Common Offer Acceptance Portal (COAP)

1. Introduction
Common Offer Acceptance Portal (COAP) provides a common platform for a candidate to make the
most preferred choice for admission into an M.Tech. Programme in participating academic institutes
(IITs). In the past few years, a significant number of seats in M.Tech. programmes of participating
institutes fell vacant at the end of the admission procedures. One of the main reasons is that many
candidates receive offers for admission from multiple institutes and decide on acceptance only
towards the end of the admission process. Another reason is that the candidate who join M.Tech.
programmes in the participating academic institutes, quit the programmes after they receive offers
for a job from PSUs. This results in seat vacancies, while such seats still would be available to
deserving students. It is important to take the necessary measures to overcome such an undesirable
scenario of vacancy and to provide opportunities to many other deserving candidates for available
seats in a program of interest. Hence, it has been agreed to open a portal (COAP) which can
implement the common offer and acceptance procedure.
The main objectives of COAP are:

To provide a common platform for a candidate to make the most preferred choice (job in
PSU or Graduate study).
To be able to offer admission to candidates who get deprived of seats (in Institutions) or jobs
(in PSUs) due to multiple offers held by some candidates till last minute, resulting in
vacancies.
To mitigate/ eliminate the scenarios that arise due to 'multiple offers' (made by Institutions
and/ or PSUs) that cause vacant posts in PSUs or vacant seats in Graduate programmes of
IISc and IITs.
COAP will be a common platform for Participating Institutes / PSUs where Admission / Job Offers
will be uploaded by participating Institutes / PSUs in a common time window. To access the offers (if
any) made by participating Institute(s)/PSU(s), each candidate will also have to register at COAP in
addition to applying for admission / job in the participating Institutes / PSUs separately. Each
participating Institute / PSU will follow the selection procedure as per the norms and guidelines of the
respective Institute / PSU. Participating Institutes / PSU(s) will upload their offer(s) To access and
make a decision on the most preferred choice out of the offers (if any) made by participating
Institute(s)/PSU(s), each candidate should visit COAP
Following are operating features of COAP:
To access the offers (if any) made by participating Institute(s)/PSU(s), each candidate will also have
to register at COAP. It should be noted that admission / job offers will only be available from those
participating institutes (and programmes) / PSUs where the candidate would have applied for a
Graduate study / job. Each participating Institute / PSU will follow the selection procedure as per the
norms and guidelines of the respective Institute / PSU. List of participating Institutes / PSU(s) is as
follows.
In each ROUND, the offers available at that point of time will be seen in COAP by the candidate. The
candidate has to make a decision on the available offers before the deadline mentioned for each
ROUND of OFFER. The participating Institutes / PSUs will make the updated offers for vacancies in
the subsequent ROUND of OFFERS.
Candidate must note the following points:

COAP is not an Admission application / Job application portal. For M.Tech. Admission / Job
Application, candidate should visit respective participating Institute(s) / PSU(s) application
portal and apply as per their choice.

