This document sets out how Mid Sussex District Council aims to work with young people in the next 3 years. It explores not only how the Council will review its work internally with young people but will provide a framework for the district’s work with young people and partner services over the next three years. The purpose of this draft document is to be agreed by Cabinet and then to be taken forward to external partners and young people for further consultation. The aim after consultation with internal and external partners will be to gain agreement from all involved to take forward all the actions. Working together with partners will strengthen the work in the district and focus joined up approaches to dealing with issues facing young people. This draft will be a consultative document until the end of December when it will be prepared to go before full Council for adoption in February 2009. Better Young Lives concerns all children and young people aged from 0-25. However special focus within the Council’s work will be for young people of 13-19 years. Why have a Youth Strategy and what is it about? The purpose of this document is to inform you of the priorities identified by young people, partner organisations and Mid Sussex District Council. It will outline the reasons for the priorities chosen and how it links to national legislation and local government agendas concerning young people. This strategy will help to focus the work of all local partners working to ‘better’ the lives of young people and provide guidance to support and direct their work. The document identifies key issues that are specific to the local area of Mid Sussex. Mid Sussex District Council recognises its role in engaging with young people who represent a significant proportion of the local population. To this end young people should be empowered to take part in consultation and decision making on issues, which affect them. Mid Sussex District Council, agencies and teams need to develop and establish clear systems, procedures and practice to hear the views of young people. Barriers to effective participation by young people must be broken down through appropriate training for staff that are not experienced in working and communicating with young people. The current National Government Agenda emphasises ‘participation’ as a key priority. Mid Sussex District Council Mid Sussex Youth Strategy - Better Young Lives 3 When young people are engaged in consultation and the planning stages of projects and service change they are more likely to maintain their interest and better appreciate the outcomes. 2.0 Context: International, National and County Better Young Lives is the document outlining how the Council will work with its young people and partners in the statutory and voluntary sectors to address issues affecting the quality of life for young people. It has, at its foundation, the rights of the child as agreed by the UN Convention (Article 12). “Children and young people have the right to say what they think should happen, when adults are making decisions that affect them and to have their opinions taken into account”. Better Young Lives will reflect the five key outcomes of the Every Child Matters agenda - be healthy, stay safe, enjoy and achieve, make a positive contribution and achieve economic well-being. It will focus on the priorities for children and young people in West Sussex as agreed by the Children’s Trust and the Local Strategic Partnership and set out in The Children’s and Young Peoples plan. Children and Young People should be able to: “Enjoy good physical and emotional health and choose to live a healthy lifestyle; Be protected from harm and grow up able to look after themselves; Achieve the highest possible standards, enjoy their learning and develop a broad range of skills for adult life; Participate constructively in their community and be valued for their contribution; Be well prepared for work and aspire to achieve their potential in life.” CYPP WSCC Our Partnership, Our Plan (2006-2009) Fundamental to ‘Better Young Lives’ is the duty to engage with young people, and empower them to participate in decision-making about community issues that affect them. This reflects themes outlined in the Government White Paper ‘Communities in Control / Real People / Real Power’ (2008). The Council embraces these themes within the draft strategy ‘Sustainable Communities’; where it highlights that young people should be “encouraged to participate in their community in a positive way” (Theme: cohesive and safe communities). Evidence shows that when children and young people are involved from the planning stage through to the end outcome of a project, it will be far more successful and rewarding for professionals, young people and the community. “Acting on children and young people’s views has positive outcomes. There is evidence that child/youth participation can lead to improved service development, increases in children and young people’s citizenship and social inclusion, and also their wider personal development. Many organisations reflect and evaluate the process of participation, but too little attention is given to collecting systemic and rigorous evidence of outcomes”. Building a Culture of Participation Involving children and young people in Policy, service planning, delivery and evaluation; DfES © 2003. 