Strategic Land Allocation Development Framework
Additional consultation on revised Development Framework
August –September 2013
We consulted on the draft SLA Development Framework for 12 weeks over the
summer and early Autumn last year. The Development Framework has now been
revised to reflect and respond to the comments made during that earlier
consultation and the changes to the Strategic Land Allocation arising from the
adoption of the Core Strategy in July 2013.
The main change to the Development Framework is the inclusion of the land to the
west of the A5130, Newport Road, immediately to the north of Wavendon village.
As a result of the addition of this land, the amount of new homes planned for the
site has increased from some 2,500 to some 2,900.
This current round of consultation is taking place to give local stakeholders, in
particular, the opportunity to consider and comment on the changes to the
Development Framework.
The consultation period runs until Wednesday 25th September 2013.

What changes have been made to the Development Framework?
The main changes to the Development Framework are:
The addition of new land into the Strategic Land Allocation
 A number of areas of land have been added to the SLA as a result of the Core
Strategy examination and subsequent Inspector’s report.
 The largest piece of land that has been added is to the west of the A5130,
Newport Road, to the north of Wavendon. In allocating this land for
development, the Core Strategy Inspector noted the importance of protecting
the setting and identity of Wavendon village and identified the need for a longterm defensible green buffer that will visually and physically maintain separation
between the village and the area of new development.
 A smaller area of land has been added to the far eastern edge SLA south of the
A421 which has the effect of rounding off that edge
 Three smaller areas, including two area of woodland have also been added to the
area known as Eagle Farm North to the north of the A421.
New junction on Newport Road
 In order to provide access to the development now proposed to the west of the
A5130, Newport Road and to provide a secondary access to the SLA to the east of
Newport Road, a new junction is proposed.
 It is intended that the proposed new junction and access road will replace the
existing Stockwell Lane junction with the Newport Road.
Secondary school location
 The site for the secondary school is on the main part of the Strategic Land
Allocation, next to the new entrance to the site for m the Fen roundabout on the
A421.
Bedford to Milton Keynes Waterway
 The Development Framework shows a safeguarded alignment for the BedfordMilton Keynes Waterway. The route shown follows the alignment agreed by the
Inspector for the Core Strategy.
What happens next?
Following this current round of consultation, we will take account of comments and
Cabinet on 16 October will consider further changes to the document before
adopting it as a supplementary planning document. Once adopted, the Development
Framework will be a material consideration in the determination of planning
applications for the SLA.
Making your comments
The revised draft Development Framework will be out for consultation until
Wednesday 25 September 2013.

There will be drop-in exhibitions where you can call in and look at the latest
proposals for the area and discuss them with planning officers. We will publish

Earlier work
The council has carried out two rounds of extensive consultation at the end of 2011
and over the summer/early autumn of 2012. A summary of the consultation
