MINUTES OF THE CITY COUNCIL WORK SESSION HELD April 20, 2017. The City Council of
the City of Crowley, Texas met in Regular Session on Thursday, April 20, 2017, at 6: 30 pm in the City
Council Chambers, 201 East Main Street, Crowley City Hall, Crowley, Texas. Mayor Billy Davis, called
the Work Session to order at 6: 31 p.m.

Mayor Billy Davis called the Work Session to order at 6: 31 p.m. City Secretary Carol Konhauser called
roll and noted a quorum was present.

All matters listed under the Consent Agenda are considered to be routine by the City Council and will be
enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that

Consider approval of the minutes from the regular meeting held on April 6, 2017.

CITY BUSINESS
1.
Discuss and consider adoption of Ordinance 04- 2017 -300, an ordinance amending the
zoning ordinance of the City of Crowley, Texas, by changing the zoning classification on
Block 20, Lots 1 -10, of the Crowley Original Town Subdivision from General Commercial
to Two -Family Residential; revising the official zoning map in accordance therewith;
providing that this ordinance shall be cumulative of all ordinances; providing a severability
clause; providing a penalty for violations hereof; providing a savings clause; providing for
publication in the official newspaper; and providing an effective date.

Discuss and consider approval of an Interlocal Agreement for Fire Services between City of
Burleson and City of Crowley.
Mayor Billy Davis asked is this was an annual contract renewal. Fire Chief Pleasant Brooks
stepped up and explained it was the same interlocal agreement and that the only change was
adding the maps which outlined the jurisdictions.

Consider approval of lease agreement with A to Z Lighting for a 2 year lease ( with an
additional one year option) for the property located at 109 E. Main Street.
City Manager Robert Loftin explained to the Mayor that they had been working on the contract
with Mr David and had worked out all the details. The contract being presented to City Council
was the final lease agreement worked out between the City and Mr David.

Discuss and consider adoption of Ordinance 04- 2017 -301, an ordinance renaming a portion
of North Beverly Street and renaming the entirety of Industrial Boulevard, to provide
directional names for both streets; repealing Resolution Number 5- 2007 -13; providing that
this ordinance shall be cumulative of all ordinances;
providing a severability
clause;
providing for publication in the official newspaper; and providing an effective date.
City Manger Loftin explained that when these streets were previously renamed, they did not
receive directional prefixes or designations which is creating confusion for the public safety
departments and first responders. Most the streets in the City are given directional prefixes; the
railroad tracks is the divide for East and West and Main Street is the divide for North and South.
Assigning the directional prefixes assists public safety departments in locating their destination a
bit quicker.
5.
Discuss and consider Special Event Permit Application for a Disc Golf Event to be held
April 21 -22, 2017.
No discussion.
6.
Discuss and consider Special Event Permit Application for the 6th Annual Stepping up for
Autism 5K/ lmile run /walk to be held April 29, 2017.
City Secretary Carol Konhauser pointed out that the City still had not received the liability
insurance policy and suggested that if City Council were going to approve the Special Event
Permit, that they do so contingent on the City receiving the insurance policy.
As there was no further business to discuss, the work session was adjourned at 6: 36 pm.

Council Member Tina Pace made the motion to approve the Special Event Permit for the 6th
Annual Stepping up for Autism 5KA -Mile Run/ Walk to be held on April 29, 2017 contingent on
the City receiving liability insurance policy, second by Council Member Jim Hirth, council voted
unanimously to approve the motion as presented. Motion carried 6 -0
ADVISORY BOARDS AND COMMISSIONS

CITIZEN AND VISITOR PARTICIPATION
Mayor Billy Davis asked if there were any citizens or visitors wishing to speak.
Jay Hinton, Media Relations Specialist for the City of Crowley, 201 E Main Street. Mr Hinton informed
CGI
City Council of the upcoming video project to be conducted by CGI Communications.
Communications will be designing a series of seven ( 7) videos which will highlight our community. The

series will consist of 1) a welcome video, 2) education video, 3) Health and Living/Quality of Life, 4)
Home and Real Estate/Economic Development, 5) Police and Fire, 6) Recreation Center /Library and 7)
Community Organizations. He explained there would not be a cost to the City; CGI Communications
funds the project through local business advertising, but the project is not contingent on raising funds.
CGI will create the videos, host the videos on their own servers /website and the City will add a link to the
official City website. There is absolutely zero risk and zero cost to the City. They will begin the project
on June 13, 2017.
Mr Frank Jeys, a patron of the Crowley Senior Center, stepped up to thank the City Council and requested
a picture be taken of himself, members of the Senior Center and City Council once the contract for the
new center is signed and again on the day of the City conducts the official ribbon cutting ceremony.
Terri Horn, Crowley Chamber of Commerce, 201 N Hampton Rd, stepped up and reminded everyone
about the Chamber Fun Run scheduled for May 6, 2017 at 8: 30 a.m. There will be brunch snacks after
the run.
Fire Chief Pleasant Brooks reminded council about the UTA Student Presentation on a Call Study of the
Crowley Fire Department which will be held in the Crowley Council Chambers on May 3, 2017 at 3: 00
p.m. Chief Brooks also informed City Council that Ms Barbara Bowser had submitted her retirement and
her last day of work would be April 30, 2017.
Mayor Billy Davis asked about Ms Judy Freeman' s retirement and Mr Loftin confirmed it would be on
Friday, April 28, 2017.
ITEMS OF COMMUNITY INTEREST
Mayor Davis asked if there were any community interest items but there were none.
As there was no further business, Mayor Davis adjourned the meeting at 7: 29 p. m.
