Typographical correction to the District
Constitution. District Explorer Scout Leader to
District Explorer Scout Commissioner
Proposed by John Naylor
Seconded by Diane Ross.
Russell advised that 2 Bylaws to the constitution
were approved by the Executive Committee on
3rd June 2015:
BYLAW 1 To create an Appointments Advisory
Sub-committee as per paragraph 7 of the
Constitution of the Craigalmond District Scout
Council.
BYLAW 2 The unanimous decision at a meeting
of Craigalmond District Executive on 3rd June
2015 was to specify a quorum for the District
Executive Committee as per paragraph 8 of the

Constitution of the Craigalmond District Scout
Council as:
a) Five members of the executive must be
present.
b) Either the Chair, District Commissioner or a
Deputy District Commissioner must be one of
the five members present as a minimum.
 Russell thanked:a) Isabel McNab and her team for all the work they
have carried out in the last year.
b) Mark Hesketh as the District Commissioner
Martin Elliot and Graham Robertson as DDCs for
doing a great job.
 Russel highlighted a number of successes for the
District through the past year.
a) Cubs 100 Birthday camp with an attendance of
279 cubs plus over 70 adult helpers.
b) Scout Active Support Unit.
c) The football competition.
d) District Executive, which is in a good position
going forward.
e) Finally there are large numbers of people willing
to help out at events.

District Commissioners Report

Welcome and thanks for everyone coming along
tonight. I know we have some communication
issues with email lists and will get this sorted
over the summer and streamlined a bit.
 Most of what I have to say is in the excellent
review already distributed.
 I would highlight the fantastic work being carried
out by everyone across the District.
o We have a full district team across the sections
for the first time in a while and this is showing
benefits already
o Most Groups have GSLs
o There has been a lot of District activity across the
Groups such as the Leader training weekend,
Cubs 100th birthday camp at Bonaly and the
Scouts Camping competition at Borthwick.





Looking forward we have the Beavers 30th
birthday activity day in September at Bonaly.
Compass is up and running and really proving
helpful in administering the District.
Looking forward we have the Young leader
scheme relaunch in Sept and Explorers are
looking at how we can increase numbers and
widen opportunities.
One of the nice aspects of my role is to recognise
the work of our leaders and supporters and to
make awards. I have a few to present tonight
Thanks Badge - Michael Cockburn. As you know
he is stepping down at this AGM after many
years of service
Thanks Badge – John Lyall. John has put in a
huge amount of work getting Compass on line for
the District and Region and supported a lot of the
District leaders during its introduction
Thanks Badge – Russell Shoulder. Not just our
Chair but supports the district with his catering
skills (training weekend and 100th Cub camp)and
runs the annual cub football competition in
addition to his day jobs.
Medal of Merit – Presented to John Naylor. John
has held many roles in scouting including GSL at
the 82nd Craigalmond. In addition he has worked

actively with young people through his roles as
Chair of the Scouts developments grant board,
President/Chief Executive of the YMCA, Member
of the Big Lottery Fund, Trustee of the Brathay
Exploration Group and Chair of the Strange
Town performing arts group for young people. He
was awarded an OBE for his services to young
people in 1993.
 Thank you for the support I have received and
looking forward to next Scout year.

District Treasurers Report
Michael Cockburn went through the District Annual
Review and Accounts ( included in District Reports
inserted above) highlighting a number of points.





The district has gone from a deficit last year to
surplus this year.
£650 of the Misc payments was for Aileen
Thomson’s farewell ( gift and food ).
The district gave £300 per person to 5 people to
assist with expenses allowing them to attend the
Japan Jamboree.
Michael has just received Capitation rebate from
the Region and he will be sending out the
cheques to the groups.
A number of groups still do not have their names
aligned across Bank, OSCR and HMRC. This
may lead to problems and Gift Aid applications
being returned.

Presentations
Gavin, Hannah, Keir and Ben
Gave a talk and slideshow showing highlights from
their trip to the Japanese Jamboree
Their slideshow covered.
 The selection process.
 Once selected they attended 4 training camps
1 At Bonaly to get to know each other.
2 At The Craigs where they were split into patrols
3 At Barrwood where they went through logistics
and practised getting on and off busy Japanese
trains.
4 Final camp was Meggernie where the Scottish
and Norther Ireland groups met for the first time.









How they travelled to the Jamboree.
Opening Ceremony.
Visited the A-bomb memorial museum and
peace park in Hiroshima.
Next was a visit to the Global Development
Village where they visited stalls and talked to
many charities and organisations about the work
they are doing all over the world.
Food Festival: - They went around other camps
and tried the foods from their countries.
Science: - This was like the Global Development
Village but they were talking to companies and
organizations about science all over the world.
Nature: - They joined with a scout unit from
Texas, visiting a really old and deep cave
system and walked all the way through, then
walked up to a viewing platform on the moorland
above the cave system.
Closing ceremony: - This was an extravagant
event with lots of music and speeches.
There was a beautiful sunset during the
ceremony. Then there was a huge firework
display lasting about 5-10 minutes.
Leaving: - Leaving the Jamboree was sad.
Watching all the tents being taken down and
thinking about what they had done over the past
few weeks.
The meeting was then closed. Followed by Tea
and Coffee.
