Subject:
Registration of Firms for the supply of HDPE & Aluminum-based
Sprinkler Irrigation System for 2011-12.
Find enclosed herewith the List of Firms registered/empanelled for the
supply of HDPE & Aluminum based Sprinkler Irrigation System for 2011-12. The
empanelled Firms and their quoted/agreed rates are valid up to 30-06-2012. The rates
quoted/agreed by the Firms for 75mm & 90mm sizes for both HDPE (2.5 kg/cm2) and
Aluminum along with Check List are enclosed for ready reference.
It is made clear that1. Rates quoted/agreed by the Firms are only indicative and
farmers are free to further negotiate these rates at their own
level.
2. Subsidy pattern shall be @50% of the cost of sprinkler
system or Rs.7,500/-per hectare whichever is less with a
maximum ceiling of 5 hectares per beneficiary under the
departmental schemes.
However, the pattern of assistance under NMMI
would be governed as per GOI guidelines on the subject.
3. Strict surveillance shall be kept for ensuring proper
implementation of Guidelines approved by the State
Government and circulated vide letter No. 2564-69/TAII(SC) dated 14-07-2011, a copy of which is enclosed again
for ready reference. The Guidelines are also available on
the departmental website i.e. www.agriharyana.nic.in.
4. Copy of empanelled/registered Firms, Check List and Rates
can be downloaded from the departmental website.
5. Copy of this circular along with enclosures is also being emailed to all Additional Deputy Commissioners and Deputy
Directors of Agriculture in the State for information and
necessary action at their end.
It is made clear that any deviation from the Guidelines as circulated earlier or as
mentioned herein shall be viewed seriously and attract strict action.

A copy is endorsed to all the Firms with the following directions –
a) List of authorized signatory as per the Check-List must be sent to
the concerned DSCOs and ASCOs for authentication of subsidy
claim bills.
b) Where the validity of BIS Licence has expired, the Firms must
submit copy of their renewed BIS License latest by 25-12-2011
failing which their Rates shall automatically stand withheld.
c) Firms categorized as Not Eligible/ Rates withheld would be
considered only after the submission of their deficient documents.
d) Any Firm found indulging in unfair means or activities shall
be black-listed.

SPRINKLER IRRIGATION SYSTEM
Due to Global Warming, the environment is fast changing to adverse side. The major
effect is noticed on ever-depleting potable and irrigated water in the Universe. Further, dry
weather occurrence has drastically lowered down the water table. The demand for water is
increasing in all sectors and agriculture is one the major consumer of water. The major
requirement of water for agriculture sector is met through surface and underground water.
The traditional method of flood irrigation has low irrigation utilization efficiency coupled
with high operational cost & water losses. Such exploitation of water not only affecting the
natural water resources but also creating environmental hazards.
Water conveyance through pipes and supply of irrigation directly to the crop not only
increase the efficiency of water delivery but also increase the crop intensity and yield.
Sprinkler irrigation is one most efficient system for irrigation of field crops in wide range of
soil types and even it is effectively being used in undulating and light textured soils. The
programme of popularization of Sprinkler Irrigation System was started in the year 1972 on
demonstration basis in the South-Western region of the state where traditional method of
flood irrigation was not possible. Resultantly, the cultivation of main crops like Wheat, Bajra
(Hybrid), Mustard, Cotton and Barely have become possible in this region. Even in the areas
where the cultivation is on flat surface and flood irrigation is being given through tube-wells,
farmers are adopting this system on persistent persuasion by the Department. On seeing the
benefits of this system farmers are widely using sprinkler irrigation in agricultural as well as
in vegetable crops.
Presently, the component of Sprinkler Irrigation System is being implemented under
Centrally Sponsored Schemes of RKVY, NFSM (Wheat & Pulses), ISOPOM, National
Mission on Micro Irrigation and State Plan.
1. General Guidelines
a) That the scheme shall be popularized mainly through existing extension network
of the department and other resources available to them.
b) That a list of registered firms along with quoted rates for supply of Sprinkler
Irrigation System (SIS) shall be kept in the office of all the Additional Deputy
Commissioners, Deputy Directors of Agriculture, Divisional Soil Conservation
Officers, District Horticulture Officers, Assistant Soil Conservation Officers and
Agriculture Development Officers (Soil Conservation).
c) That the list of registered firms shall also be posted on the departmental Website
(www.agriharyana.nic.in) by the HQ.
d) That the farmers shall be free to procure material from any of the registered firm
of his choice.
e) That all the Manufacturers of HDPE/Aluminum pipes shall be bound to submit
sale report to the Director General Agriculture, Haryana after the end of every
quarter and upto 10th of subsequent month in respect of material supplied by
them to the Suppliers in the State.
