Homophobia in the regional AIDS industry – an opportunity?

Context
Growing Evidence - Growing Action
Diversity of the region
Legal Frameworks, Religion and Culture
Failure of Anglophone Africa to support UN rights language
– including South Africa
Global-regional-national-community relationships
Pressure on funding from global economic crisis – increased
need to demonstrate effective focused targeting
Southern Africa Context
1. High levels of homophobia and stigma continue to keep
LGBTI people in the closet
2. AIDS service providers harbour high levels of stigma and
homophobia
3. Culture and religion are still a major barrier for people to
accept and tolerate different sexual orientation
4. Many LGBTI Africans, including HIV and AIDS programme
staff, are not yet ‘out of the closet’ because of high levels of
homophobia and stigma

work of the UNAIDS Secretariat and Cosponsors in assisting
countries in… needs assessments for lesbian, gay, bisexual

Homophobia in the regional
AIDS industry – an opportunity?
I do agree that there is nothing we can do to stop them (LGBTI people) from
existing but I don’t think that in Zimbabwe we will get to a stage where we
will tolerate them at social, cultural, political and religious spheres. I doubt if
you can teach your child to accept a gay person without fearing that they
might think it’s ok and be gay themselves………How do you propose this issue
to your child?... I will still maintain an anonymous identity to ensure that I air
out my views without hindrance. I shudder to imagine what my gay bosses,
workmates and colleagues in high places would think of me because I have
pretended to tolerate them…

Recognition that LGBTI groups and experts need to be harnessed to support
the growing capacity needs of mainstream AIDS organizations
Global Fund
• Board in November 2007 agreed to encourage proposals that address gender
issues, with a particular reference to the vulnerability of women and girls and
sexual minorities
• The TRP is an independent, impartial team of experts which makes funding
recommendations to the Global Fund Board
• The public call for applications for up to five experts in gender and issues
facing sexual minorities launched on 20 March and interested parties have
until 1 April to complete and submit their applications

• Classic tension of national ownership/effectiveness and rights similar to many
development projects
• CCM and non CCM routes – including regional proposals
