2.4.1.
Players are nominated into teams at the beginning of the season on the VSA
nomination form. The players on these team lists may only ‘fill in’ for teams, other than that
which originally nominated in, a maximum of 5 times throughout the junior league season.
7.2.4.2.
During any one round, a player may play in a maximum of 2 levels of Volleyball SA
State League Competition. E.G. 1 Junior League match and 1 state league match. Or Junior
League Division 1 and Junior League Division 2 but then not allowed to play state league
that week.
7.2.4.3.
Any Player wishing to play for a school team and a club team in the same evening must
gain special permission from the Junior League Coordinator as decisions will be made on a
case by case basis.
7.2.4.4.
Volleyball SA hopes that no teams, clubs or schools would deliberately play a player in
a division which offers no challenge to that player. The spirit of the game should be up most
in all minds when nominating teams and during team selection.
7.3. Entries & Game Fees
7.3.1. Nominations
7.3.1.1.
Nominations close on the 5th April, 2012
7.3.1.2.
Teams will only be regarded as entered if a Nomination Form is completed and
returned to the office. Forms are found on the VSA website.
7.3.1.3.
Nominations will not be accepted without full team lists as per the nomination form
7.3.1.4.
Late entries MAY be accepted at the discretion of the Junior Committee and with a $45
late fee.
7.3.2.
Withdrawals
7.3.2.1.
Teams that withdraw on or before the 5th April will get a full refund of their nomination
fee, after this date teams will not receive a refund.
7.4. Rules
7.4.1.
Rules of the Game – U19 Division
7.4.1.1.
Unless otherwise stated in this Handbook, the Competition will be played under the
official and current rules of Volleyball as set by the International Volleyball Federation.
7.4.1.2.
The 12 Substitution Rule will be used in the Competition.
7.4.1.3.
1 Libero is allocated for a set and may be changed from set to set. The player must
wear a contrasting shirt while playing as a libero. This shirt does not need have a number.
7.4.1.4.
Each team is allowed 2 time outs per set. No time outs are permitted with 5 minutes of
game time to go. There are no Technical Time outs.
7.4.2.
Rules of the Game – U15 Division
7.4.2.1.
Unless otherwise stated in this Handbook, the Competition will be played under the
official and current rules of Volleyball as set by the International Volleyball Federation.
7.4.2.2.
The 12 Substitution Rule will be used in the Competition.
7.4.2.3.
Divisions 2 and below, Rotational Substitutions are allowed.
7.4.2.4.
Each team is allowed 2 time outs per set. No time outs are permitted with 5 minutes of
game time to go. There are no Technical Time outs.
7.4.2.5.

