DECLARATION OF INTERESTS
All Members who believe they have a personal or a prejudicial interest in
any matter to be considered at the meeting must declare their personal

9, 10, 11 and 12 of the Police Authority’s Code of Conduct, consider

TECHNOLOGY (ICT) STRATEGY COMMITTEE
To receive the Minutes of the meeting of the Information Communications
Technology (ICT) Strategy Committee held on 24 April, 2009 and to
confirm as a correct record.

TERMS OF REFERENCE
To consider a report of the Chief Executive providing details of the
proposed ‘Terms of Reference’.

POLICE AUTHORITY’S BUDGET 2009/10 – PERIOD 4 MONITORING
REPORT
To consider a report from the Treasurer and Chief Executive setting out
the position on the budget for resourcing the Police Authority for the first
four months of the current financial year and compares actual
expenditure for the period to 31 July 2009.

REVENUE OUTTURN REPORT 2008/09
To consider a report from the Treasurer and Chief Constable providing
the overall revenue budget monitoring against the profiled budget for the
year to date as at the end of period 4 (end of July 2009).
8.
MEDIUM TERM FINANCIAL STRATEGY 2009/10 TO 2013/14
To consider a report of the Treasurer and Chief Constable which presents
the projected revenue and capital budgets for the five year period
2009/10 to 2013/14 based upon current information and assumptions in
relation to inflation and other future increases.
9.
CONSULTING LOCAL COMMUNITIES ON THE PRECEPT
To consider a report of the Chief Executive which provides an overview of
the options for consulting on the budget and precept setting for 2010/11.
10.
FORCE PROJECTS OVERVIEW
To consider a report of the Chief Constable on the current projects
underway within the Force.
11.
IMPACT PROGRAMME UPDATE
To consider a report of the Chief Constable which provides an update on
the national IMPACT Programme, and the progress towards
implementation of the Code of Practice and guidance on the
Management of Police Information (MoPI), and the Police National
Database (PND) in Hampshire Constabulary.
12.
EFFICIENCY AND PRODUCTIVITY STRATEGY UPDATE
To consider a report of the Chief Constable which provides details on the
progress to date in relation to the Efficiency Strategy.
13.
SPONSORSHIP AND INCOME GENERATION SECURED 2008/ 2009
To consider a report of the Treasurer and Chief Constable which provides
a summary of what has been identified as happening across the Force to
secure sponsorship and other forms of income generation in the financial
year 2008/ 2009.
14.
SINGLE TENDER AND EXCEPTIONS REPORT
To consider a report of the Chief Constable which provides information
about Exceptions to Contract Standing Orders; single tender applications
approved in accordance with clause 3.1 or 3.2 for the period 16 May 2009
to 21 August 2009.

EXCLUSION OF THE PRESS AND PUBLIC
RECOMMENDATION:
To resolve that the public be excluded from the meeting during the
following items of business, as it is likely, in view of the nature of the
business to be transacted or the nature of the proceedings, that if
members of the public were present during that item there would be
disclosure to them of exempt information within Paragraphs 1 & 3 of Part
1 of Schedule 12A to the Local Government Act 1972 and further that in
all the circumstances of the case, the public interest in maintaining the
exemption outweighs the public interest in disclosing the information, for
the reasons set out in the report.

POLICE PENSIONS APPEAL OUTCOME
To consider a report of the Chief Executive which provides details of the
decision taken by the appeals panel on 21st July 2009 in relation to a
second stage appeal under the Pensions Internal Dispute Resolution
Procedure.
