Exceedances: Numeric Action Levels can trigger consequences for
Annual and Instantaneous Maximum Results
 Annual (annual average of all results for a given parameter)
 Instantaneous Maximum (when two or more results within a
reporting year for the basic parameters of pH, TSS and O&G
exceed the instantaneous maximum NAL value)
Baseline: Stormwater year 2015-2016 is a baseline year – fresh start
Level 1: Exceedance Response Action (ERA) Evaluation and Report by
QISP

Technical Report with Demonstrations by QISP

Level 1 Status for the 2016-2017 stormwater year
What Does Level 1 Require?
• An evaluation by a QISP about the facility’s pollutant sources

and drainage areas must be completed by October 1st, 2016
The evaluation will specify BMPs to prevent future NAL
Exceedances
A report prepared by a QISP must be completed by
January 1st, 2017
The report will describe SWPPP revisions and
additional BMPs
The report must be certified and submitted via the
SMARTS database

• Evaluation (QISP required) of Industrial Pollutant Sources / Identify BMPs /
Identify Necessary SWPPP
Level 1 ERA Report (Based on Evaluation)
• Revise the SWPPP / Implement Additional BMPs Identified in Evaluation
• Certify and Submit Level 1 ERA Report (Prepared by QISP) via SMARTS
• Summary of Level 1 ERA Evaluation Required
• Detailed Description of SWPPP Revisions / Additional BMPs
• Certify and Submit via SMARTS the QISP’s ID information
