REQUEST FOR PROPOSALS
Town of Springdale, Utah
Ball Field Restroom Facility

The Town of Springdale is seeking proposals from Utah State licensed general contractors to construct a new
restroom facility at the Town ball field, using a construction manager/general contractor scenario. The
Town envisions this working relationship as a “Design-Build” scenario where final construction details will be
determined jointly between the Town and the Contractor.
Funding for the restroom will be through park impact fees, which have been collected by the Town to fund
improvements in the Town parks.
Proposals submitted pursuant to this Request for Proposals (RFP) must meet the following threshold criteria:







Proposals shall meet the specific requirements in Section IV: Scope of Services.
General contractor must be currently licensed with the State of Utah and currently have in place
public liability insurance in coverage amounts at least equal to the minimum amounts required by the
State of Utah.
Proposals must include a “Guaranteed Maximum Price” as detailed in Section VII – Proposal
Requirements.
Proposals must meet all Springdale codes and design guidelines.
Ability to acquire a performance or completion bond and a payment bond.
Proposals must include a workmanship warranty period of at least one year.
Builder’s risk of loss for construction insurance policy
Proposal materials must be received at the Town of Springdale, 118 Lion Boulevard, Springdale, Utah 84767,
addressed to the attention of Rick Wixom, Town Manager, by Monday, February 13, 2012 at 3:00 p.m.
Proposals will not be opened at that time. Proposals received after the stated day and time will not be
considered.
Contractors are to submit their proposal(s) in a sealed envelope clearly marked with the company name.
The RFP is available upon request at the Springdale Town Hall. Electronic versions can be emailed or
downloaded from the Springdale website, www.springdaletown.com.
The Project Review Committee, consisting of Mayor Pat Cluff, Town Manager Rick Wixom, DCD Tom
Dansie and Parks Superintendent Zac Martin, will open, review the proposals and select the winning proposal
during the week following the submittal deadline. The winning contractor will be notified of selection no
later than Friday, February 17, 2012 at 3:00 p.m. Please note that low bid price, Guaranteed Maximum Price
in terms of this RFP, will not be the only factor used in determining the winning proposal. Please see Section
VII – Evaluation Criteria below.

BACKGROUND
The Town ball field was completed in its current location in 2006 as part of the development of the Canyon
Community Center. The ball field is home to many activities in addition to its use as a sports field. Many
uses like the Zion Canyon Music Festival, Red Rock Relay, and Zion Flute and Drum Festival draw
thousands of people to the ball field for entertainment or recreation.
In the past, the Town has provided portable restroom facilities during events. The Town desires to provide
restroom facilities that will accommodate not only sports activities, but larger events like the Music Festival.
III.
GOALS AND OBJECTIVES
The Town of Springdale intends to achieve the following goals with this project:






Provide increased public services at the Town ball field.
Provide sufficient restroom facilities for events held on the ball field, including high traffic events
such as the Zion Canyon Music Festival, Red Rock Relay and the Zion Flute and Drum Festival.
Increase use at the ball field through expanded services.
Provide a location for concessions and recreation storage at the ball field.
Allow for future construction of a shade pavilion adjacent to the new restroom.
TIMELINE/CALENDAR OF EVENTS
The Town envisions this project as a design-build project. As noted in the following calendar, final design
plans will be developed by the Town and the selected contractor after the bidding and contractor selection
process has been completed.