3.0 Profile of Mid Sussex Mid Sussex District Council Mid Sussex Youth Strategy - Better Young Lives 4 There are approximately 32,500, 0 -19 year olds in Mid Sussex. (WSCC Joint Strategic needs assessment 2008) Mid Sussex is a relatively affluent district, having few areas of significant deprivation. It has three major urban centres (East Grinstead in the north, Haywards Heath in the centre and Burgess Hill in the south), contrasted with extensive rural areas. This renders it on balance one of the most rural of the West Sussex districts. The last three decades have seen a significant expansion in the Mid Sussex population due to its popularity with London and Brighton commuters. However, in the last year the number of older people above 65 has increased by 10%. The National Census in 2001 collected data on religion for the first time. In 2001 74.5% of the population stated to be of the Christian faith. However 15% of the population stated that they had no religion and only 2.1% of individuals were part of other religious groups such as, Islam, Judaism, Buddhism, Sikh, and Hindu. (Census 2001 - http://www.neighbourhood.statistics.gov.uk) Despite the low level of unemployment overall, the proportion of school leavers entering unemployment is similar to the county average. The needs of parents in Burgess Hill were the subject of a special study in 2000 by the Mid Sussex Family Support and Parenting Group; this identified problems of isolation and loneliness and a general shortage of support and infrastructure services, including transport and leisure. 4.0 The Vision - The Golden Thread The Golden Thread (Vision) of the Youth Strategy is ‘Participation’ resulting in the empowerment of young people living in Mid Sussex. Participation is not only taking part in local activities and using service provision, but also active involvement of children and young people in making decisions on things that affect them. Participation of young people will therefore increase social inclusion and enhance community spirit Mid Sussex District Council will work towards increasing the ‘participation’ and involvement of children and young people in the decisions, which affect them, placing ‘power into the hands of local communities’. (Communities in Control, real people, real power; Government white paper) Included in the ‘Vision’ is increasing parent and carer input. Often parents are left out of the ‘loop’ and have to seek out information on activities for young people. They have concerns over safety, transport and the cost of activities and should be involved in giving their views about how services and information access can be improved. How have our priorities been decided? • By consulting with young people and professionals in Mid Sussex for their views and opinions. • By referring to local and national agendas, papers and reports on identified needs within the Mid Sussex area. • In reference to previous research findings. • In reference to local area agreements and targets. A range of Mid Sussex statutory and voluntary youth provision services responded via a questionnaire on key issues facing Mid Sussex young people. The key priorities outlined in the youth strategy document, ‘Better Young Lives’, are based on these responses. The questionnaires were distributed electronically and by hand. A number of group consultations with young people took place. During the initial sessions it was clear that young peoples knowledge and understanding of the work of the local council was limited. Young people said about the Council: “I am not really sure but I don’t think they have much involvement with young people” (18 year old female from Haywards Heath) The responses indicate the need for Mid Sussex District Council to reach out to young people and engage them in the democratic business of Local Government. The Council need to acknowledge and value the opinions of young people and respond positively to their ideas and contributions. Young People were also unclear about the geographical borders of Mid Sussex. 5.1 Aims and Priorities – ‘What young people said’ Mid Sussex District Council Mid Sussex Youth Strategy - Better Young Lives 6 What did young people say overall? • • • • More emphasis needed on healthy diet and lifestyle Drugs too easily available to children Finding jobs and volunteering opportunities - very little practical advice is given on job applications Jobs offers goals and targets, which most people need. Finding job and volunteering opportunities - so that we can earn money and get more work experience. Environmental issues because we are ruining the planet for the future. Transport issues and costs (especially for those living in a rural district) Mid Sussex District Council Mid Sussex Youth Strategy - Better Young Lives 7 6.0 Summary of Priority Issues 6.1 Participation : Empowerment through involvement. The benefit of participation is invaluable to children and young people, communities and agencies providing services to the public. For children and young people involving them in decisions will make them feel valued and will lead to their greater satisfaction. It will help them understand the processes involved and increase their understanding of how decisions are arrived at. For professionals the benefits of ‘participation’ are about developing understanding of the experiences, views and needs of service users. Involving children and young people can lead to greater insight and understanding of the services provided and support changes to those services. 