stakeholders to review draft ordinance changes (engineers, architects, developers, builders, landowners, realtors, and more) • Stakeholder comment period from April 25 to May 31 • CPPJ staff reviewed all comments received, and all input was considered for potential modifications to draft ordinances DRAINAGE DESIGN THAT MAKES SENSE 12 KEY STAKEHOLDER FEEDBACK • Floodplain management – Will new maps be adopted or will floodplains be remapped, effect on properties and new development • Fill mitigation – Why it’s needed, where it is required and how it’s done, effect on new development • Freeboard requirements – Why existing freeboard ordinance needs to be changed, effect on new development in terms of flexibility and liability • Runoff Management Plan – Difference between RMP and Drainage Impact Analysis, need for additional analysis DRAINAGE DESIGN THAT MAKES SENSE 13 KEY STAKEHOLDER FEEDBACK (CONT’D) • As-built drawings – Why new requirements for as-built drainage plans are necessary • Higher standards – Right-of-way for drainage laterals, sewer effluent discharge, detention pond sloping, and minimum pipe size increases • Drainage impact fees – Why these fees are needed, how fee structure is determined, how fees are utilized, do any exemptions exist • Construction and inspection – Need for field inspections and milestones for new development construction, how it will be enforced DRAINAGE DESIGN THAT MAKES SENSE 14 KEY STAKEHOLDER FEEDBACK (CONT’D) • Post construction operations and maintenance – How on-site detention pond requirements for O&M plans will be enforced • Technical engineering standards – How CPPJ will account for variances between the Parish and LaDOTD • Review process – How Gravity Drainage Districts will be involved DRAINAGE DESIGN THAT MAKES SENSE 15 Draft Ordinance Revisions CHAPTER 26 ZONING AND DEVELOPMENT DRAINAGE DESIGN THAT MAKES SENSE 16 REVISION CONSIDERATIONS • Focus has and will continue to be on how to reduce flooding through long-term policy measures, balancing sound science and engineering with the need to continue supporting growth in Calcasieu Parish • Identified areas where language was unclear or uncertain and revised accordingly • Amended, changed, or revised sections to respond to stakeholder feedback while staying consistent with overarching policy framework DRAINAGE DESIGN THAT MAKES SENSE 17 KEY CHANGES BASED ON FEEDBACK • Sec. 26-13: Added paragraph to clarify process for requirement of a Runoff Management Plan during the preliminary plat approval process • Sec. 26-13: Amended lowest as-built elevation under final plat requirements (“as-built elevation within the proposed building lines of each lot in accordance with the drainage layout plan”) • Sec. 26-14, 26-45: Clarified language surrounding peak runoff rate • Sec. 26-14, 26-45: Amended freeboard requirements section to clarify relevant structures and flood hazard determination DRAINAGE DESIGN THAT MAKES SENSE 18 KEY CHANGES BASED ON FEEDBACK (CONT’D) • Sec. 26-215: Modified waiver structure from Runoff Management Plan section (removed waiver 1, modified waivers 2 and 3) • Sec. 26-215: Changed existing conditions requirement to reflect the adoption date of the final ordinance • Sec. 26-215: Changed requirement to one-foot contours because of minimal elevation changes within Parish • Sec. 26-215: Clarified ponding to be incorporated into the development plat • Sec. 26-216: Added special requirements for developments receiving waivers under Sec. 26-215 • Sec. 26-216: Revised grading plan requirement language to clarify the locations of fill to “proposed buildable spaces” • Sec. 26-216: Added language to allow lots larger than five acres to have the grading plan performed at the time of applying