SCOPE OF THE PROJECT
The following is a breakdown of the project to be included within the contract established as a result of this
RFP. A competitive proposal should address the outlined items and specified details should be included in
3 proposers’ cost estimate and guaranteed maximum price. While the Town’s vision of the project will be
detailed below, the Town considers this project as a design-build project. Hence, some details will not be
known until after the selection of the construction manager/general contractor.
A. Location on site
During the development of the ball field, the concrete “plaza” near the ball field backstop was
configured to allow the construction of a restroom and shade pavilion on the site. Please see
Attachment B for several photographs of the project site.
Rough size of the available site is approximately 50’ x 26’, measured from the sidewalks on the south
and west to the rocks surrounding the power equipment on the north and west. The restroom
should be fit close to the sidewalks, but allow room for users to move around the building. This may
require additional concrete to be placed between the building and the existing sidewalks so the flow
of pedestrian traffic on the sidewalks is not obstructed.
B. Excavation and Foundation
Generally, the soils near the Town Hall and Canyon Community Center are alluvial deposits of clay
soil and rock. It is likely that the foundation will require some excavation (perhaps over-excavation)
and placement and compaction of imported base material. The Town’s codes require a geotechnical
test and report to determine foundation and excavation requirements. The Town is working to get a
geotechnical report prepared, which should be completed and available for review before the end of
the bidding period. Based on excavation of the Community Center, it is not anticipated that any
blasting of rock will be necessary, although the geotechnical report may reveal otherwise; and in this
event, bid proposals should reflect such added excavation costs.
C. Construction
Building is to be constructed using cement block walls and pre-manufactured trusses. Block walls
must be covered per Subsection D below to meet applicable Town design codes. Building plans will
be reviewed by the Springdale building inspector for code compliance. Plans will be approved by the
Town Planning Commission prior to any work being undertaken. Contractor will be responsible for
producing any plans required for inspector and Planning Commission review. Plans will be finalized
by the Town and the selected contractor based on Section IV. Timeline/Calendar of Events.
D. Size, rough floor plan
Building should be at least 960 square feet and fit within the space available on site. Site is
constrained by the existing sidewalks on the south and west, the solar array immediately east, and the
power equipment northeast of the restroom site. Building will be no taller than necessary to
accomplish the goals outlined in Section III and should not block or obstruct the adjacent solar
panels. Based on a 24’ wide building with a 5/12 pitch roof, building height should be approximately
15 feet in height.
Floor plan must include the following elements: men’s and women’s restrooms, recreation and ball
field storage and concession space. Concession space must be on the end of the building facing the
ball field (west end of building). An approximate floor plan is included in Attachment A. While the
final floor plan may deviate from the attachment, all elements must be present. Floor plan should
maximize number of restroom stalls while providing all needed spaces. Attachment A includes space
for six women’s restroom stalls and four men’s restroom stalls, two of which are urinal stalls, and
sinks. Floor plan must meet all applicable codes, including being ADA accessible.
4 Final floor plan details will be determined by Town and selected contractor as part of design-build
process.
E. Materials (exterior materials (siding, roof, colors) and interior materials)
Exterior materials will be used to make the building comply with Town Code and be visually
compatible with the neighboring Canyon Community Center. Native sandstone veneer must be
utilized on the building corners, at least 18 inches out from each corner, and on the west end of the
building up to the concession window as shown in Attachment A. Some native stone may be
available from the Town for use on the building. This RFP and another project are possible uses for
the Town’s available stone. By the end of the bidding period, the Town will know how much of its
available stone can be utilized on this project.
Hardy board siding similar to that used on the community center may be used on the remainder of
the building, or other appropriate materials may be recommended by the contractor, provided the
materials support the goals of the Town as outlined in this RFP. Roof material must be asphalt
shingle similar in design and appearance to the Community Center. Concrete walks and pedestrian
areas must be colored concrete as per Springdale specifications.
The west elevation of the building includes an overhang of approximately six feet to provide shade
and allow patrons to utilize the concession area and not obstruct walking traffic on the existing
sidewalk. Posts used to support the overhand should be metal and must have a base utilizing
sandstone veneer to the same height as rock veneer on the west wall of the building. The end of the
overhang must include a rough sawn wood gable end, compatible in appearance to the entrance of
the Canyon Community Center. Wood members should be sized appropriately for the size of the
building.
Doors will be metal doors with timed locks on restroom doors and key locks on storage room and
concession area. Locks will be keyed to Town’s master key program. Contractor will coordinate
with the company who keyed the Town Hall and Canyon Community Center for keying locks.
Concession area will utilize a roll-up door or other appropriate method to secure the building when
not in use.