6.2 Finding places to hang out and things to do : Access to leisure and sporting opportunities and facilities Youth Matters: In July 2005 the government launched its green paper ‘Youth Matters’ setting out proposals designed to improve outcomes for 13 –19 year olds. It proposed that young people should have: • More things to do and places to go in their local area – and more choice and influence over what is available • More opportunities to volunteer and to make a contribution to their local community • Better information, advice and guidance about issues that matter to them, delivered in the way they want to receive it • Better support when they need extra help to deal with problems Young people in Mid Sussex, and professionals agree on these being the top issues and they scored the highest in the questionaires given out. Young people often find it hard to find things to do due to cost, transport or just that they don’t want to do a structured activity and just want somewhere to hang out. In Mid Sussex the leisure centres provide a good place to go and hang out however many young people find it expensive to regularly visit the centres. Young people have a range of youth club provision across the district provided by the Youth Service and Voluntary groups. There are, however, some young people who don’t access this type of provision and find themselves out on the street, in parks and public places. It is clear that some young people simply want to meet up with their friends in an ‘informal hang out’ location. This may be near to their home or near shops in the centre of their community. Facilities and activities should be provided where young people tend to gather and it should be responsive to the changing needs of young people as they grow older. Mid Sussex District Council Mid Sussex Youth Strategy - Better Young Lives 8 6.3 Being healthy : Obesity, diet, mental health, relationships with family, friends and partners, social skills, drugs and alcohol. Most children are naturally lively and energetic. How do we help them to stay that way? Helping young people to look after their physical, emotional and sexual health is becoming an increasingly important priority to those working with young people. In 2006 the Unicef report ‘Child poverty in perspective: an overview of child well-being in rich countries’ showed the UK at the bottom in terms of risky behaviour (having sex by 15, not using condoms, using cannabis, drinking alcohol and being overweight). According to Young Minds, a charity committed to improving the mental health of children and young people, 50 pupils in a secondary school of 1000 are likely to be suffering serious depression, 100 will be in a distressed state, up to 20 will have an obsessive compulsive disorder and ten will have an eating disorder. It is essential that young people have someone they can talk to and have clear ways of accessing advice and guidance about key health issues. Along with encouraging young people to be active and eat well, their mental health and happiness must be considered and supported. Young people felt that their relationships were important to them. There were concerns about issues relating to friends and family. This was a common thread through a number of the priority areas. Many issues arise from lack of positive communication between young people and their partners such as; ASB, homelessness and drug use. Friendships also cause issues with young people where disagreements take place. 6.4 Anti-social behaviour and the image of young people : Using media tools to enhance the image of young people, tackling bullying and cultivating respect for differences in our community. Young people often receive bad media attention, being considered as the only perpetrators of crime and anti-social behaviour. Young people are far more at risk of being the victim of crime and are often as worried about this as adults. It is known that the ‘fear of crime’ is much worse than the reality therefore improving peoples understanding of this and improving inter-generation acceptance is a key theme to improving the image of young people and decreasing the ‘fear of crime’. Residents often regarded ASB as a symptom of social and moral decline. Local agencies tended to explain it in terms of social exclusion, especially of young people from deprived backgrounds. Some people, however, think that much of the behaviour now labelled as ASB simply shows that 'kids will be kids'. Mid Sussex District Council Mid Sussex Youth Strategy - Better Young Lives 9 6.5 Employment and Volunteering opportunities : information, guidance support through transition into work. Young people said that they find it hard to find employment part time and full time after leaving school and college. They didn’t know where to find these opportunities showing that there is a need in Mid Sussex to increase job opportunities and access to this information by young people. Volunteering is another aspect of the same theme; many voluntary youth organisations rely on volunteers in order to maintain their service and young people can acquire many skills from taking part in volunteering. Many volunteers encounter a variety of new challenges when they begin giving time in their communities. Sharing new experiences with new people, they can learn new skills that can give them confidence to face challenges in other areas of their lives. 