Salary:
Circa $115k incl. super + vehicle allowance
Payment Details:
Salary is paid on a fortnightly basis into a nominated bank account
by direct bank deposit.
Superannuation:
In addition to the above salary, Council will contribute 9.5% of salary
to Vision Super or another complying superannuation fund as
nominated by the employee if earnings are in excess of $450 per
month. Please note all payments to Superannuation funds other
than Vision Super will be made via a Superannuation Clearing House.
Qualifying Period:
This position will be subjected to a six (6) month qualifying period.
Annual Leave:
Four (4) weeks annual leave per annum (pro-rata)
Other Leave:
Other leave entitlements are listed in the Indigo Shire Council
Enterprise Agreement 2012-14.

POSITION OBJECTIVE/S
This position will strategically identify, plan, and facilitate the development of social and
community service planning strategies as required, including, place making, infrastructure,
facilities, wellbeing, community engagement and consultation.
The position will lead and manage the delivery of key service areas including but not limited to,
recreation, arts and culture, young people, maternal and child health, emergency recovery, access
and inclusion, and early years.
The position will:
 Advance place making in targeted communities through integrated planning and
implementation of actions to underpin long term futures for each place.

Align place making with enhancing the economic development opportunities available
across the shire

Promote active civic and social participation and engagement projects whilst developing
strategic planning alliances to work towards indicators of sustainability for the Shire.

Provide social and community planning expertise across a broad range of policies, projects
and programs for the Indigo Shire and work across Council divisions to ensure integrated
approaches to shire wide planning.

Play a key role in identifying and securing funding for strategies and programs.
KEY RESPONSIBILITY AREAS
Strategic Planning

Establish and manage the implementation of a robust Place Making process and program
utilising the integrated plans and strategies from relevant Council units

Identify community infrastructure, facilities and service requirements for an extended planning
horizon and work with others to design required facilities.

Support the economic development of the shire through investment attraction activities, and
maximising existing business development

Contribute a social perspective in the strategic planning processes of the Council aimed at
improving the health and wellbeing of the community.

Provide specialist social planning input into the preparation of the planning scheme, land use
planning, relevant planning policies, development applications and local planning for
community infrastructure.

Actively inform and work in partnership with community organisations, developers, business
and governments to form relationships and achieve joint ownership of key strategic direction.

Actively communicate with all Council Units on the strategic social and service planning
initiatives, seeking input and clear awareness of the implications of specific community
development projects and policy directives.

Actively participate as part of Councils Integrated Planning approach, providing social planning
advice to proposed community services, economic development, infrastructure and facilities.

Engage, support and manage research partners and community in social research projects
relevant to community strengthening.
Advocacy and Lobbying

Develop and maintain strategic alliances, encourage consultation and co-operation with
Commonwealth, State and community agencies, voluntary and private organisations in a
cooperative and coordinated approach to advance Council’s social policy, economic
development, and community strengthening initiatives.

Represent Indigo Shire on community committees, Commonwealth and State Government
advisory committees and working parties as necessary.
Data and Needs Analysis

Capture, analyse and interpret a range of social data based on people (demographics), place
(locality) and issues (social, economic and environmental) in order to identify and prioritise
social and service needs

Based on the analysis of data and broader research, provide advice to Council, Council
departments, developers and community organisations on existing and emerging needs and
wellbeing of the community

Provide input into corporate and operational planning processes to meet identified and
predicted community need
Policy Development

Work in partnership with other Council units, levels of Government, community agencies and
residents to develop social strategies, plans and policies, including evaluation of
Commonwealth and state policy direction and the provision of advice on the implications for
Council.

Develop social and service policy for Council approval.

Service Planning and Delivery

Develop long term plans for required community infrastructure and facilities in accordance with
Council direction and identified community need.

Develop new and innovative models for the sustainability of service systems, infrastructure and
projects within the community.

Initiate, develop, facilitate and manage various community projects.

Undertake social impact assessments on development and policy proposals as required.

Facilitate community consultation activities to gain cooperation and input for key projects and
social and service planning processes.

Act as a specialist resource for local agencies, projects and providers

Identify and pursue opportunities for funding and develop funding applications and submissions
to attract services, funding and support.

To provide overall leadership, development and management of the following services and
activities in Council’s Community Planning function:

Business Planning and Financial Management

Develop service or business plans for the operation of the Business Unit which reflect alignment
to the Council Plan, and assist in the development of service or business plans for the
operations of the service teams within the Unit.

Ensure the operations of the Business Unit and Service Teams within the Unit are within
budgetary limits and Service Agreements as appropriate.
Leadership / Developing Others

Provide effective leadership for staff within the Business Unit which ensures the establishment
and ongoing operation of effective service teams providing the range of services within the
scope of the Business Unit.

Provide motivation and leadership for staff to assist them through the process of

organisational, operational and environmental changes within the workplace.

Develop a consultative, integrated, and multi-skilled team approach within the Business Unit
and Service Teams.

Motivate and encourage staff to achieve their full potential and provide opportunities for staff
to develop their skills and knowledge.
GENERAL WORK REQUIREMENTS

ACCOUNTABILITY AND EXTENT OF AUTHORITY
The position is accountable for:
 Compliance within the Unit of the requirements of the Local Government Act 1989 and
regulations, and other relevant legislation and Council policies, delegations and budgets.

The achievement of goals, objectives and policies set by Council.

The effective delivery and operations of the Community Planning and Development unit

including strategic social planning, policy development, service delivery and utilisation of
resources to achieve the set long term vision.

Representing Council in negotiations with the Commonwealth, State and others to achieve the
objectives of the position

The position has the authority to provide accurate, timely and meaningful advice to the Chief
Executive Officer, Executive Management team and staff, and produce correspondence
relevant to the Unit.

QUALIFICATIONS AND EXPERIENCE
 Tertiary qualifications in social and service planning and policy development, place making,
community development, social sciences or similar discipline.

Demonstrated experience in Service Planning, Place Making, Community Development, Social
Policy or Community and Community Facility Planning.

Significant experience at middle management level or higher in local government, private
sector or a multi-functional organisational environment.

Experience in managing change in an environment of resource constraint.
SELECTION CRITERIA
 Expertise and proficiency in the application of theory to practice in social and service planning
and community development, including identification of solutions to problems and
opportunities.

A sound understanding of the economic, political and social context and issues relating to social
and service planning and Community Development and Council operations.

Ability to integrate various Council plans and strategies to achieve greatest benefit to specific
places and communities.

The ability to formulate, prepare and negotiate the strategic social, economic, and place making
direction of Council.

Demonstrated ability to manage staff and business units effectively with a high degree of
flexibility within a changing workplace environment.