2. Specification of Materials
a) That High Density Poly Ethylene (HDPE)/Aluminum coupled pipes include
accessories (like Bend ‘Tee’, Riser Pipe, End Cap, Foot batten, Sprinkler
attachment/screwed coupler, Sprinkler line coupler, Main line coupler, Pump
Connecting Nipple and Rotating Sprinkler
b) That size of HDPE coupled pipes would be 75mm and 90mm, of pressure class
2.50 Kg/cm2 and in case of Aluminum based system the size would be 75mm
only.
c) That HDPE coupled pipes must conform to BIS specification code IS: 14151
(Part-I & II).
d) That Aluminum coupled pipes must conform to BIS specification code IS: 7092
(Part-I & II).
e) That Rotating Sprinkler must conform to BIS Specification code IS:12232.
f) That Riser pipes must conform to BIS specification code IS: 1239.
g) CML No. /Batch No., Manufacturers Name/Trade Name etc. should be
embossed on each piece of HDPE pipe at 5m interval or online printing at 1m
interval.
h) CML No./Batch No., Manufacturers Name/Trade Name etc. should be engraved
on each piece of Aluminum pipe at 5m interval.
3. Pattern of Assistance
a) That cost of installation of Sprinkler Irrigation System would include the cost of
HDPE/Aluminum coupled pipes along with accessories.
b) That subsidy will be admissible both in loan as well in cash cases.
c) That subsidy in loan cases would be released in loanee’s Bank Account.
d) That subsidy in cash cases would be released to the farmers directly through
Bank Cheque /Bank Draft. If any farmer gives an affidavit, the subsidy can be
released to the concerned registered firm through Bank Cheque / Bank Draft.
e) That subsidy would be admissible only to the land owners having an assured
source of irrigation (Tube-well /Water Tank supported with Engine).
f) That subsidy @ 50% of the total cost of system or Rs. 7,500/- per hectare
whichever is lower with a maximum ceiling of five hectare per beneficiary
would be admissible.
4. Implementation
a) That ideal time for installation of Sprinkler Irrigation System is Rabi season.
b) That ADOs (SC) shall collect the application from the interested farmers in the
prescribed format. A copy of application form is enclosed. It may be got
multiplied or photostat at field level.
c) That interested farmers can also approach the concerned DSCOs/ ASCOs/ADOs
(SC) for submitting the application.
d) Application of Land Owner would only be considered.
e) Application supported with requisite documents i.e. Fard of the land, Copy of
Jamabandi and Map of Land shall only be considered.
f) Roaster Register will be maintained by concerned Agriculture Development
Officer (Soil Conservation). He will also issue the slip to the farmer mentioning
his seniority number after obtaining signature of the concerned farmer in
Roaster Register.
g) Roaster Register would contain the details as Sr. No., Name of Farmer, Father’s
Name, Village, Block, Date of Submission of Application, Total Area to be
covered under Sprinkler Irrigation System, Name of the Firm and Signature of
the Farmer etc.
h) Surveyor/Agriculture Inspector would carry out site survey, viz., determination
of tube well discharge, calculation of size of pipes and requirement of pipes &
accessories for installation of Sprinkler Irrigation System and would complete
the job within 5 days after receipt of complete application.
i) Preparation of estimate would be done by ADO (SC) and his subordinate staff
after receipt of basic data based on survey and estimate would be submitted to
ASCO within 5 days after the survey i.e. within 10 days of the submission of
application.
j) Seniority number of farmer according to roster register should be mentioned on
every estimate.
k) After completing technical checking of estimate, ASCO would submit the same
to DSCO for sanction within 3 days of receipt of estimate i.e. within 13 days of
the submission of application.
l) Technical estimates would be sanctioned by the DSCO up to Rs. 1.00 Lakh, by
JDA/ADA (SC) up to Rs. 3.00 Lakh and by Director General Agriculture above
Rs. 3.00 Lakh as per Soil Conservation Rules (1988). Appropriate action shall
be taken up within seven days of receipt of technical estimate.
m) Agriculture Development Officer (S.C.) will take photograph of the material
procured by the farmer at the time of physical verification before installation of
Sprinkler Irrigation System.
n) The farmer shall install the system within 45 days after sanction of the estimate
failing which his seniority can be considered to be forfeited at the level of
Divisional Soil Conservation Officer.
5. Release of Subsidy
a) The total admissibility of subsidy amount would be calculated on the basis of
actual cost of installation of system @ 50% of the total cost of system or Rs.
