promote basketball in general and assist the development of all aspects of local
basketball”

Purpose
The purpose of this policy is to assist all involved in Macedon Ranges
Basketball Association (MRBA) representative basketball to understand the
procedures and processes followed and to clarify the expectations of players
and parents.
In agreeing to be involved with the Macedon Ranges Basketball Association
Representative Program (MRBARP), each coach, assistant coach, team
manager, player and parent or guardian shall abide by this policy.
The MRBARP sub-committee (the sub-committee) acknowledges that this
policy cannot anticipate every scenario that may arise during the course of a
season. Therefore, the MRBA Executive Committee reserve the right to make
the final decision on any issue that may not fully align with this policy.
Structure
The MRBARP is a sub-committee of the MRBA.
The MRBA executive committee, being the controlling body, relies on the
MRBARP sub-committee to ensure that the MRBARP operates effectively and
efficiently.
The MRBARP sub-committee is open to members from other local basketball
clubs and associations. Membership is not exclusive to associations which
are affiliated with Basketball Victoria Country.
Vision
The MRBARP will provide a development pathway for local players (not
exclusively MRBA players), which have been identified as elite or have the
potential to become elite players.
The MRBARP will provide a development pathway for coaches and officials.

Codes of conduct
Any involvement in the MRBARP requires all coaches, officials, players, spectators and
parents to agree in writing to, and to fully abide with the relevant MRBA and Basketball
Victoria Codes of Conduct.
MRBARP season
The MRBARP season runs annually from approximately September to April. This allows for
advertising and appointing coaches, advertising and conducting try outs, training for the
compulsory Shepparton junior basketball tournament in December and training for the BVC
championships.
The season will be concluded when all MRBARP teams have completed their representative
commitments. In the instance where a team wins a BVC championship they may be invited to
attend the national championships.

Policy
Key dates are recorded in the MRBA calendar which is reproduced at the end of this policy and
available on the MRBA website.
Typically, BVC junior championships are held every year from February through to March. The
2016 championship dates can be used as an indicative guide:
The MRBARP season is structured to allow for adequate player and team preparation for the
BVC junior championships.
Player commitment
Players must commit to the training and tournament schedule. The coaches and sub-committee
will determine this schedule. The schedule can be viewed on the MRBRP calendar which is
reproduced at the end of this policy and available on the MRBA website.
The training schedule will be no less than eight weeks. All teams will compete a BVC
Championship and other junior basketball tournaments as decided by the MRBA subcommittee,
coaches and team. This will be advised once team selection is finalized.
Parental or guardian commitment
Each parent or guardian of a MRBARP player must commit to:
 Paying all requisite fees in full prior to the first training session
 Ensuring their child is available to attend all nominated training sessions and
championship games
 Assisting the team manager for team duties (i.e. scoring)
 Returning any uniform provided for the tournament directly after the last game
 Must follow the MRBA and Basketball Victoria Codes of Conduct and respect the
decisions of coaches, referees, officials and athletes.
Coach conduct commitment
All coaches must commit to:
 Every aspect of their team’s improvement and performance and the players’
enjoyment
 Setting an example in the areas of communication, sportsmanship punctuality,
commitment, professionalism and attendance for players
 Supply a copy of a current working with children documentation
 Understanding and fully applying the MRBA Player Development Program and
the MRBARP policy.

