development process the Document Category of Regional Business Practice was eliminated by

Regional Criterion.
Designation change
On October 24, 2013, the Market Interface Committee (MIC) approved a motion 3 to
“update the format of the current approved INT-018, keeping the existing language.” In
keeping with the Document Categorization Policy (Policy) Regional Business Practices
(RBP) “are developed in accordance with the WECC Standards Development Procedures
(Procedures) as set forth in Exhibit C to the NERC-WECC Delegation Agreement.”4
Documents developed under the Procedures: 1) will follow a standard format that refers to
the Responsible Entities included in the NERC Functional Model, 2) will include
mandatory requirements, and 3) may include definitions for any terms included in the
document that need to be added to the WECC Glossary. (Procedures, Step 4) Under the
Policy, RBPs will also “include adherence measures instead of compliance measures.”
(Policy, 3. WECC Regional Business Practices)
It is the intent of the drafting team that the substance of Version Zero be kept while
bringing the document into alignment with the Procedures and the Policy.

Definitions of Terms Used in the Standard
The drafting team is proposing no change to the existing definitions with the exception of
errata.
Under the Procedures, the definitions will be moved to the WECC Glossary for WECC
Criteria and WECC Regional Business Practices and Naming Conventions (Glossary).
The Glossary contains all definitions developed under the Procedures for purposes of
WECC Criteria (CRT) and WECC Regional Business Practices (RBP), and also
grandfathered terms currently contained in active CRTs and RBPs.
The Glossary is currently located on the Documents section of the WECC Standards
Home Page.
The WECC Standards Committee has taken as an action item the task of ensuring the
WECC Glossary is up-to-date.
The following are “terms included in the [document] that need to be added to the WECC
Glossary.” (Procedures, Step 4) These definitions have not been changed.
Definitions
G-F: Firm Energy
This product may be curtailed only in the event of a reliability condition or to meet Seller’s
public utility or statutory obligations for reliability of service to native load. A G-F product
cannot be interrupted for economic reasons.
G-NF: Non-firm Energy
This product may be interrupted for any reason or no reason, without liability on the part of
either the buyer or seller.
G-FC: Firm Contingent
The energy is from a designated generating unit or source. This product may be
interrupted only to the extent the output capability of the designated unit or source has
been reduced due to a deration or outage of the designated unit or source. A G-FC
product cannot be interrupted for economic reasons.

G-FP: Firm Provisional Energy
This product may be interrupted only if the interruption is within the recall time and for
conditions allowed by applicable provisions governing interruption of service, as mutually
agreed to by the parties. A G-FP product cannot be interrupted for economic reasons.
G-F1: Hourly Firm Energy
This product may be interrupted, consistent with the provisions of the transaction,
provided the Purchasing-Selling Entity or Load-Serving Entity receives notification of the
interruption 40 minutes or more prior to the start of the operating hour. A G-F1 product
cannot be interrupted for economic reasons.
G-EX: Exchange of Firm Energy
An exchange of firm energy where by one entity delivers energy to another entity at one
point on the grid and receives an agreed upon amount of energy from that entity at
another point on the grid.
C-SP: Capacity for Spinning Reserve
On-Demand Spinning Reserve obligation/resource is a Spinning Reserve product that can
be activated through the adjustment of a capacity e-Tag.
C-NS: Capacity for Non-Spinning Reserve
On-Demand Non-Spinning Reserve obligation/resource is a Non-Spinning Reserve
product that can be activated through the adjustment of a capacity e-Tag.
C-RE: Capacity Associated with Energy Recallable for Reserves
This product is energy which is recallable within ten minutes of activation of reserves and
has been included in the Source Balancing Authority’s reserve resources.

that authors an e-Tag within the Western Interconnection shall use the
energy product code that represents the energy transaction, to include but
not be limited to, any of following codes as defined in the WECC Glossary
for Criteria and WECC Regional Business Practices and Naming
Conventions (Glossary).


Each Load-Serving Entity, Purchasing-Selling Entity and Balancing Authority
that authors an e-Tag within the Western Interconnection shall have
evidence that it used the energy product code representing the energy
transaction, to include but not limited to, any of codes allowed in
Requirement R1, as contained in the WECC Glossary for WECC Criteria
and WECC Regional Business Practices and Naming Conventions
(Glossary).
