ORGANIZATIONAL CONTEXT
The Supply Associate will function under the direct supervision of a Supply Officer. The
incumbent is expected rapidly to gain an in-depth knowledge of UNHCR Supply Management
practices and procedures, UN financial rules and regulations so that s/he can act independently
and establish priorities in times of needs. S/He requires exercising a high responsibility in
communication and record keeping. The ability to work under demanding conditions often faced
with very short deadlines and the need for courteous and effective relationship with the clients is
the salient features of this position.
DUTIES & RESPONSIBILITIES
Supply/Logistics
 Maintain specific internal control and develop self-evaluating criteria/procedures with the
office to ensure that standards and quality of the supply function is adhered to;
 Carries out customs clearances of internationally procured items and contact authorities
and other organisations to obtain all necessary authorisations and clearances;
 Co-ordinate transportation and distribution of refugee items;
 Ensure that a timely service is offered to users.
Sourcing
 Assist in the evaluation purchase requisitions and authorisations to ensure that
specifications, budgetary data and all other requirements are in order;
 Co-ordinate with main office/other offices and consolidate local procurement and
contracting by ensuring UN Financial rules and procedures, that standards and services
are applied consistently;
 Assist in the evaluation of offers and draft bid tabulations to select the lowest acceptable
bidder;
 Draft and dispatch quotation requests and/or tenders;
 Prepare proposals for award of contracts to the Contracts Committee;
 Maintain and update the roster of UNHCR suppliers.
Asset Management
 Maintain the inventories of warehouses storing assistance items;
 Assist in co-ordinating, monitoring and reporting on the deployment of NEP assets with
the office;
 Perform any other duties as required.

QUALIFICATIONS/REQUIREMENTS
Education:
Completion of the Secondary School Education with post-secondary
training/certificate in Trade, Business Administration, Economics, Marketing or a related field;
Experience:
Minimum of six years of previous job experience in similar field, preferably
within the UN.
Languages:
Proficiency in English language is required. Working knowledge of French will
be an advantage. Working knowledge of another UN language and the local language is
desirable.
OTHER REQUIREMENTS








Completion of UNHCR learning programmes or specific training relevant to functions of
the position such as the Supply Chain Learning Programme (SCLP);
Other UN procurement and logistics training – such as IAPSO and UNPD;
Knowledge and working experience of PeopleSoft/MSRP Supply Chain applications;
Communication skills, proven team player with excellent inter-personal skills;
Experience in working in multinational company;
High sense of responsibility to deadlines particularly in the case of emergencies;
Certificate /diploma from CILT (Chartered Institute of Logistics & Transport);
Certificate/Diploma in Insurance from a recognized professional institute is highly
desirable.
ELIGIBILITY
Internal candidates are General Service staff members currently serving at the duty station
where the vacancy exists, including those with reduced seniority, who have been appointed
through the APPC process. Only staff members who have served for a minimum of one year in