Windows have been provided to allow for air circulation and natural light. Windows must be able to
open and window frame materials must meet applicable Town design codes. Consideration of
security issues such as vandalism, peeping, etc. should be part of window design (such as opaque
glass) and final window placement.
The east gable end of the building should include a gable detail to complement the west end, but
should not be a separate truss element as no posts or columns are to be provided.
Color of the exterior elements, including siding, doors, window frames, eves, rough sawn wood, etc.,
must meet Springdale Town codes and be compatible with the colors used on the Canyon
Community Center.
5 Inside materials will be used that enhance functionality of the restroom and facilitate easy cleaning
and maintenance. Interior walls in the restroom portion of the building will be painted block, or
treated with material appropriate to facilitate cleaning. Floor will be painted or stained concrete.
Restroom fixtures (toilets, sinks, stalls) shall be high-quality, commercial-grade fixtures appropriate
for a public setting. Water taps should be a push on/auto-off variety to reduce water loss.
Interior finishes in the concession and storage area will be painted sheetrock. Floors will be painted
or stained concrete. Concession area must include sufficient cupboards, shelving and counter space
to be functional and include spaces appropriate for a refrigerator and sinks. Storage space must
include some built-in fixed shelving, in an amount to be determined, large utility sink and mop sink.
It is also anticipated that the electrical panel, door lock controls and other similar items will be
installed in the storage space.
Exact details of both exterior and interior finishes will be determined by Town and selected
contractor as part of design-build process.
F. Mechanical
Building will need to be heated during the winter to enable use of facilities year round. Exact
method of heating will be determined by Town and selected contractor. Concession area must have
access to hot water. Building will be cooled by fans or evaporative cooling as appropriate. Exact
method of cooling will be determined by Town and selected contractor.
Roof insulation should be R30. Since building heat and cooling will be limited, insulation must be
placed to afford maximum protection from heat and freezing. The Town and the selected contractor
will determine the exact type and installation method of insulation.
G. Electrical
A 400 amp transformer and 200 amp main panel currently exist adjacent to the restroom site and
provide power to the ball field pedestals, irrigation pump and irrigation controls. The existing solar
array is net metered through this panel. It is expected that the new building will be powered from a
200 amp sub-panel integrated into the new building, or other appropriate method as determined by
the contractor. Electrical service in the restrooms and concession and storage rooms must comply
with applicable code and provide sufficient outlets to meet stated goals.
Restroom lights should be installed with motion sensors. Concession and storage room lights should
be switch operated. Lights will be good quality, commercial-grade lights appropriate for the setting;
however, fluorescent lights will not be utilized. Lights must be energy efficient and the Town would
prefer to use LED lights if appropriate.
Restroom door locks must be installed on a timer to automatically lock and open the restroom.
Wiring and conduit necessary to installed timed locks must be provided.
Exact locations and details of outlets, panels and other electrical components will be determined by
Town and selected contractor.
H. Connections to Utilities
Water and sewer connections are available on site. Site photos in Attachment B show sewer stub and
the existing water connections.
6 I. Electrical Connections to ball field
As stated above, the ball field area is used by many groups to hold festivals and events. Powering the
events, specifically food and other vendors, has been problematic. As part of the construction of the
restroom, power will be extended to two portions of the ball field that are not currently served and
will provide outlets or other connections to better enable the field to be used for events. At a
minimum, the proposal should include running conduit and installing a 100 amp 240 volt rain-tight
subpanel on both the south and west sides of the ball field with sufficient outlets (both 120 and 240
volt outlets) to provide power to festival vendors. The Town, the contractor and the electrical
subcontractor will determine exact locations for subpanels and numbers and locations of outlets.
J.
VI.
Solar
The Town is planning to install solar panels on the roof of the restroom when funds are available.
Suitable conduit from the roof to the northwest corner of the building and conduit from the building
to the solar inverter must be provided as part of the construction to facilitate this future installation.
Contractor will coordinate with the Town’s solar installation contractor to place conduit.
DESIGN-BUILD
It is understood that the Scope of the Project as presented represents the Town’s vision of the project.
Inevitably there will be modifications/changes during the development of final building plans, based on
guidance from the selected contractor. Contractors should consider this when determining the Guaranteed
Maximum Price submitted with the proposal.
The Guaranteed Maximum Price will be used to select the contractor. The final construction price may be
more or less than the Guaranteed Maximum Price depending on any modifications/changes to the scope of
the project as presented in this RFP and approved by the Town. Final construction price will be developed
prior to final contract approval by the Town Council.
VII.
PROPOSAL REQUIREMENTS
There is no restriction on length of proposals; however, proposers are encouraged to be as concise as
possible. The following must be included in all proposals in order to be considered complete:




Qualifications:
o Proclamation of project qualifications, including copies of general contractor license and
certificate of public liability insurance, inclusive of coverage amounts and builder’s risk of loss
policy certificate
o Experience of firm and key subcontractors
o List of previous work
o Three references with contact information
o Any other information appropriate to demonstrate qualifications
Guaranteed Maximum Price of construction based on Section IV. Scope of the Project and
Appendix A. As part of a Guaranteed Maximum Price, please include the following:
o Square foot cost as proposed
o Proposed schedule of materials (i.e. interior and exterior materials, mechanical equipment,
plumbing fixtures, etc.) and estimated costs for each
o Any other items contractor deems appropriate for the committee to consider in making selection

Letter of assurance that contractor can acquire a performance or completion bond and a payment
bond (actual bonds will be required at the time the final contract is signed)
Workmanship warranty
Tentative work schedule based on Section IV – Timeline and Calendar of Events and estimated

requirements. Following the selection of the contractor, the Town and the contractor will finalize
plans as outlined in Section IV – Timeline/Calendar of Events above.

unbound copy suitable for scanning/reproduction, and one (1) electronic copy in pdf format. All completed
proposals must be received at the Town of Springdale, 118 Lion Boulevard, Springdale, Utah 84767,
addressed to the attention of Rick Wixom, Town Manager, by Monday, February 13, 2012 at 3:00 p.m.
Any proposals submitted after the stated day and time will not be considered.
VIII.
EVALUATION CRITERIA & SELECTION PROCESS
The proposals will be judged based on the following criteria (not listed in order of importance):





Guaranteed Maximum Price.
Quality of previous work and depth of experience.
Referrals and/or references from previous clients and municipalities.
Overall completeness, legibility and organization of the proposal and responsiveness to RFP.
Responsiveness to any questions or requests from the Town during the review process.
Proposals will be evaluated by the Project Review Committee who will make a recommendation for the Town
Council to select the contractor. The Town of Springdale and the Project Review Committee have the
option to reject any and all bids.
The submitting contractors and firms will be notified by the Town Manager via telephone no later than
Friday, February 17, 2012 at 3:00 p.m. as to the success of their proposal. It is anticipated that the winning
contractor will be approved by the Town Council in a special meeting on Wednesday, February 22, 2012.
Following selection by the Town Council, the Town and the Contractor will work together to finalize items
outlined in Section IV – Timeline/Calendar of Events above.
IX.
AMBIGUITY, CONFLICT, OR OTHER ERRORS IN THE RFP
If a contractor discovers any ambiguity, conflict, discrepancy, omission, or other error in the RFP, it shall
immediately notify the Town of Springdale of such in writing and request modification or clarification of the
document. The Town will make modifications by issuing a written revision and will give written notice to all
parties who have received this RFP from the Town. The contractor is responsible for clarifying any
ambiguity, conflict, discrepancy, omission, or other error in the RFP prior to submitting the proposal or it
shall be waived.

CONTRACT APPROVAL
The selection of the successful contractor shall not be binding until it has been approved by the Springdale
Town Council and the designs for the restroom have been approved by the Springdale Planning Commission
and the Springdale Building Inspector as necessary. Upon approval of the Committee's selection by the
Town Council, the Town and the selected contractor will negotiate a final contract, which shall be reviewed
and approved by the Town Council on March 14, 2012. Any such contract shall not be valid, effective or
binding until reviewed and recommended by the Town Attorney and signed by the Mayor.
Payment schedule, exact amount of the required performance and payment bonds will be determined by the
Town and the selected contractor during the contract approval phase of the project. The Town anticipates
that the payment schedule will be a series of payments based on progress of construction.
XI.
TERMS AND CONDITIONS
The Town of Springdale is grateful for the opportunity to publish this RFP and looks forward to reviewing all
of the proposals for the new ball field restroom facility.
By signing below, the submitting contractor and/or firm acknowledges the above requirements and deadlines
for this Request for Proposals and its non-binding nature and confirms that all information provided in any
submitted proposal is true and accurate to the best of their knowledge and that any misinformation will be
cause for the submitted proposal to be denied review.
By signing this RFP, submitting contractor and/or firm certifies that it does not and will not, during the
performance of this contract, knowingly employ or subcontract with any entity which employs workers in
violation of 8 U.S.C. §1324a. Contractor agrees to produce, at the Town’s request, such documents which are
required to verify compliance with applicable federal and state laws. If the contractor knowingly employs
workers in violation of 8 U.S.C. §1324a, such violation shall be cause for unilateral cancellation of the
contract between contractor and the Town. In the event this contract is terminated due to violation of 8
U.S.C. §1324a by the contractor or by a subcontractor of the contractor, the contractor shall be liable for any
and all costs associated with such termination, including but not limited to any damages incurred by the
Town, as well as attorney’s fees.
