2018 POWER SMART MANITOBA WINTER GAMES TECHNICAL PACKAGE SPORT: Short Track Speed Skating Purpose The Power Smart Manitoba Winter Games is a great athlete introduction to the multi-sport environment. A Manitoba Speed Skating Association (MSSA) goal is to use the Power Smart Manitoba Winter Games as the progression from our provincial program, and develop Manitoba athletes for future national events and Canada Winter Games. Eligibility U14 - Minimum age is 10 years as of midnight June 30, 2017. Maximum age is 13 years as of midnight June 30, 2017. U18 - Minimum age is 14 years as of midnight June 30, 2017. Maximum age is 17 years as of midnight March 1st, 2018. (Participants must be under the age of 18 to compete) Athletes must be a registered member of a recognized speed skating club in Manitoba. Regional Team Composition Each category should consist of 12 athletes. U14 Male Female Athletes Per Reg. Western Manitoba 2 2 4 Eastern Manitoba 2 2 4 Winnipeg 1 2 2 4 Winnipeg 2 2 2 4 Total per Region 8 8 16 *Fill Spots - Regional teams must be comprised 2/3 of regional athletes, in which case if any region is unable to fill its quota, remaining positions will be made available to the next ranking skaters from the Power Smart Manitoba Winter Games Trials, who are not yet qualified. Qualifier Athletes must compete at the Manitoba Open Championships, December 14th, 2017. Athletes will represent their respective region and be ranked upon their cumulative points over the Open Championships. The top 6 athletes from each region in the Open Championship will be selected to the Manitoba Winter Games. *Bye Selection - In exceptional circumstances, as the MSSA determines, where an athlete has not had the opportunity, through no fault of his or her own, to compete in the nominated selection event, the athlete may be eligible to apply for a Bye selection to the Power Smart Manitoba Games Team for their region. A Bye request is considered as the last means by which an athlete may gain selection and is intended to provide for exceptional circumstances. Competition Events U14 Distance Female 200M (Pursuit), 200M, 400M, & Male 1500M, 2000M Super Final 3000M Relay U18 Female & Male Distance 500M, 1000M, 1500M, 3000M Super Final 3000M Relay ● U14 Male and Female: 2000m Super Final Points Race (top eight only, based on cumulative points, awarded at .5 point value). All U14 events will be raced on the 100m track. ● U18 Male and Female: 3000m Super Final Points Race,(top eight only, based on cumulative points, awarded at .5 point value). All U18 events will be raced on the 111.12m track. *All competitors must compete in all events. Equipment All equipment is subject to Speed Skating Canada standards. Athletes will be provided with a helmet cover to identify their regional team. Coaches & Managers Each region must name a Head Coach and Team Manager. Head Coaches & Team Managers will be appointed by each region, in conjunction with MSSA, with at least one of each gender. Exclusively Head Coaches will be allowed in the Coaches Box. Head Coaches: - All Head Coaches must complete the Introduction to Competition Speed Skating course, NCCP Making Head Way in Sport: Speed Skating module as well as Making Ethical Decisions module. Team Managers: - All Team Managers must complete the NCCP Making Head Way in Sport: Speed Skating module as well as Make Ethical Decisions module. * Note that the role of head coaches and Team Managers at the MB Games includes travelling to and from the Games with their team, residing with their team, and acting in a supervisory capacity throughout the Games. Officials The sport is permitted to register 22 officials. Officials will be appointed by MSSA. Officials to be Assigned by MSSA - 2 On Ice Referees - 4 Track Stewards - 1 Meet Coordinator - 2 Recorders - 3 Runners - 1 Whip - 8 Timers - 2 Lap Counters Volunteer Positions - 8 Place Judges - 3 Runners - 2 Bucket Fillers *Transportation, accommodation, and meals, as arranged by the Host Society, will be provided for officials. Registration Deadline The Provincial Sport Organization states that all teams must be chosen by November 31st, 2017.
