Original intention was to do work for version 3.0 only. Request has now been made to incorporate into version 2.x. This is to be determined by Technical Steering committee. Discussion was regarding the creation of a new chapter that reuses the segments and other information from Chapter 8. Frank Oemig has prepared handouts (handout CH15) detailing the new chapter requirements, scope and use cases. Information that deals with staff members is NOT a stable set of information, but instead is highly dynamic. Security for digital signatures Moving from 2.x to 3.0 is patient centered point of view to person centered point of view. Changes include adding new event codes to MSH intended to enhance security model – new event codes (ex. B01, B02, etc. for hire a staff member, update staff member, etc.) and new message structures for more detailed information. Suggestion to expand to include Personnel Management software. Scope statement revisited and should include: Substantiation of master files Credentialing Assignment of physician roles General role-based security model Shortly before Norman could gave a short refresher the election of the co-chairs was held. Frank Oemig and Bernd Blobel were the only nominees and elected without opponents. Norman gave refresher of version 3 tutorial to help determine what is required for new messages – MDF diagram was presented – use cases, information model, Interaction model, message design model. Adds/updates to RIM must follow the process for updating the spreadsheet. Robin Zimmerman gave presentation for provider information requirements, use cases entities and attributes (handout titled Provider Master Logical Data Model). Basics that are needed for healthcare networks. Authentication Access Control User management Patient Consent Communication Initialization Information Request Information provision Information Transfer Security SIG focuses on security of interfaces Personal Management SIG deals with person related security What are the next steps for personal management? What should the agenda be for Atlanta? Focus for v2.x or v3.0? Will current M02 message remain for the database substantiation? Should M02 remain or should new Bxx messages go forward starting with v3.0? The classes and attributes should be defined for inclusion into the RIM regardless of the decision for inclusion into version 2.x…direction is to move forward with version 3.0. Version 2.x is not going to ballot until January 2000. These new triggers could then have fast-tracked back into version 2.x after version 3.0 messages, classes, and attributes are defined. Decision: A new chapter 13 will be introduced. The provided handout is the basis. The definition of the segments STF and PRA will be moved to the new chapter and replaced by a hint where they can be found now. The old messages (MFN, MFD and MFK) with event code M02 are still valid for backward compatibility. Next Steps: Submitting the handout (Ch15) to PAFM and PM list server with a request for comments.