6.6 Environmental issues : Climate change, waste, transport, pollution. With climate change being such a big issue for everyone, there has probably never been a more important time for environmental education. The next generation is going to inherit a huge array of environmental challenges, so it is vital that they are equipped with the knowledge they need to look after the planet for the future. It’s not just the big environmental issues, like climate change, that pose problems for young people. Many children are expected to live in polluted, noisy, concrete environments with limited or no access to green space and the benefits this can bring. These priority issues are expanded on within the action plan in Appendix A. Mid Sussex District Council Mid Sussex Youth Strategy - Better Young Lives 10 7.0 The Current picture of Mid Sussex youth participation In 2001 West Sussex County Council created a Youth Cabinet. Eight young people represent Mid Sussex in the Cabinet. The Council holds yearly elections and also elects an MP to represent West Sussex at the National Assembly. The majority of schools and colleges have youth councils to help with the running of their establishments and promote a student voice. In 2005, Mid Sussex Youth Council was created and ran successfully, with young people meeting once every 2 weeks at the council. Young people choose to meet at the council rather than a youth club as they enjoyed the formality of it. As the Mid Sussex Youth Council members became older and began to move on, the Youth Opportunities fund (YOF) was set up (2006). This ensured that the Youth Service would set up forums of young people in different areas in Mid Sussex. There are four local youth forums in the district managed by the Youth Service. The forums are composed of young volunteers and are based in Hassocks, Burgess Hill, Haywards Heath and East Grinstead. The usually meet weekly and are responsible for assessing and reviewing bids for the YOF. The district council officer supported the youth service in the development of these forums. During initial consultation with the youth forums the priorities were linked to making leisure opportunities more affordable for young people. The results of these consultations indicate that young peoples attendance in leisure centres would increase if prices were more affordable. Participation has greatly increased since the introduction of the Youth Opportunities Fund and Youth Capital Fund. These funds are managed by the WSCC Youth Service and are only available for projects for young people. Previously the town council at East Grinstead started their own youth council, however the young members have now moved on and the youth council has been discontinued. Most of the district council’s in West Sussex have youth councils, however they all vary in the way in which they have been set up and sit within the council itself. The level of authority young peoples views are given varies; some are independently constituted and others elect young people who hold the same portfolios as their council. Mid Sussex District Council Mid Sussex Youth Strategy - Better Young Lives 11 8.0 The future vision of youth participation in Mid Sussex Mid Sussex District Council supports the local youth forums and will build on the work and structure of these forums to create a Youth Council Advisory Board. The hope is that a Youth Council Advisory Board will be better able to share young people’s views at strategic level. Participation of young people is a requirement, not just within local government, but also in every project, activity and service that exists for them. Many organisations, especially those in the voluntary sector, are currently setting up Youth Advisory Panels to inform their developing practice and feedback on their work and services. Many Mid Sussex services and teams require support and training to enable them to effectively engage with young people. Successful engagement is crucial in order to access national and local funding to support their work. Schools have youth councils and school governors who may be parents, councillors or residents from the local community. Mid Sussex District Council Mid Sussex Youth Strategy - Better Young Lives 41 6.1 OBJECTIVE ACTION Raise awareness of individuals’ ecological footprint, local bio diversity and climate change. • Work with Young people to promote car sharing to school, walking and other more environmentally friendly ways of transport. • Publicise and promote local district nature walks and environmental volunteering. • Maintain an ‘Eco schools’ news letter giving feedback on environmental activities taking place in local schools. • Run a poster competition across the district to promote an eco friendly community. • Make available information on climate change and environmental developments for young people on the Website. 6.2 Increase the number of secondary schools taking up the ‘eco schools’ projects • Collaborate in the development of a resource pack for young people and school staff to encourage their involvement and sign up to Eco’s schools. • Support school to develop Ecological Action Plans. (Increase by 5 schools per year) 6.3 Raise awareness among young people on services and agencies in place to advise on fuel efficiency. • Convey information through sign posting and varied tools of communication including the young persons web site. • Investigate the feasibility of holding an event in schools or in the local community to help inform on fuel efficiently.
