Apologies, minutes and actions Discussion The minutes from the previous meeting held on 12th September 2014 were agreed as an accurate record. 1 Action Who Item Discussion Action Who Action 11: Travelsafe and Public Health were invited to the meeting. Travelsafe were represented and Public Health sent apologies but will attend the next meeting. Action 12: Report on MCSP priorities – see agenda item 2. Action 13: Concerns regarding the ASB reforms were not raised with the Strategic Police Standing Group as it was not deemed the correct forum. The chair will instead write to the Home Secretary. Chair to write to the JK, OPCC Home Secretary relating to concerns regarding the ASB reforms. Action 14: A KSI report has been shared with the Force to raise at the Merseyside Road Safety Partnership. A concern was raised about who sits on this Partnership and how this will be reported back in to Local Authorities. OPCC to circulate details of Merseyside Road Safety Partnership group to partners. Travelsafe to assist. OPCC & Travelsafe OPCC to circulate final version of priorities and terms of reference to members. ES, OPCC Action 15: Report on Serious and Organised Crime Partnerships – see agenda item 7. 2. Priorities for the MCSP Members were provided with a report containing an updated version of the MCSP priorities and terms of reference. Following consideration, members agreed new MCSP priorities and terms of reference. 3. Commissioning Update Helen Selby provided members with an update regarding the OPCC’s commissioning of victims’ services. The chair asked for summary reports on OPCC’s commissioning work to be circulated to members. Members made a number of 2 HS to circulate victims’ HS, OPCC commissioning research summary reports to members. HS, OPCC HS to ensure member’s Item 4. MASH Update Discussion comments regarding the presentation. The chair requested comments be taken into consideration as part of the PCC’s commissioning work. Action comments are taken into consideration as part of the PCC’s commissioning work. Who Differences between how the MASH operate and membership were noted. Health and the Community Rehabilitation Company are not represented on some of the MASHs. MCRC to review any blockages to their agency’s contribution to the MASHs. JC (MCRC) Any blockages to health representation on MASHs to be raised at next MCSP (06/03/15). OPCC Main barriers to fully establishing MASHs include partner buy in, colocation and information sharing agreements. The chair and members agreed that Police Basic Command Unit leads should be briefed on any blockages to develop MASHs and raise with the relevant partners. JL, OPCC & Merseyside Police MCSP to revisit progress against the National Action Plan in six months. OPCC The chair informed members of government consultation regarding prisoner’s earnings. OPCC have requested earnings be added to the PCC’s budget. Merseyside Police’s DCI Chris Sephton provided a verbal update on the progress of the MASH’s for each area. 4 out of the 5 areas now have a MASH. Liverpool is the only exception with their MASH scheduled to go live in April 2015. 5. National Child Sexual Exploitation Action Plan Wirral CSP highlighted how the PCC and Merseyside Police’s estates strategy could benefit MASH’s co-location needs. Members noted the contents of the report and agreed to revisit progress against the National Action Plan in six months. 3 Item Discussion Action Who The CSE mapping that Liverpool has prepared should be included within the next update to the MCSP. 6. Operation Aquila Chief Inspector Jenny Sims provided a presentation on the Merseyside Police’s Operation Aquila. Operation Aquila involves a variety of police tactics to protect vulnerable locations against serious acquisitive crime. Merseyside Police highlighted how marketing has been a key part of this operation. Operation Aquila was previously funded through the Chief Constable’s fund. The chair discussed proposals to continue the work of Operation Aquila with funding from the PCC’s office that is available for community safety projects. CSP members discussed the proposal and highlighted a number of issues relating to PCC community safety funding and the impact if any of it was reduced in order to fund Operation Aquila. 7. Serious and Organised Crime Partnerships The chair agreed to consider partners’ comments and provide an update by the end of December 2014. JR, OPCC The chair requested an update be provided at the next MCSP (06/03/15) on Serious Organised Crime Partnerships and the ‘local profile’. OPCC & Merseyside Police (Ch/Supt. Bill McWilliam) The MCSP agreed to take on the role of serious and organised crime partnership.