7.4.4.
Start Times & Warm Up
7.4.4.1.
All game times used in the draw are for the commencement of the matches, warm-up
will commence 10 minutes prior to this.
7.4.4.2.
Warm up time will consist of 4mins general warm up, 4mins spiking, 1min serving and
1min coaches’ instruction. Other combinations of the 10min allocation are allowed at the
mutual agreement of both team coaches and the referee. The 10min cannot be exceeded at
any time. The coin toss will be called after 4 minutes general warm up.
7.4.4.3.
Teams not on court ready to play at the scheduled start time will be deemed to have
forfeited the 1st set. 5mins after the scheduled start time, the offending team will have
forfeited the 2nd set. 10mins after the scheduled start time, the offending team will have
forfeited their 3rd set and deemed to have lost the match. The duty team must remain at the
court until all responsibilities have been completed.
7.4.4.4.
Any issues with delays to games including but not limited to weather, black outs etc, will
reviewed at the time by the Arena Coordinator and/or Referee Coordinator (if present).
7.4.5.
Forfeit
7.4.5.1.
Forfeiting teams will be charged $100
7.4.5.2.
Any team forfeiting more than 3 times during the course of the season will be removed
from the competition. At the discretion of VSA.
7.5.
Draws & Seeding
7.5.1. All draws will be produced by the Program Coordinator (or designate) and will be available on
the VSA website, www.volleyballsa.com.au
7.5.2. Grading for all divisions will be at the discretion of the Program Coordinator in conjunction with
the Chief Referee and the VSA General Manager. Coaches’ advice may be requested.
7.5.3. 5 rounds will be played for the purpose of grading. These games will count towards the
competition ladder. From round 6 an entire season draw will be released.
7.6.
Equipment
7.6.1. The official Ball supplier of the Competition will be as designated by the AVF.
7.7.
Format & Scoring
7.7.1. All games will be best of 5 sets with the first 4 sets being first to 25 and the fifth set being first to
15. All sets must be won by a margin of 2 points. All games will be played to a 60 minute time
limit with a 10min warm up.
7.7.2. For a set to be deemed complete at full time, 1 team will have reached a minimum of 16 points
with a 2 point advantage. If this score has not been reached, the winning team will be awarded on
complete sets. If sets are equal, the team with the greater total points (combination of complete
and incomplete sets) will win the game. If the points are equal, the game will be deemed a draw.
7.7.3. All semi-final and Grand Final matches will play untimed best of 5 sets.
7.7.4. Win/Loss points will be awarded to teams. 3 points for a win, 2 points for draw or a bye, 1 point
for a loss and 0 points for a forfeit.
7.7.5. The premiership table will be decided using the following method:

7.8.
Uniforms
7.8.1. Teams must be in matching shirts that are numbered with similar shorts.
7.8.2. 1 Libero is allocated for a set and may be changed from set to set. The player must wear a
contrasting shirt while playing as a libero. This shirt does not need have a number.
7.8.3. 3 points per player, per set shall be awarded to the opposition should a player be deemed out
of uniform by the Referee, Referee Coordinator, Arena Coordinator.
7.9.
Blood Rule

7.9.1.
A bleeding player must be immediately removed from a court using a medical substitution. This
player cannot take the court until the bleeding has stopped.
7.9.2. All playing equipment must be cleared of all blood.
7.9.3. Any player must remove any clothing with blood on it. If they return they are allowed to play in
any sports style clothing for the remainder of that game.
7.9.4. Playing time will not be stopped for the blood rule.
7.10.
Disputes & Protests
7.10.1. A protest may be lodged with the Arena Coordinator by a team coach only if they believe an
error has been made that will affect the outcome of the match.
7.10.2. To lodge a dispute/protest the coach must immediately inform their team captain. The captain
will inform the first referee and the match will be stopped at this point. The Arena Coordinator
and/or the Referee Coordinator (if present) will be called to rule on the dispute/protest
7.10.3. Protests may NOT be lodged against any technical or judgmental decisions made by a match
official.
7.10.4. No games or sets will be replayed throughout the competition.
7.10.5. The Arena Coordinator and/or the Referee Coordinator’s decision is final and the match will
continue from the point where the cause of the dispute/protest is made.
7.10.6. Arena Coordinators are to record all disputes/protests and to forward a copy to the Program
Coordinator
7.10.7. Should the Arena Coordinator find the protest to be frivolous, they shall instruct the referee of
the match to sanction the protesting team with a time delay penalty (yellow card and a loss of
rally). The game clock on the court where a dispute is made will NOT stop.
8. Umpires & Officiating
8.1. Duty Requirements
8.1.1. Each participating team must fulfil all duty requirements as set out in the fixture.
8.1.2. A duty team consists of a 2nd referee, scorer. Under 19 Division 1 matches require 2 lines
persons.
8.1.2.1
Duty teams for all finals consist of a 2nd referee, scorer and 2 lines persons.
8.1.3. The 2nd referee in all u19 Divisions and u15 Division 1 will be required to check the rotations of
the teams and officiate any positional faults that occur
8.1.4. The Duty Team will be required at the court 10mins before the scheduled start of each match.
8.1.5. Members of the duty team must pay full attention and not have any electronic devices (mobile
phones, Music Players etc) on them.
8.1.6. The Coach or adult supervisor must remain with the duty team.
8.1.7. Should the duty team fail to meet their requirements, or do the duty in a manner deemed to be
sub-standard by the Arena Coordinator or the Program Coordinator, penalties will be enforced; 1
warning will be given and then fines imposed with a letter being sent to the club or school of the
infringing team. See Schedule 1
8.2. Assigned Referees
8.2.1. VSA will provide 1st Referees for all games.
9. Presentations
9.1. All presentations will be conducted at the assigned venue by the Arena Coordinator or the Program
Coordinator at the conclusion of all finals matches in that division.
9.2. All teams must attend in uniform with coaches.
9.3. A “Best and Fairest” from the division 1 boys and girls will be awarded at the Volleyball SA
Presentation Dinner. First Referees from division 1 matches will vote for the best player at the
conclusion of each match, based on a 3, 2, 1 points system.
10. Other Information
10.1.
Photography