Candidate should also register at COAP to access the offers (if any) made by participating
Institute(s)/PSU(s).
Candidates graduating/ graduated from IITs with B.Tech. Degree and having CGPA
(cumulative grade point average) of 7.5 (on a scale of 10) and above for SC/ ST and 8.0 (on
a scale of 10) and above for others can directly apply to the respective Institutes for M.Tech.
Admission. They should not register at COAP.
Candidate should refer to "Important Dates / Announcements" for a tentative schedule of each round
of offers and corresponding time window for a candidate to make decision on available offers at
COAP.
2. Guidelines
2.1 Candidate will make decision on offers available, if any, during each round of offers. The
candidate can select maximum of one offer out of available offers in each round. The candidates will
have the following THREE options in each round.
2.1.1 Option 1- 'Accept and Freeze': This option should be selected if the candidate is willing to
accept one of the present offers and does not like to be considered for upgrading to higher
preferences, if any, in the subsequent round(s) of admission. Candidates selecting this option WILL
NOT be considered in the subsequent round(s) of admission in any of the participating academic
Institutes and PSUs.
After clicking the 'Accept and Freeze' option, the candidate should press 'submit' button to confirm
the submission of decision. Subsequently, the candidate should visit the respective Academic
Institute's Admission Portal or PSU's Job Portal and follow the procedure as per the instructions on
the respective website.
2.1.2 Option 2- 'Retain and Wait': This option should be selected if the candidate is accepting one of
the present offers and also would like to be considered for upgrading to the candidate's higher
preferences, if any, in the subsequent round(s) of offers. Candidates selecting this option WILL NOT
be considered for the other rejected offers in the current round. Nevertheless, the candidate will be
considered for other higher preferences, if any, in the subsequent round(s) of admission offered in
the participating academic Institutes and PSUs. After clicking the 'Retain and Wait' option, the
candidate should press submit to confirm the submission of decision. Subsequently, the candidate
should visit the respective Academic Institute's Admission Portal or PSU's Job Portal and follow the
procedure as per the instructions on the respective website.
2.1.3 Option 3- 'Reject and Wait': This option should be selected if the candidate is not willing to
accept any of the offer(s) of admission / job. Nevertheless, the candidate will be considered for other
higher preferences, if any, in the subsequent round(s) of admission offered in any participating
academic Institutes and PSUs. After clicking the 'Reject and Wait' option, the candidate should press
submit to confirm the submission of decision.
2.2 After making the final choice, the candidate has to complete the submission procedure by
pressing 'submit' button. Without completing the submission procedure, it will be treated as if the
candidate has not accessed the COAP vide 2.5.
2.3 After selecting an offer of joining / admission either with "Accept and Freeze" option or with
"Retain and Wait" option, the candidate will visit the concerned organization's Webpage / Institute's
M.Tech. Admission portal for the subsequent admission / joining procedure. The joining / admission
procedure should be completed by the candidate within in the due date.
2.4 Once the candidate declines / rejects offer(s) in a particular round, the candidate will not be
considered for the same offer(s) thereafter. However, the candidate (either with option 'Retain and
Wait' or with option 'Reject and Wait) will be considered for the higher preferences, if any, in the
subsequent round(s) of offers.
2.5 Candidates should visit each round of offers till the decision of "Accept and Freeze" is made by
the candidate. If a candidate does not access the COAP or does not make a decision during a
particular round of offers, then all new offers made during that round will be considered as Rejected
by the candidate. Nevertheless, in case, if the candidate has given higher preferences, then the
candidate will be considered for the higher preferences, if any, in the subsequent round(s) of offers.
If the candidate has made decision of 'Retain and Wait' in any of the previous rounds but does not
access the COAP or does not make a decision during any subsequent round of offers, then all new
offers made during that round, except any previously selected offer with 'Retain and Wait' option, will
be considered as Rejected by the candidate.
2.6 In the final / last round of offers, the candidate will be provided with only two options of "Accept
and Freeze" or "Reject and Quit".
Candidate should select the option "Accept and Freeze" if the candidate is willing to accept one of
the offers. After clicking the 'Accept and Freeze' option, the candidate should press submit to confirm
the submission of decision. Subsequently, the candidate should visit the respective Academic
Institute's Admission Portal or PSU's Joining Portal and follow the procedure as per the instructions
on the respective website. The joining / admission procedure should be completed within in the due
date.
Candidate selects the option "Reject and Quit", if the candidate is not willing to accept any of the
offers. Then all offers made during that round will be considered as Rejected. The candidate should
press submit to confirm the submission of decision.
If a candidate does not access COAP or does not make a decision during the final round of offers,
then all new offers made during that round, except any previously selected offer with 'Retain and
Wait' option, will be considered as Rejected by the candidate.
2.7 It should be noted that during the operation time window of COAP, offers from participating
institutes and PSUs will be available at COAP only. Candidates are required to make a decision on
acceptance or upgrade or rejection at COAP only.
2.8 After the last / final round at COAP, no offers will be available at COAP. For any offer / admission
related matter, candidates must visit the respective Academic Institute's Admission Portal or PSU's
Joining Portal.
2.9 After the last / final round at COAP, any Institute / PSU(s) may like to fill the vacancy with
additional / spot rounds, for which candidates will follow the guidelines of the respective institute(s) /
PSU(s). In this case, admission and offer related information would be available only on respective
Institute's or PSU's website.
