If we structured the preseason this way it has multiple benefits for the smaller unions.
Pre-Season 1 55 kg weight limit. Pre-season 2 54 kg limit. Tournament (Thursday 6 July)
53 kg limit. Having them week 4 and week 6 with friendlies in weeks 5-7 still allows for
historical pre-season games that will not occur due to new qualifying structure. In between
pre-tournament day 2 and pre-tournament meeting draw finalized and booklet printed.

at least one of the 2 pre-qualifying tournaments to be eligible for the Tai
Mitchell Tournament.
Thursday 6 July (Opening Day)
The Opening ceremony will take place on Thursday morning 6 July at
9.15 am at the Mt Maunganui Sports Centre (Corner Maunganui Road and
Hull Road). Teams should be dressed in their team uniform.
The weigh in will follow immediately after the ceremony. Only players and
team management along with tournament officials are permitted in this
room for weigh in. Location: Mt Maunganui Sports Centre (Corner
Maunganui Road and Hull Road)
Weigh ins
Teams will get changed in the changing room there and take all gear out for
the next team to enter. Weigh in rules in appendix 1.

Tournament structure
The tournament is played over 4 days Thursday 6 July to Sunday 9 July. 10
Team’s participate in this tournament representing each of the former sub
unions of the Bay of Plenty Rugby Union.
Teams are divided into 2 divisions:
● Tai Mitchell Shield (Championship) - Top 3 teams of the 2 pre qualifying
pools (6 teams in total).
● Bill Murray Memorial Trophy (Plate) - Bottom 3 teams of the 2
pre qualifying pools. (4 teams in total).
● Semi Finals Games played on Saturday 8 July ‘Grenada Park’
● Finals Games played on Sunday 9 July ‘Blake Park’

Changing rooms
Changing rooms will be allocated with the draw. Changing rooms will be on
a roster system. Teams will have to vacate the changing rooms as soon as
dressed for the next team. This is not the place for team meetings if there is
another team waiting to come in.
Tournament Headquarters
This will be at the Mt Maunganui Rugby Club.
Player of the Day and Managers Meetings
Managers and Coaches alongside their teams will exchange their formal
thank you and award players of the day, Captains thank other team for the
game. Acknowledge the referee. Management can address their supporter
and behaviors also.
● This will happen directly after the game at half way.
● Both team captains will exchange thank you and give out player of
the day award.

We will have Managers meetings 15 minutes after the final game of the day
finishes. Referees will be attending these meetings.
It is COMPULSORY that At least 1 management member of each team
attend this meeting. No excuses!! These meetings will deal with daily issues of
the running and management of the tournament.
Judicial Meetings
The Judicial Committee, appointed by the Bay of Plenty Primary Schools
Committee, will meet in the Mt Maunganui Rugby clubrooms on Miro Street
to adjudicate on any sin-bins or players who have been sent off or cited. The
time of these meetings will be advised to those teams involved. Referees to
supply a written report if a player is sin binned.
Laundry
At the conclusion of your games please ensure that your gear is taken to the
tournament headquarters. From here it will be taken to be laundered. Drop
off is at 3 pm or earlier. Please ensure that all gear is in the correct way and
tape is removed.
Laundered gear will be ready to be picked up from the tournament
headquarters at 8 am.
Costs for the Laundry is $120 per team. Make cheques payable to Tauranga
Primary Schools Rugby Union.
Ice
Each team will be supplied with ice bags each day before their game, to be
collected from the Rugby Clubrooms.
Medical Treatment
St John’s will not be present at this tournament. Each team need to have
their own first aid kit. Anything serious incidents the tournament committee
will call 111. Or see the following

Referees
Referees for the tournament will be co-ordinated and appointed by Pat Rae
from the BOP Referee Association. Referees from Bay of Plenty, Waikato and
Taranaki will referee and control the “Touch lines”. (Teams will no longer
need to provide Touch Line referee’s)
“Blue Card”
NZRFU Blue Card protocol will actioned for concussion throughout the
Tournament.
Tournament Programmes/Ground entry
Each team will be allocated 30 programmes. Any additional programmes will
cost $2 and will be on sale at the tournament. Entry to the grounds will be
free. These will be purchased at a “Food Outlet”.
Boot Shouts for Managers / Coaches
If each team can, will submit $50 this will be collected at the Pre Tournament
Managers Meetings.
● $250 will go on the bar for the dinner evening for the coaches,
managers. Thursday 6 July at the Mount Cosmopolitan Club and a
further...
● $250 will go on the bar for drinks for coaches, managers evening at the
Mount Rugby Club on Friday 7 July.
Crowd Control
Each team will require one parent or team manager to wear a high vis vest
and ensure their team supporters are behind the ropes and acting in the
interest of the tournament.
This year’s tournament will promote the NZRU programme APPLAUD to
promote the best rugby experiences for all players.
Water Carriers / Medical
Teams can nominate 1 squad (Child)player to be water carrier / 1
designated medical person (Adult). Teams will be issued with 1 x water carry
bib and 1 medical bib for the tournament. Water Carrier and Medic must
wear these when bringing water onto the field or attending to an injured
player.
Water can only be brought onto the field when play is stopped and allowed
for by the referee. (as per the rules of rugby)

