Community Division name Development upper /lower case E N T E R P R E S E N TAT I O N N A M E Green Building Rebate Program HERE Context • The Township of Langley is a Metro Vancouver member municipality, located in the Fraser Valley, and is home to 106,000 residents • The Township is expected to be among Metro’s fastest growing municipalities; growing by roughly 3% per year to over 210,000 residents by 2041 • Number of homes expected to more than double from 35,000 to 80,000 units Community Development Green Building Rebate Program Program Overview • A need was identified for building energy use and GHG emissions to be reduced to mitigate population effects and to support local legislation. • Township of Langley voluntary program was developed to target new residential dwelling units to conserve energy and decrease GHG emissions by encouraging energy efficient construction. • Incremental capital costs were to be displaced to generate interest by offering education and financial rebate incentives. • Compliment existing industry incentives (Hydro, Fortis, CMHC) Community Development Green Building Rebate Program Green Building Rebate Program • Municipal incentive program aimed at encouraging energy performance beyond what is required by the BC Building Code in new single family detached houses, two-family dwellings, townhouses, rowhouses and manorhomes Community Development Green Building Rebate Program Green Building Rebate Program Bylaw Overview Langley Building Bylaw 2008 No 4642 – Adopted October 2013 to establish a one year trial program operating during 2014. – Initiative made permanent in March 2015 after one year trial. – Effective until December 31, 2016 Community Development Green Building Rebate Program Green Building Rebate Program Bylaw Overview • Recognized residential construction that reaches energy performance levels beyond what was at the time required by the British Columbia Building Code as an optional compliance path (was EnerGuide Rating System level of 77). • Energy efficient new residential construction is encouraged through a voluntary rebate incentive program of partial building permit fee rebates. Community Development Green Building Rebate Program Green Building Rebate Program Rebates • Green Building Permit Rebate program issued rebate upon completion in the amount of: – $750 for single family dwellings that had achieved a minimum level of ERS 80, and – $150 for two family dwellings, townhouses, rowhouses, and manorhomes that had achieved a minimum level of ERS 82. • TOL Green Building Permit Rebate program aligns with other industry rebates that are accessed through separate initiatives (as available). Community Development Green Building Rebate Program Green Building Rebate Program Funding • Program is a self sustaining financial model. • A levy is charged on BP’s, and rebates are issued from levies collected to those who voluntarily participate. • Levy fees are set based on anticipated uptake levels of participation in anticipation with number of annual dwelling units constructed. • Levy amounts are typically in the range of up to: – $75 for single family dwellings, and – $50 per unit for two family dwellings, townhouses, rowhouses, and manorhomes. Community Development Green Building Rebate Program Green Building Rebate Program Revisions • Bylaw revisions effective January 1, 2017 include: 1. expanding the program to coincide with revised industry programs used to measure energy efficiency of buildings, 2. adjusting and aligning rebate amounts in conjunction with other industry programs, and 3. expanding the program to include alterations, additions, and renovations of existing SFD’s where the annual energy consumption of the building is reduced. Expanding the program to include alterations, additions, and renovations of existing SFD’s where the energy consumption is reduced. • Home improvements that reduce annual energy consumption by at least 10 GJ • Access $15 per 1 GJ/year reduction • Example: $15 x 25 GJ/Year = $375 rebate • Maximum rebate is $750. • Subsidized ERS evaluation available on interim basis Community Development Green Building Rebate Program Green Building Rebate Program Revisions • Program operational during 2014 on a trial basis, and then revised to a permanent initiative in 2015 / 2016. • Participation of approximately 100 residential units with rebates issued. • Bylaw revisions effective January 1, 2017 for future (short term) • Next steps (long term) include investigating incentives for energy efficient commercial / industrial / institutional buildings, larger residential buildings, and alternative energy systems.
