1. ANNOTATION
Give a brief summary of the course content and how it will help students.
The course aims to reveal the relationships and trends in the public sector economic
developmemt. Pareto improvement is the key for government intervention and the expansion of
the public sector of the economy. In the light of Pareto efficiency ,the optimal supply of public and
quasi public goods are presented. But how the society takes collective decisions: what, how, for
whom public goods have to be supplied ? The answer is given by public choice theory. In fact the
collective decision define the budget allocation , and as a result the tax and debt policy
changes.Special case of budget decision is funding of public projects!. In second large part of the
course, the taxation is analysed in order to reveal the most efficient tax enforcement and generally
the creation of optimal tax system. All students have to prepare case studies on specific subject for
analyzing models and practical illustration of optimal collective decision making.

4. METHODS OF TEACHING
Describe the different teaching methods that will be used, such as lectures, seminars, group discussions, team
works and other teaching methods.

The teaching will follows 3 approaches:
- lecture presentation-main subjects will be highlighted
- special topics will be discussed on seminars(initially 15 subjects linked with lectures will be
distributed among all students, some of subject will be taken by 2 or 3 students.
Presentations will be done on PPoint and will follow discussion with students
- foreign Tempus students will present the selected subject as a policy decisions from their
countries

Describe the skills and knowledge that students will acquire.
The course delivers 1) basic knowledge and relationships regarding the public sector of the economy; mainly
how public goods are supplied and consumed on national and local level.
2) basic knowledge of taxation , regarding trade off efficiency-justice
3) analytical skills regarding budget allocation, individual income taxation , user charges, social security
contributions
6. ASSESTMENT METHODS
Give information about the type of exam and how students will be evaluated.
The final mark are formed as well as:
1.written exam - 60% of final mark
2. course subject presentation: 30% weight
3.partipation in the discussion: 10% weight