10.1.1. There will be no photography at any Junior League Venue allowed unless carrying written
permission from Volleyball SA head office. Arena Coordinator’s do not have the power to grant
this permission.
10.2.
Talent ID
10.2.1. VSA intends to have Talent Identification coaches at all venues at different times throughout the
competition. They may request names from the coaches of the team. If you have a specific
player you would like the coaches to view, please advise the Arena Coordinator and they will pass
details on to the coaches.
10.3.
First Aid
10.3.1. Basic First Aid will be available at all venues. Any additional items such as strapping tape will
need to be supplied and administered by players, team members or coaches.
10.3.2. Any hospital or ambulance costs will the responsibility of the individual or the School/Club the
Player is representing.
10.4.
Anti-Doping & Player Protection
10.4.1. This Tournament will operate under the AVF’s Anti-Doping Policies.
10.4.2. This Tournament will operate under the AVF’s Player Protection Policies.

10.5.
Competition Feedback
10.5.1. In your Information Pack you will receive upon nomination; you will also receive a feedback
survey. Please complete and return to an Arena Coordinator, email to [email protected]
or post to PO Box 145 Marden, SA 5070. This is also available on the VSA website.
10.6.
Duty of Care
10.6.1. All Players play at their own risk. Coaches have ultimate responsibility for the safety and wellbeing of their players.
10.7.
Administration of the Competition
10.7.1. The Program Coordinator and the Referees Coordinator are empowered to enforce the rules of
the game, the regulations outlined in this Handbook and any subsequent sanctions at any time
throughout the competition.
10.7.2. All rulings made in this Handbook or by the Junior League staff or committees can be overruled
by the Volleyball SA Board.
10.7.3. The Competition staff, committees and the Volleyball SA Board are bound by all Civil and
Criminal Law at all times.
10.7.4. Any sanctions imposed by recognised governing bodies of other tours / series / events /
competitions shall carry over to the Junior League Competition.
11. Athlete Transfers
11.1
Any athlete registered with a State League Club (or an equivalent interstate body) must obtain
the State League Club’s (or equivalent interstate body’s) written consent before the athlete may
compete for a different State League Club.
11.2
A State League Club may refuse its written consent to a transfer if the relevant athlete is
financially indebted to the State League Club and does not remedy the indebtedness within seven
days of the State League Club’s refusal of its consent.
11.3
All athlete transfers in accordance with this paragraph 11 must be completed prior to the
commencement of the fourth round of the applicable Junior League Competition season in order for
the athlete to be eligible to compete for the transferee State League Club.
11.4
Only one transfer per athlete is permitted within a twelve month period.
11.5
The written consent required in accordance with this paragraph 9 shall be in the form as
prescribed on the VSA website, and shall be lodged with VSA together with the fee prescribed in
Schedule 1 of the Regulations.
11.6
VSA must notify the transferring player and clubs involved in the transfer within 7 days from
lodgement of transfer, of the outcome.