7,500/- per hectare whichever is lower, with a maximum ceiling of five hectare
per beneficiary.
b) Priority would be given to loanee/Scheduled Caste/Woman farmer.
c) Physical verification on prescribed format would be carried out by
Surveyor/Agriculture Inspector (SC) and ADO (SC) in every case before
submitting the subsidy claim bills to concerned Assistant Soil Conservation
Officer (ASCO) within seven working days after installation of Sprinkler
Irrigation System.
d) Assistant Soil Conservation Officer (ASCO) will submit subsidy claim bills to
concerned Divisional Soil Conservation Officer (DSCO) for sanction within
three days of receipt of claim.
e) In loan cases, the Assistant Soil Conservation Officer would release the subsidy
directly to the loanee’s Bank Account towards adjustment of loan installment
within three days.
f) The Assistant Soil Conservation Officer would release the subsidy to concerned
beneficiary through crossed Bank Cheque/Bank Draft in non-loanee cases. The
crossed Bank Cheque/ Bank Draft would be disbursed to the farmers by the
concerned ADO (SC) within three days of receipt of Bank Cheque/ Bank Draft.
If farmer gives his consent along with satisfaction certificate in affidavit form,
the subsidy can be released to the concerned registered firm through crossed
Bank Cheque/Bank Draft.
g) The subsidy admissible to a company/firm shall be released in a manner that at
least 10% subsidy amount is withheld till the final testing report is received
from the DSCOs.
h) The Assistant Soil Conservation Officer would maintain the subsidy account.
i) The list of beneficiaries should be put on departmental Website by the ASCOs
after disbursement of subsidy every month.
6. Quality Control
Random samples of HDPE pipes and accessories shall be drawn as per the procedure
given here-in-below:a) Sample shall be drawn by the concerned DSCO himself or an officer deputed by
the DGA from the Directorate.
b) Sampling Drawing Officer shall draw 4 pieces of HDPE pipes of 1m length each
for the purpose, besides other accessories.
c) Sample proforma shall be signed by the representative of the firm, farmer,
Agriculture Development Officer/ Agriculture Inspector and Sample Drawing
Officer.
d) Material taken for the sample shall be replaced to the farmers by the concerned
firm within 7 days from the date of drawl of sample. The DSCO shall be
responsible to ensure the compliance by the firm within the stipulated time and
report thereafter to the Directorate.
e) Sample Drawing Officer shall draw the sample of HDPE pipes in such a manner
that no mark remains on the sample material which could in any manner
disclose the identity of the manufacturer.
f) DSCO shall draw the samples in the following manner –
 For every 50 cases/beneficiaries of each company/firm, one
sample shall be drawn in each district subject to a maximum of a
five samples in a financial year.
 At least one sample of each company/firm shall be drawn, where
number of such cases/beneficiaries is less than 50 as a whole in the
DSCO’s jurisdiction.
g) Sealed Sample must contain Sampling Performa (Annexure-II) duly filled. Its
covering letter shall contain detailed information of sample, viz., name of firm
with complete address, contact No./Fax No./Email, Sample Code No., CM/L
No, Batch/Lot No. and Trade Mark.
h) Sample drawn shall be submitted to the Directorate for onward submission to
the Testing Lab approved by DGA. DSCOs shall ensure that samples of
accessories are sealed and sent separately.
i) Samples of pipes and accessories shall be sent to different Testing Laboratories
through Courier/ Registered Parcel.
j) Sample shall be drawn for all tests prescribed by BIS.
k) Prescribed Fee of Testing Laboratory shall be borne by the firm and shall be
deposited in the shape of Bank Draft in the name of MD, HADA, Panchkula.
l) In case of any dispute regarding quality of material or otherwise, the decision of
DGA shall be final & binding.
7. Monitoring
a) Roster Register of ADO (SC) shall be checked by ASCO fortnightly and by
DSCO monthly.
b) At least 15% cross-verification of cases shall be carried out by ASCO.
c) The committee comprising concerned Assistant Soil Conservation Officer, Soil
Testing Officer and Sub Divisional Agriculture Officer shall carry out at least
25% physical cross-verification in the district.
d) The DSCO shall carry out 10% physical cross-verification in his jurisdiction.
e) ADA(SC)/JDA(ST)/JDA(SC) and/or other HQ Officers deputed by the DGA
shall carry out at least 2% physical cross-verification in the State.
f) DSCOs shall compulsorily submit complete physical cross-verification report to
the DGA upto 15th May every year.
g) DSCOs shall be personally accountable for ensuring the compliance of these
instructions in letter and spirit in their jurisdiction.