Team manager commitment
The role of Team Manager requires a commitment level equal to the players and coach. Team
Managers are responsible for the following administrative tasks:
 Advising players and parents of schedule training and game times, or any changes to
schedules
 Entering the team into tournaments as advised by the MRBA Rep committee
 Entering player names and numbers on score sheets
 Appointing a scorer and spotter for each game
 Collecting registration and training fees
 Keep a record of team finances
 Hand out and collect signed Code of Conduct agreement
 Distributing and collecting representative uniforms
 Registering teams
 Liaising with the MRBA Treasurer if any member has not paid prior to the first training
session
 Liaising with the coach for any team requirements
 Supply a copy of their current Working with Children’s Check
All team managers and coaches will abide by the Basketball Australia privacy policy.
Appointment of coaches
All coaches will apply to the MRBARP sub-committee in writing. All coaching positions will be
advertised on the MRBA website and where appropriate via local media (community
newsletters, school newsletters). Neighbouring basketball associations’ coaches are eligible to
apply for all coaching positions.
Player eligibility
All players must live in the Macedon Ranges Shire Council local Government area. All
players must meet the championship eligibility guidelines as set out by Basketball Victoria
Country.
Player selection
All players must register to try out online prior to the first tryout session. This is a
separate registration to any other team registrations.
Typically, try outs will be conducted in August or September each year. There can be up to
two selection trials. The trials will be open to any player who is registered with the MRBA and
is a resident of the Macedon Ranges local government area.
Players are expected to attend all try-out sessions. Players must attend at least one of the
nominated try out sessions to be eligible for selection except in exceptional circumstances
approved by the executive. Any player who has not registered online before the final try out
session will not be considered for selection.
Team selection will be based on evaluation of try-out performance via a Player Skills Checklist.
Players will be notified by mail or email. Team selections will be posted on the MRBA website.

Player selection criteria
The following selection criteria will be used:




Excellence in basketball fundamentals
Excellence in attitude, intensity and effort
Level of Coachability as demonstrated by player adaptability and willingness to
accept constructive criticism from coaches
Level of teamwork and leadership as demonstrated by their assistance, encouragement
and support of other players
Court time
All MRBARP players will be requested to play as the coach deems appropriate, with
no obligation to play every player.
Coaches will take into account the player’s ability, attitude and development requirements
when determining the amount of court time a player receives, however, players and parents
should note that there is no ‘equal court time’ policy when playing representative basketball.
Fees
Fees per team per championship season will be reviewed every year and will be based on :




(1 tournament, BVC Championship and an additional tournament)
Please note these tournaments are subject to change each year depending on team
requirements and are set out in the Appendix.
Fees are divided equally amongst all players for:
 tournament registration fees
 Contribution towards Head coach travel and accommodation costs1
 training costs (court hire)

other costs which may include training, advertising, replacement of uniforms
All monies must be paid in full before the first training session or can made be made in two
installments as notified at time of team announcements.

For consideration of any refund due to injury or unforeseen circumstances please email
[email protected] Please be advised refunds are not guaranteed, they will be forwarded to the
MRBA rep committee to be assessed.
Additional costs

Policy
Additional costs, such as entry into additional tournaments* or additional training must be
agreed to by the sub-committee, coach and team. There may be additional cost due to
extra qualifying tournaments.
*Additional costs must cover:



tournament registration fees
Contribution towards Head coach travel and accommodation costs
training costs (court hire)
Uniforms
Uniform fees, where necessary, will be set at the discretion of the MRBA committee.
In most instances, uniforms will be provided to players for use during the championship
tournament at no cost.
Uniforms must be returned to the team manager at the championship venue after the last
game.
If uniforms are not returned parents will be invoiced for the cost to replace the uniform
(approximately $75.00).
Player conflicts
The sub-committee in all instances will try to avoid any schedule conflicts with other
representative programs (such as VJBL). The sub-committee will not enter MRBARP
teams in tournaments which are known to be dedicated tournaments for other
association representative programs.
Where a player has commitments to another representative program and there is a
schedule conflict, the player will be permitted to give priority to the program which
requires the greatest time commitment. For example, if a player qualifies for a national
championship in a VJBL team (10 month program) and a MRBARP team (7 month
program), they will be released to play for the qualifying VJBL team.

FEES 2016:
Tournament options per team per championship season are either:



$1200 (BVC Championship only) - $120 per person (based on 10 players)
$2400 (1 tournament and BVC Championship)
$3000 (1 tournament, BVC Championship and an additional tournament)
Please note these tournaments are subject to change depending on team requirements.
Under 14s for 2018 will be required to re-qualify prior to BVC Championships.
