MINUTES OF A REGULAR MEETING OF THE BOARD OF PARK COMMISSIONERS OF DECATUR PARK DISTRICT, MACON COUNTY, ILLINOIS, HELD AT DECATUR PARK DISTRICT ADMINISTRATION OFFICE 620 E. RIVERSIDE AVENUE, DECATUR, ILLINOIS AT 12:00 NOON ON THE 15th DAY OF FEBRUARY, 2017 The Board of Park Commissioners of Decatur Park District, Macon County, Illinois, met in a regular session on Wednesday, the 15th day of February, 2017 at the hour of 12:00 Noon at the Decatur Park District Administration Office, 620 E. Riverside Avenue, Decatur, Illinois at which time and place there were present the following officers and members of said Board: Bob Brilley, II, President Chris Harrison, Vice President Chris Riley, Commissioner Stacey Young, Commissioner Jack Kenny, Commissioner A quorum of the members of the Board of Park Commissioners being present, President Brilley called the meeting to order and declared the Board to be in session for the transaction of business. The Pledge of Allegiance to the Flag of the United States was recited. NO. 15710 A motion to approve items 1 - 3 on the Consent Agenda was made by Commissioner Kenny and seconded by Commissioner Young, with a correction to the minutes of the previous meeting: the bond rating presentation was given by Dave Phillips. Upon call of the roll, all voted aye. 1. Minutes of the Previous Meeting 2. Approval of Ordinance No. 2017-3 Abatement of Taxes for Alternate Revenue Bond Debt 3. Bills for Approval BOND RATING PRESENTATION CFO Buhr introduced Dave Phillips from Speer Financial, who presented the results from the 2017 General Obligation (Alternate Revenue Source) bond sale. Mr. Phillips explained that the bond sale for the $10,700,000 2017 General Obligation Park Bonds (Alternate Revenue Source) took place yesterday with three bidders bidding ten times. The bid from Robert W. Baird & Co., Milwaukee, WI was the best bid and recommended to be awarded at a true interest rate of 3.6831%. The rating of AA-/Stable that the District received from Standard & Poor’s Ratings Services (S&P) shows financial strength and helped with the good bids. The recommendation was to accept the bid from Robert W. Baird & Co., Milwaukee, WI. NO. 15711 A motion was made by Commissioner Riley and seconded by Commissioner Harrison to approve Ordinance No. 2017-4 providing for the issue of approximately $10,700,000 General Obligation Park Bonds, (Alternate Revenue Source) Series 2017B as stated. All voted aye upon call of the roll. AQUATICS FACILITY PRESENTATION The conceptual plan for the Nelson Park Aquatics Facility was presented to get direction from the Board so the design team can move forward. Two options were presented, one with similar features to other aquatics facilities in the area and the other a unique destination facility. The Commissioners agreed that Option B was the path for the design team to take to make it a destination facility for Decatur. AIRPORT Staff continues to spruce up the main terminal. Many people have commented on how the newly painted walls have brightened up the area. Staff will meet with Baum School staff to start planning an aviation event and field trips for their students. OPERATIONS The footings are in for the high ropes course in Nelson Park. Installation is scheduled to begin on March 13. The batting cages project has been on hold due to the placement of the aquatics features. The project will now be put out for bids. GOLF Winter golf at Red Tail Run is going well with over 750 rounds played. Junior golf wraps up tonight at the DISC. The first Symetra meeting was February 7. Staff has made preparations in the event that Scovill has to close earlier than expected. Plans are in place for a smooth transfer of leagues. CFO BUHR Staff throughout the District continues to work on finalizing budgets. In the upcoming months, staff will be working on the Loss Control Review, as well as the Distinguished Agency process. RECREATION Ticket sales are going well for the upcoming Perform! performances of Guys & Dolls on March 17-19. Tickets are currently being sold for Rotten Easter Egg Hunt at Scovill Golf Course. The event sold out last year with over 300 participants. DISC staff has purchased bubble balls. They will be used for rentals and special events. CHIEF CULP Park Police have been busy. Most recently an arrest was made in the armed robbery which occurred Sunday night in Lincoln Park. EXECUTIVE DIRECTOR CLEVENGER The aquatics facility team and Park District staff have a good working relationship. The decision made today is a good move forward that will accommodate community needs for years to come. Commissioner Harrison made and Commissioner Riley seconded a motion that the meeting adjourn.
