PURPOSE & GOAL
The District of Nipissing Social Services Administration Board (DNSSAB), in its role of
Community Entity (CE) for the Government of Canada’s Homelessness Partnering Strategy
(HPS), and on the advice of the HPS Community Advisory Board (CAB) – the Nipissing District
Homelessness and Housing Partnership (NDHHP), seeks quotes for projects and/or services
and/or goods of a qualified Service Provider, and/or consortium of Service Providers, and/or
multiple Service Providers, to address the following community homelessness priorities and
related activities, as outlined in the HPS, Community Plan 2014-2019 North Bay-Nipissing.
Proposals must be related to at least one of the following priorities:
Priority 1: To improve the self-sufficiency of homeless individuals and families and
those at imminent risk of homelessness through individualized services
Activities to address this priority may include:
o Housing Placement (outside of Housing First)
o Connecting clients to income support
o Pre-employment support, and bridging to the labour market
o Life skills development (e.g. budgeting, cooking)
o Supports to improve clients’ social integration
o Culturally relevant responses to help Aboriginal clients
o Connecting clients to education and supporting success
o Liaise and refer to appropriate resources
o Housing loss prevention (only for individuals and families at imminent risk
of homelessness)
o Basic or urgent needs services
Priority 2: To preserve or increase the capacity of facilities used to address the needs of
people who are homeless or at imminent risk (Capital investments)
o Transitional housing facilities
o Supportive housing facilities
o Emergency shelter facilities
o Non-residential facilities

GEOGRAPHICAL SCOPE
The fund must be available for activities or citizens in Nipissing District which includes 11
municipalities and two unincorporated areas, North and South (see Appendix B).
It should be noted that while the District also includes two First Nation Reserves, the fund is not
available for activities or people living on the Reserves.
PROPOSAL SUBMISSION AND CLOSING DATE
Each Proponent shall submit an electronic copy of their Proposal (Appendix A) to:

The email should be clearly titled “RFQ Homelessness Projects in North Bay-Nipissing”.
The Proposal shall be sent on or before 1:00 p.m. local time on December 16, 2016.
Proposals received any later than 1:00 p.m. on this day will not be considered for evaluation.
DETAILS OF FUNDING AND SERVICE DURATION
DNSSAB has up to $19,500 of 2016/17 funding available to support multiple projects that meet
a minimum of one of the homelessness priorities set out above.
Please note: Proponents will not receive funds in advance of expenses being incurred.
Rather, proponents will need to submit detailed financial claims and funds shall only be
reimbursed after submission and approval by the CE and HPS.
The funding MUST be expensed by March 31, 2017. Unused funds may not be spent on
projects or services completed after March 31, 2017. No claims will be accepted for activities
that take place after March 31, 2017.
Enquiries
Questions shall be submitted in writing no later than seven (7) calendar days prior to the Closing
Date and sent to Homelessness Strategy Coordinator, Kalla Maroosis, at the above email.
The Homelessness Strategy Coordinator, in consultation with DNSSAB, shall determine,
whether the query requires response, and such responses will be made available to all
Proponents by issue of addenda that will be incorporated into and become part of the RFQ.
No oral conversation will affect or modify the terms of this RFQ or may be relied upon by the
Proponent.
No Proponent may discuss or communicate about, directly or indirectly, the preparation or
content of its Proposal with any other Proponent or the agent or representative of any other
Proponent or prospective Proponent. If the DNSSAB discovers there has been a breach at any
time, the DNSSAB reserves the right to disqualify the Proposal or terminate any ensuing
Agreement.
CONTRIBUTION AGREEMENT AND REPORTS
The successful Proponent(s) shall be required to enter into a Contribution Agreement with the
District of Nipissing Social Services Administration Board for the purposes of administering the
HPS funding. The requirements set out in the Contribution Agreement are for the purposes of
satisfying federal reporting requirements under HPS. Part of the requirements set out in the
Contribution Agreement shall be to report on the project’s finances and activities. The Financial
report must contain all expenses from the month in question, including receipts as necessary.
The Activity report submission shall follow a prescribed format which will be included in the
Contribution Agreement. The activity report will be a cumulative report that will report on all
activities that occurred during the project term.
EVALUATION CRITERIA
Each member of the Selection Committee will evaluate each Proposal using the same
methodology and rating system. The committee members will then compare their individual
evaluations and through consensus, and arrive at a final evaluation for each Proposal. The
Selection Committee will choose the Proposal(s) with the highest rating(s), based on the
methodology described below.
The Selection Committee will be drawn from the members of the Nipissing District
Homelessness and Housing Partnership (NDHHP) and staff from the DNSSAB. An Expression
of Interest email will be sent to NDHHP members December 1, 2016, asking for interested
parties to email Kalla Maroosis by Tuesday December 13, 2016.