Haka
Teams are to perform their team's haka before every game. Both Teams can
not go past the ten metre line.
Team Score Sheets
Managers are responsible to collect their teams score sheet from
the tournament office at the beginning of the day or at least 30 minutes prior
to their match. Please ensure it is filled in completely and fully post-match. It is
to be signed by the referee and returned to the tournament office no more
than 30 minutes post-match.
These sheets form the basis of all records for the tournament and need to be
accurate.
See Appendix 4 for a copy of the “Score Sheet Template”
Sportsmanship award
The Shepard Trophy will be awarded for team sportsmanship. Throughout the
tournament points will be collated from the Officiating Referees.
Trophies and Awards
Tai Mitchell Shield
In 1938 Mr. Henry Taiporutu Mitchell of Rotorua, a renowned sports
administrator and supporter of all sporting codes, donated this trophy for
competition among the school teams representing the various sub-unions of
the Bay of Plenty. This is presented to the tournament winner or winners.
Lawrence Boynton Shield
This trophy was donated by the Boynton Family of Waimana in 1947, in
memory of Lawrence. He was picked to play in the very first tournament as a
Whakatane representative but unfortunately died on the opening day of the
tournament. This is for the tournament runner-up.
Gavin Parkinson Shield
Presented by James Parkinson from Awakeri, this trophy is in memory of his
son Gavin, who passed away in 1950. Until 1982, it was competed for by
teams selected at tournament to represent East and West B.O.P. zones. Since
1982 it has been awarded to the third placed team.

Bill Murray Trophy
This was presented in memory of Bill Murray, a rugby stalwart and the Primary
School Union's secretary of many years. This trophy is awarded to the Plate
competition winner.
Jim McKinnon Trophy
This trophy is awarded to the ‘Player of the Tournament, and is presented in
memory of a long time servant of B.O.P. Primary Schools Rugby. Jim was the
driving force behind the successful Rotorua teams through the 50s and 60s and
a B.O.P. selector for 30 years. This is presented in association with Murupara
Services and Citizens Club.
Rob Shaw Trophy
The Galatea Tai Mitchell Committee presented the Rob Shaw Trophy for the
fourth place team in 2010. This trophy is in acknowledgement of the 50 years
plus service that Rob has given to the Tai Mitchell competition and Bay of
Plenty Primary Schools Rugby. An accomplishment that will be very hard to
emulate in the future. The inaugural winners of the Rob Shaw Trophy in 2010
were G a l a t e a .
Media
Each day the results will be sent to the papers across the Bay of Plenty. A
photographer from the BOP Times will be at the venue during the week. Our

Food at the venue
There will be food stalls available at each day’s play. We are giving the local
Junior Rugby Clubs a chance to fundraise.
Refreshments for management will be at tournament HQ. This is for team
management only not open to general public.

Appendix 1
BOPPSRU Tai Mitchell Tournament Weigh In Rules
Thursday 6 July = 53 Kgs and under
All boys attending tournament will be weighed.
The weigh in of Tournament – Thursday 6 July. Where a team may weigh in
up to 25 boys at a weight limit not exceeding 53 Kgs.
In order to weigh in, each member of the squad must have played in 1 of the
2 Pre-Qualifying Tournaments!
Reserve Tournament Players
The 3 boys numbered 23, 24, 25 at the Thursday Tournament ‘Weigh In’ are
considered the “Travelling Reserves” and are the only boys eligible to be
used as replacements required through either Injury (Verified by a doctor's certificate and confirmed as a replacement
through the tournament committee and sanctioned by the BOPPSRU
Executive Committee)
Reserves called in under the above criteria must weigh in before they play
and meet the above weigh in requirements ie.played in 1 of the 2
Pre-Qualifying Tournaments.
If a player weighs out they are no longer eligible to play at the tournament.
All team documentation must be completed before a player can be
weighed. This documentation needs to be presented to the weigh in
committee prior to the weigh in starting.
The weigh in committee will consist of the BOPPSRU Secretary and Chairman
and one other.

BOPPSRU Tai Mitchell Tournament Weigh In Rules
1. A suitable room will be provided for the weigh ins that offer privacy and
seating for 25 boys, a table for the secretary to record on, and sufficient light
to read the scales
2. The BOPPSRU will provide digital scales
3. Teams will line up in order determined by the draw and present themselves
at the given time. Note: If you are not there, the next team will be weighed.
4. Teams will enter the room quietly, be greeted and seated
5. Boys will be asked to remove excess clothing if they are close to the weight
limit [53kgs]
6. When a boy’s name is called he will come forward and step quietly on the
scales. If he makes the weight the official will say “YES” – the boy will step off
and return to his seat. If the answer is “NO” he is out – HOWEVER he does
then have the opportunity to step off the scales and STRIP TO UNDER PANTS.
He may weigh again. If he is still over, he is out of the tournament.
7. When all the team, is weighed the team may quietly leave the room

Tournament Rules
Qualification
Primary School Players in classes not higher than Year 8 who were under 13
years of age on the 1st January and do not exceed 53 kgs at the official
weigh in.
Game rules
NZRU Small blacks rules:
● No Short Lineouts
● No. 8 may pick the ball up from the base of a scrum
● “Blue Card” initiative for concussion will apply
Duration of the Games
Two halves of 30 minutes each with a 5 minute halftime break
Points
For every game the following points are awarded
4 for a win
2 for a draw
1 for scoring 4 or more tries
1 for losing by 7 points or less

In Semi-finals and Finals, if the scores are level at full time the following
method will be used to determine the winner.
[a] A further 10 minutes each way will be played.
[b] If scores are still level after extra time, the team scoring more tries is
deemed the winner
[c] If teams are still unable to be separated the team to score the first try will
be the winner.
[d] If still deadlocked a penalty shoot -out from the centre of the 22-metre
line will take place. The first team to miss a penalty will lose the game.
Note. In finals if the scores are equal at full time, the trophy will be shared.
